(AG Provincial E-Portal) - On the afternoon of August 10, the Party Committee of Long Xuyen ward successfully held its 1st congress of delegates for the 2025–2030 term. This was one of three ward-level Party congresses selected by the Standing Board of the Provincial Party Committee as a model congress. Member of the Party Central Committee and Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai attended and directed the congress.









Also attending were comrade Tran Thi Thanh Huong (in yellow ao dai) – Deputy Secretary of the Provincial Party Committee, head of the National Assembly Delegation, and chairwoman of the Vietnam Fatherland Front Committee of An Giang Province; provincial leaders, former provincial and Long Xuyen City leaders (before the merger) across various terms; leaders of specialized advisory agencies of the Provincial Party Committee; provincial departments, agencies, armed forces; representatives of notable enterprises in the ward; standing members of 33 commune and ward Party Committees across the province; and 250 official delegates representing 4,765 Party members from 87 affiliated Party cells and committees.
The congress adopted the theme: “Building a clean, strong Party Committee and political system; promoting solidarity, democracy, discipline, innovation, and creativity; ensuring national defense and security; mobilizing all resources to build Long Xuyen Ward into a civilized, modern, and compassionate urban, commercial, and service center.” Delegates reviewed and comprehensively assessed the implementation of the 2020–2025 resolution; evaluated the role and responsibility of the Ward Party Committee Executive Board; identified achievements as well as shortcomings and limitations during leadership and direction; analyzed causes, especially subjective ones, and drew lessons learned. The congress also defined viewpoints, objectives, targets, breakthroughs, and key tasks and solutions for the 2025–2030 term, while contributing to draft documents for the 14th National Party Congress and the 12th Congress of the An Giang Provincial Party Committee.
Specific targets were set, including: an average annual growth rate of total state budget revenue in the locality of 8%; an average annual growth rate of total product value in the locality of 14.5%; per capita income by 2030 to reach VND 125 million/year (an increase of 6.8% compared to 2025); the multidimensional poverty rate by 2030 to be below 0.18%; over 96% of the population participating in universal health insurance; completion of 3,000 social housing units by 2030; and a citizen satisfaction index of 95% or higher for services at the ward’s Public Administrative Service Center…
The locality identified four breakthroughs: advancing comprehensive administrative reform and digital transformation; focusing on developing synchronous and sustainable urban infrastructure; promoting trade and services while reinforcing Long Xuyen’s role as the integrated economic hub of the Long Xuyen Quadrilateral; and building a cadre contingent capable of meeting new requirements.
Secretary Nguyen Tien Hai affirmed that Long Xuyen Ward inherits the potential and advantages of the former Long Xuyen City, not only as an urban-commercial-service hub but also as the nucleus of the Long Xuyen Quadrilateral and one of the province’s five driving-force cities. On behalf of the Provincial Party Committee’s Standing Board, he acknowledged, commended, and warmly congratulated the achievements of the Ward Party Committee and people of Long Xuyen during the past term.
He emphasized that the upcoming period poses significant demands, requiring dynamism, creativity, and high determination from the entire political system and the people, with Long Xuyen Ward playing a crucial role. He urged further strengthening of Party building and comprehensive political system consolidation, developing a Party Committee and political system that is “streamlined, strong, efficient, and effective,” serving the people. He called for accurate grasp, forecasting, and orientation in addressing ideological issues among officials, Party members, and the public, ensuring unity of thought and high consensus.
The draft provincial political report identifies Long Xuyen as a dynamic integrated economic area, with strengths in processing industries and high-tech agriculture. The locality can serve as a spearhead in the province’s economic development strategy, fostering supporting industries, agricultural product processing, services, logistics, and trade toward modernity, sustainability, and integration. The Secretary urged officials and Party members to innovate thinking, broaden vision, and identify breakthrough tasks for Long Xuyen to fully deserve its status as one of the province’s five driving-force regions. This includes tapping into the potential of the night-time economy, developing eco-tourism and experiential tourism, and leveraging the unique strengths of a riverine urban area to create distinctive features compared to other cities.
He also stressed the need to harmonize cultural, social, and human development with economic growth, ensuring social welfare; enhancing education, healthcare, and high-quality human resources; building Long Xuyen into an urban medical hub with advanced healthcare services and a center for high-quality education and training. National defense, security, and external relations must be maintained; the all-people national defense posture and people’s security posture must be consolidated. Efforts should be intensified to prevent, combat, and suppress crime and social evils, creating an orderly, disciplined, safe, and civilized society conducive to socio-economic development.
The Secretary requested that immediately after the Congress, the Ward Party Committee review, evaluate, and consolidate its personnel to meet new requirements; proactively develop working regulations, action programs, and annual plans to successfully implement the Congress Resolution with the spirit of “clear person, clear task, clear timeline, clear responsibility, clear authority, and clear results.” He emphasized the importance of thoroughly disseminating the Resolution among officials, Party members, and the public, promptly implementing and organizing actions to ensure the Resolution quickly takes effect and brings about tangible changes from the first year of the term./.
