(AG Provincial E-Portal) - On the afternoon of April 14, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee Ho Van Mung chaired a working session with 33 communes and wards in the southern subregion. The southern subregion of An Giang Province comprises 33 communes and wards: Tay Yen, Dong Thai, An Bien, Dong Hoa, Tan Thanh, Dong Hung, An Minh, Van Khanh, Thanh Loc, Chau Thanh, Binh An, Giong Rieng, Thanh Hung, Long Thanh, Hoa Hung, Ngoc Chuc, Hoa Thuan, Dinh Hoa, Go Quao, Vinh Hoa Hung, Vinh Tuy, Son Kien, My Thuan, Tan Hoi, Tan Hiep, Thanh Dong, Vinh Hoa, U Minh Thuong, Vinh Binh, Vinh Thuan, Vinh Phong, Vinh Thong, and Rach Gia. The southern subregion of the province plays a particularly important role in the socio-economic development structure, with outstanding advantages in its large agricultural land bank, coastal space, and potential for renewable energy development. Delivering directives at the working session, Chairman of the Provincial People's Committee Ho Van Mung acknowledged that localities in the southern subregion had focused on implementing political tasks in accordance with the directives of the Provincial Party Committee and the Provincial People's Committee, contributing to the province’s overall performance in the first quarter. Some localities recorded higher-than-average budget revenue collection and public investment disbursement rates compared to the provincial average. The two-tier local government model continues to serve the people well and support economic development.
Chairman of the Provincial People's Committee Ho Van Mung requested localities to effectively implement and exceed the 2026 targets, contributing to the province’s achievement of its 2026 economic growth objectives and fulfillment of all 2026 targets. They need to focus on completing the planning for communes, wards, and special zones by June. The planning must address the mobilization of land resources and review inefficient agricultural land for conversion. The Department of Agriculture and Environment, the Department of Industry and Trade, and the Provincial Economic Zone Authority are to coordinate with localities and businesses to organize working sessions to study and proactively attract investors; create jobs and increase on-site income for local people; and closely link cultivation and aquaculture areas with processing plants. Regarding the operation of the two-tier local government, Chairman of the Provincial People's Committee Ho Van Mung said that 2026 has been designated by the Government as the year to improve the quality of grassroots-level officials. Communes, wards, and special zones must conduct substantive evaluations of officials, and for those who do not meet requirements, propose personnel changes to the Provincial Party Standing Committee; effectively perform their functions and duties in operating the two-tier local government. Maintaining stable growth momentum
According to the report from the Department of Finance, in the first quarter of 2026, localities in the southern subregion of the province focused on leading and directing the synchronized and resolute implementation of the Resolutions and Plans of the province and of the Party Committees of communes and wards; the socio-economic situation continued to remain stable, and key tasks continued to receive attention and direction for implementation.
They fully and promptly implement regimes and policies for people with meritorious service, social protection beneficiaries, poor households, and near-poor households in accordance with regulations. They also direct commune health stations to effectively provide primary healthcare for the people and strengthen seasonal disease prevention and control. National defense and security were maintained, and social order and safety were ensured. It is important to strengthen administrative discipline and order; enhance the responsibility of officials and public employees in performing public duties, with the arrangement and organizational restructuring carried out on schedule as required; citizen reception and the settlement of complaints and denunciations were conducted in accordance with the law.


Regarding the budget revenue targets for Quarter 1/2026: Binh An Commune reached 66.34%; Thanh Dong Commune reached 49.23%; Rach Gia Ward reached 44.9%; Thanh Loc Commune reached 43.5%. Regarding the public investment disbursement rate targets for Quarter 1/2026: Tan Thanh Commune disbursed 100%, Long Thanh Commune reached 79.36%, Dinh Hoa Commune reached 30%, while the remaining communes had low disbursement rates, with some communes having not yet disbursed any public investment capital. The volume of site clearance for projects in the area was carried out on schedule, in Quarter 1/2026: Vinh Thong Ward reached 89.89%; Vinh Binh Commune reached 88%; Tan Thanh Commune reached 66.66%; Rach Gia Ward reached 61.15%.
Administrative reform and digital transformation efforts continued to be accelerated, improving the quality of service for citizens and businesses. The rate of administrative procedure dossiers under local authority resolved on time or ahead of schedule in communes and wards reached 99.62% – 100%. The rate of reduction in processing time for administrative procedures in communes and wards reached 30%. The rate of settlement of complaints and denunciations under local authority in communes basically reached 93% – 100%, while some communes and wards had lower rates, including: Long Thạnh Commune at 14%./.
