Provincial People's Committee Chairman Ho Van Mung holds working session with communes and wards of the Northern Sub-Region

(AG Provincial E-Portal) - On April 22, at Tinh Bien Ward, Mr. Nguyen Van Mung — Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee — led a working delegation for a session with the communes and wards of the Northern Sub-Region of An Giang. Also in attendance were Vice-Chairmen of the Provincial People's Committee: Mr. Ngo Cong Thuc, Mr. Le Trung Ho, and Ms. Nguyen Thi Minh Thuy.

The Northern Sub-Region of An Giang comprises the following communes and wards: parts of Vinh Thanh Trung, Thanh My Tay, Binh Thanh Dong, Co To, and Nui Cam communes, along with O Lam, An Phu, Vinh Hau, Nhon Hoi, Khanh Binh, Phu Huu, My Duc, Cho Vam, Hoa Lac, Phu Lam, Tri Ton, Tan An, Chau Phong, Vinh Xuong, Tan Chau, Long Phu, An Cu, Tinh Bien, Thoi Son, Chi Lang, Chau Doc, and Vinh Te. The sub-region covers a total natural area of 1,714.86 km² with a population of 820,153 people.

In his concluding remarks, Provincial People’s Committee Chairman Ho Van Mung acknowledged and commended the results achieved by the localities in the first quarter of 2026. He emphasized that the sub-region holds a position of particular strategic importance in the province’s overall development, serving as a driving force for border trade, tourism, and services. He therefore called on localities to maximize their existing potential and advantages in order to bring about tangible progress in socio-economic development in the period ahead.

Chairman Ho Van Mung directed the communes and wards of the Northern Sub-Region to thoroughly study the report of the Department of Finance in order to clearly identify the key tasks and solutions to be implemented in the coming period. On that basis, localities should proactively engage in collective discussion within their commune and ward Party Committees’ Standing Boards to formulate specific tasks aimed at driving socio-economic development in each locality.

Overview of the working session

The Northern Sub-Region is oriented to become a center for eco-tourism, cultural tourism, spiritual and religious tourism, healthcare, and border trade — a distinctive tourism hub of the province, with a developed system of border gates and logistics infrastructure. Localities must therefore align closely with the province’s overall planning and develop specific, suitable solutions for effective implementation.

The Chairman directed localities to continue reviewing and developing appropriate action programs and plans, while also reviewing solutions and effectively implementing socio-economic targets for 2026 — linking these efforts to cadre evaluation and ensuring implementation in the spirit of the “Six Clears” principle.

Localities must coordinate with relevant departments and agencies to complete planning by June, in full compliance with legal regulations. Planning must be linked to socio-economic targets and objectives; must make maximum use of natural resources and land; must facilitate crop and livestock restructuring; must be integrated with national defense and security considerations, particularly along the border areas; and must support the establishment of factories and plants to generate employment and achieve sustainable poverty reduction.

Local socio-economic development planning must incorporate four key criteria: raw material zones, processing plants, transportation infrastructure, and social housing. Localities must clearly identify their key and effective crops and livestock, while proactively attracting investment for factory construction and coordinating with the Department of Industry and Trade to promote the application of technology in agricultural production. Local leaders must be dynamic and proactive in attracting investors to their areas.

Regarding administrative reform, the Chairman directed localities to continue improving the quality of public services, taking citizen satisfaction as the benchmark, in conjunction with accelerating digital transformation. Localities where case backlogs remain and satisfaction rates are still low must urgently rectify the situation and enhance accountability in the performance of official duties.

Regarding the two-tier local government model, Chairman Ho Van Mung acknowledged and commended the initial results achieved by localities, while directing them to continue effective implementation and to ensure that no tasks are evaded or overlooked. Localities must proactively coordinate with departments and agencies to propose appropriate decentralization and delegation of authority, creating favorable conditions for the grassroots level.

The Chairman also directed localities to strengthen state management across all sectors, with particular attention to land, minerals, and construction order; to tighten discipline and prevent legal violations. He further called for intensifying efforts in anti-corruption, anti-waste, and anti-negative practices, while ensuring the resolution of complaints and denunciations and strictly observing regulations on receiving citizens.

On national defense and security, given the border nature of the sub-region, localities must remain consistently attentive, maintain stability, and ensure political security and social order and safety. With regard to recommendations and proposals submitted by localities and units, the Chairman assigned the Standing Vice-Chairman of the Provincial People’s Committee to advise and organize a review meeting in May to examine and finalize coordination regulations, ensuring effective implementation going forward.

According to the report of the Department of Finance, the direction and administration carried out by the People’s Committees of the communes and wards have been timely and synchronized, closely aligned with the guidelines and resolutions of the Central Government and the province. The majority of assigned tasks and solutions have been earnestly implemented, yielding positive results across various sectors.

Total budget revenue in the sub-region reached VND 250,809 million out of VND 994,332 million (achieving 25.22%); land clearance progress for projects in the area has largely kept on schedule; the rate of administrative procedure files resolved within the competent authority’s jurisdiction ranges from 98.67% to 100%; the reduction of administrative procedure processing times has been effectively implemented, along with the resolution of complaints and denunciations in accordance with jurisdictional authority.

The fields of culture, education, healthcare, and social welfare have received due attention, with the material and spiritual lives of the people continuing to improve. National defense and security have been upheld; social order and safety remain fundamentally stable; external relations and development cooperation have been further strengthened.
