(AG Provincial E-Portal) - On August 14, the An Giang Provincial People's Committee and Viettel Military Industry and Telecom Group officially launched their partnership through a signing ceremony, outlining their collaboration on digital transformation initiatives in An Giang Province from 2025 to 2030.
The signing ceremony was attended by Ho Van Mung, Alternate Member of the Party’s Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of An Giang Provincial People's Committee; Nguyen Thanh Phong, Member of the Provincial Party Committee, and Standing Vice Chairman of An Giang Provincial People's Committee; and Colonel Dao Xuan Vu, Deputy General Director of Viettel Corporation, among other dignitaries. At the signing ceremony, the following leaders delivered remarks:






The cooperation agreement aims to accelerate the comprehensive digital transformation process in An Giang Province from 2025 to 2030. This initiative significantly contributes to implementing Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation, and national digital transformation, as well as the Government's action plan on this matter.
Accordingly, the cooperation will cover all areas of socio-economic development in An Giang Province. The two parties will collaborate in 5 key areas, including: digital infrastructure, digital government, digital economy, digital society, and cybersecurity and core technologies.
Regarding digital infrastructure, the cooperation will focus on developing information technology and telecommunications infrastructure that meets the requirements of comprehensive digital transformation in the province, ensuring modernization and synchronization, and utilizing the latest technologies. This includes expanding broadband coverage and improving the quality of telecommunications and information technology services. Additionally, the parties will explore supporting An Giang in building a high-performance data center with supercomputers capable of performing complex calculations and processing large amounts of data. These capabilities can be widely applied to big data processing, artificial intelligence (AI), business finance, and security testing and evaluation of information systems.
Regarding digital government, the cooperation will explore supporting the province in building a comprehensive data analytics platform and an executive management platform that enables seamless implementation from the provincial to the commune level. This includes applying AI solutions for data analysis, forecasting, and decision-making support for leaders based on data insights. The parties will collaborate on implementing digital transformation solutions for government agencies at two levels.
Regarding the digital economy, the cooperation will focus on supporting small and medium-sized enterprises, private businesses, and individual entrepreneurs in applying technology, providing consulting and training services, and promoting innovative startups. This includes participating in industry clusters and value chains. The parties will also accelerate digital transformation in sales for key products by establishing "Digital Storefronts" on e-commerce platforms and enhancing promotional activities, brand development, and sales for the province's key products.
Regarding the digital society, the cooperation aims to ensure infrastructure for residents and households in the province to access the Internet and utilize digital government services and digital utility services. The parties will collaborate on implementing programs and services with preferential treatment for sectors such as education, healthcare, agriculture, energy, culture, tourism, natural resources and environment, postal services, smart logistics, and e-commerce.
Regarding cybersecurity and core technologies, the cooperation will involve consulting on building a four-layer information security monitoring system, coordinating incident response teams at the provincial and local levels, researching and proposing applications of AI, Big Data, Blockchain, cloud computing, IoT, and other technologies suitable for various fields. Additionally, the parties will provide training for dedicated cybersecurity personnel at the commune and provincial levels.
Colonel Dao Xuan Vu, Deputy General Director of Viettel Corporation, stated that Viettel is committed to close cooperation with An Giang Province in a spirit of openness, aiming to contribute to the successful implementation of the objectives and tasks outlined in Resolution No. 82-NQ/TU and Action Program No. 32-CTr/TU of the Provincial Party Committee. The goal is to bring "Smart Solutions - Smart Choices - Smart Roadmaps" that deliver effective and substantial results to An Giang Province, meeting the province's expectations.
Mr. Nguyen Thanh Phong, Standing Vice Chairman of An Giang Provincial People's Committee, emphasized that based on the cooperation agreement, the province and Viettel An Giang will conduct surveys and propose specific areas and content that suit the province's current status, conditions, and characteristics for implementation. Priority will be given to digital transformation in areas such as healthcare and education, processing official documents, directing and managing online, and deploying applications and platforms to serve citizens and businesses.
Especially with the consultancy and support from Viettel Corporation, An Giang Province will gradually perfect its e-government towards a digital government, contributing to the successful implementation of digital transformation in the province with three pillars: digital government, digital economy, and digital society. This will help realize the aspirations and strong determination of the Party Committee, authorities, people, and military in the province to develop the economy and society, build An Giang into a more prosperous, civilized, and integrated province.
After An Giang Provincial People's Committee and Viettel Corporation signed a digital transformation cooperation agreement, Chairman of An Giang Provincial People's Committee, Ho Van Mung, emphasized key tasks for the near future, including: strengthening digital transformation in governance and administration; digital transformation for socio-economic development and digital citizenship; and applying science and technology in a focused manner to production. |
