(AG Provincial E-Portal) - On the afternoon of 09/12, at the 2025 dialogue conference between the Chairman of the An Giang Provincial People’s Committee and provincial youth, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People’s Committee Ho Van Mung, together with leaders of departments and agencies, directly addressed many issues of concern to youth members.

With the theme “An Giang youth pioneering the development of science and technology, innovation, and national digital transformation,” the program was connected online to 102 communes, wards, and special zones, with 100 youth delegates representing nearly 200,000 young people across An Giang Province.

Speaking at the conference, Chairman of the An Giang Provincial People’s Committee Ho Van Mung encouraged youth members to speak frankly about the issues they are concerned with to ensure the substance and effectiveness of the dialogue—particularly digital transformation; policy mechanisms that create favorable conditions for youth to develop science and technology; and research and application of technical technologies in production. Relevant departments and agencies would listen and provide direct responses to youth questions.



At the dialogue conference, youth raised questions regarding the implementation of Politburo Resolution No. 57-NQ/TW on breakthroughs in the development of science and technology, innovation, and national digital transformation in An Giang Province. Responding, Chairman of the An Giang Provincial People’s Committee Ho Van Mung said that the country has been undergoing significant transformation through the implementation of Resolution 57-NQ/TW, and An Giang Province has achieved many important results, with active contributions from the youth force.
During the period of digital transformation and implementation of the two-tier local government model, youth in agencies, units, and localities across the province have taken the lead in accessing science and technology and carrying out digital transformation tasks.
To effectively implement Resolution 57-NQ/TW, An Giang Province is focusing on three key tasks: digital transformation and application of technology in governance and administration, completing the operation of the two-tier local government model; improving services for the people; and strengthening the application of science and technology in production and business.
Regarding digital transformation in education, Chairman Ho Van Mung said that the Department of Education and Training is deploying data centers and digital academic records in line with ministerial directives. The department is also tasked with researching the application of digital transformation in traditional and historical education for students, as well as supporting teachers in their professional work and interaction with students.
In addition, youth raised many questions on trademark protection registration procedures; solutions to support youth in improving digital skills and accessing new technologies; the role of An Giang University in developing the province’s science and technology human resources; and preventing online fraud. These issues were directly discussed and answered by provincial leaders and relevant departments.
In his concluding remarks, Chairman Ho Van Mung assessed that the conference featured many thoughtful questions related to local issues. Leaders of departments and agencies responded frankly, exchanged views, and comprehensively addressed matters of concern to youth. He also requested the Department of Home Affairs and the Provincial Youth Union to organize more forums to listen to the legitimate aspirations of youth—an important social force—in order to develop appropriate solutions and strategies for the province in the coming period.
Chairman Ho Van Mung commended, recognized, and welcomed the youth force for its significant contributions to the province’s socio-economic development in recent times, especially in the context of provincial consolidation, termination of district-level operations, commune mergers, digital transformation, and science and technology development. At critical moments, youth forces have actively participated, provided support, and contributed to national defense and to the development of An Giang Province.
According to Chairman Ho Van Mung, achieving provincial growth above 10% depends heavily on science and technology. To apply science and technology effectively, the role and responsibility of youth are crucial. Therefore, action programs and plans of the Provincial Youth Union and the Vietnam Youth Federation must closely align with the province’s development orientations, avoid formality, and focus on practical, real-world outcomes.
Chairman Ho Van Mung requested the Department of Home Affairs to consolidate youth feedback and assign relevant departments and agencies to provide written responses. Departments and localities are to review and propose additions or adjustments to policy mechanisms enabling youth to directly contribute to the province’s socio-economic development and wealth creation for their hometowns, families, and society—especially in implementing Resolution 57, including policies related to career building, entrepreneurship, and scientific research in three areas: governance and administration; public service delivery; and application of science and technology in production and business. Completion is required by March 2026.
The Department of Finance was assigned to coordinate with the Provincial Youth Union to implement entrepreneurship and innovation startup programs and to establish a task force to support youth startups and innovation.
The Department of Science and Technology, through the Provincial Youth Union and the Vietnam Youth Federation, was tasked with commissioning youth scientific research projects and ensuring funding in accordance with regulations. Standing committees and local Party committees were requested to pay attention to assigning tasks to youth.
“Youth organizations must inspire aspirations to contribute and create prosperity for their homeland, the country, and local communities. Youth members need to actively participate in socio-economic programs, make positive contributions to provincial development, and proactively propose and engage in science and technology and innovation,” Chairman Ho Van Mung emphasized./.
