(AG Provincial E-Portal) - On October 18, An Giang Provincial People’s Committee (PPC), in collaboration with the University of Economics of Ho Chi Minh City (UEH), held a signing ceremony on the cooperation agreement for the 2025–2030 period. The conference was co-chaired by Mr. Ho Van Mung, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of An Giang Provincial People’s Committee, and Professor Dr. Su Dinh Thanh, President of UEH.


Speaking at the signing ceremony, Chairman Ho Van Mung stated that An Giang province possesses many potential advantages, with an area of nearly 10,000 km² and a population of nearly 5 million people, and a diverse economic landscape. The province has identified five key economic zones, including Phu Quoc and Tu Giac Long Xuyen regions (Rach Gia, Ha Tien, Chau Doc, Long Xuyen).
Regarding growth, An Giang has set a target economic growth rate of 11.53% for the 2025–2030 term and is determined to implement solutions to achieve this goal, including cooperation with UEH. Following the signing, An Giang province will collaborate with UEH to develop an economic growth plan for the province.

This plan is part of the first action program of An Giang Provincial Party Committee and aligns with the Resolution of the Provincial Party Congress.According to PPC Chairman Ho Van Mung, increasing the proportion of the industrial sector and applying science and technology play a crucial role, especially in processing industries such as seafood, agricultural products, and medicinal herbs.

The province hopes to work with UEH and businesses to conduct scientific research in these areas, significantly transforming the processing industry and boosting the industrial sector’s proportion in the near future. An Giang expects that cooperation with UEH will help build and transform the province’s human resources to serve emerging economic sectors both domestically and globally, including science and technology-related fields. Additionally, the partnership will support training and capacity-building for officials to meet professional requirements and prepare human resources for the 2027 APEC Summit to be held in the Phu Quoc special zone.

According to the cooperation agreement, both parties aim to collaborate in the following areas: socio-economic research and development; training and capacity-building; improving the quality of human resources in both public and private sectors; jointly developing and advising on the implementation of socio-economic development strategies and projects; scientific research and technology transfer. The goal is to ensure that by 2030, An Giang becomes a comprehensively developed province with a dynamic, harmonious, and sustainable economy; a center for high-tech agricultural, aquaculture, and medicinal plant research and production; an eco-tourism hub in the region; a key trade and cooperation gateway with the Kingdom of Cambodia; and a province with synchronized socio-economic infrastructure capable of adapting to climate change - ultimately becoming a relatively developed province in the Mekong Delta.

The two parties outlined five key cooperation areas: policy consultation and critique to support the development of economic-social strategies and governance solutions for An Giang; training and capacity-building to enhance high-quality human resources and strategic leadership for the province’s development needs; scientific and technological research and application; smart urban development; and international cooperation.
Following the signing, a scientific seminar was held on the topic of the current situation and solutions for innovating the mobilization and effective use of resources to develop An Giang’s transportation infrastructure in response to climate change.


At the seminar, leaders from the Departments of Construction, Finance, Agriculture, and Environment presented three reports covering: the current status and planning orientation for An Giang’s transportation infrastructure to 2030 with a vision to 2045; mobilizing resources for infrastructure development; and the impact of climate change on the province’s transportation infrastructure system.
Additionally, participants exchanged and shared practical experiences and proposed breakthrough solutions to accelerate the construction and development of An Giang’s transportation infrastructure.
