Groundbreaking ceremony held for the An Thoi and Duong Dong centralized wastewater treatment plant projects in Phu Quoc

(AG Provincial E-Portal) - On the morning of April 8th, in the Phu Quoc Special Zone, the SERAPHIN - VINADIC Joint Venture (the investor) held a groundbreaking ceremony for two projects: the An Thoi area centralized wastewater treatment plant project and the Duong Dong area centralized wastewater treatment plant project.

Attending the ceremony were Mr. Ho Van Mung, Member of the Central Committee of the Communist Party, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang Province; Mr. Le Trung Ho, Vice Chairman of the People's Committee of An Giang Province; representatives from relevant departments, agencies, and units; and leaders of the Phu Quoc Special Zone.

The An Thoi area centralized wastewater treatment plant project covers an area of approximately 10,097.16 m2 with a capacity of 15,000 m3/day, and the Duong Dong area centralized wastewater treatment plant project covers an area of approximately 28,049.69 m2 with an expected capacity of 15,000 to 20,000 m3/day. Upon completion and operation, these two projects will significantly contribute to the collection and treatment of domestic, commercial, and urban service wastewater; minimize environmental pollution; improve the quality of life for residents; and create the necessary infrastructure to serve the long-term development requirements of the Phu Quoc Special Zone.

Speaking at the ceremony, Mr. Le Trung Ho, Vice Chairman of the An Giang Provincial People's Committee, warmly praised and congratulated the investor and related units for their active, responsible, and prompt completion of the necessary procedures so that the two projects could commence construction as planned.

The Vice Chairman of the People's Committee of An Giang province emphasized that Phu Quoc is entering a new developmental phase characterized by rigorous standards for growth, urban infrastructure, and overall quality of life. The goal is not only to rapidly develop tourism, services, trade, and urban areas, but also to ensure green, sustainable development, harmonizing economic development with the environment, and modernizing infrastructure while preserving the unique ecosystem of the island city. In this process, the technical infrastructure system for wastewater collection and treatment plays a crucial role. This is not just a simple environmental issue, but also a fundamental condition for ensuring urban sanitation, protecting water resources, preserving the landscape, improving public health, strengthening tourism competitiveness, and creating the image of a civilized, modern, livable, attractive, and worthwhile Phu Quoc for investment. 

“From the practical development of Phu Quoc in recent years, it can be seen that the pressure on environmental infrastructure, especially wastewater treatment infrastructure, is increasing along with the speed of urbanization, population growth, increased tourism, and expansion of accommodation, commercial, and service facilities.

Therefore, the simultaneous implementation of the two centralized wastewater treatment plant projects in Duong Dong and An Thoi areas is very necessary, on the right track, and at the right time,” said Mr. Le Trung Ho.

To ensure the smooth implementation of the two projects, the Vice Chairman of the People's Committee of An Giang province requested the investors to focus maximum resources in terms of finance, human resources, equipment, and organizational capacity; develop a scientific, systematic, and rigorous construction plan; and ensure the progress, quality, aesthetics of the works, labor safety, and environmental hygiene throughout the construction process. It must be recognized that these are essential environmental infrastructure projects with high demands on technology, stability, safety, and long-term operational efficiency.

Accordingly, consulting, construction, and supervision units must demonstrate the highest level of competence, experience, and responsibility; strictly adhere to technical requirements, standards, regulations, and relevant laws; closely coordinate with the investor, local authorities, and relevant agencies during implementation; proactively and promptly address any arising issues, preventing delays, cost overruns, quality degradation, or negative impacts on the environment and the lives of people in the surrounding area.

For provincial departments and agencies, the Phu Quoc Economic Zone Management Board and the People's Committee of Phu Quoc Special Zone will continue to accompany, support, and guide investors during the implementation process; promptly resolve difficulties and obstacles arising within their authority; and promote coordinated efforts to prevent procedural bottlenecks from affecting the overall progress. The initiative is rooted in a spirit of collective action, prioritizing shared responsibility for the sustainable development of Phu Quoc.

The Vice Chairman of the People's Committee of An Giang province requested that the investor pay special attention to the treatment technology, practical operational capabilities, odor control plan, sludge control, environmental monitoring, and synchronous connection with the regional technical infrastructure system. The project not only needs to be completed on schedule but also must operate efficiently, stably, safely, and meet the requirements of medium- and long-term development.

On this occasion, the Vice Chairman of the People's Committee of An Giang province hopes that the people in the project areas will continue to share, agree, and create favorable conditions for the projects to be implemented according to plan. The completion of these two projects will bring practical and long-term benefits to the community, the living environment, production, business, and service activities, and to the image of Phu Quoc in the future.

On behalf of the province, Mr. Le Trung Ho, Vice Chairman of the An Giang Provincial People's Committee, affirmed that the province will continue to pay close attention to directing, regularly monitoring, inspecting, urging, and accompanying investors and relevant units to promptly resolve difficulties and obstacles, ensuring that the two projects are implemented according to the correct orientation, on schedule, with quality, completed early and put into use, maximizing investment efficiency, serving the people and contributing to the overall development of the locality.

With the determination of the investor, the responsible coordination of relevant agencies and units, the consensus and support of the people, the two centralized wastewater treatment plant projects in Duong Dong and An Thoi areas will be successfully implemented, completed soon, and put into effective operation; thereby contributing to improving the environment, enhancing urban quality, strengthening technical infrastructure, and creating an important impetus for the rapid, green, and sustainable development of Phu Quoc Special Zone. 

With strong investor commitment, the responsibility coordination among relevant agencies, units and public support, two centralized wastewater treatment projects in Duong Dong and An Thoi are poised for success. Once operational, these facilities are expected to overhaul the local environment, elevate urban living standards, and fortify technical infrastructure - serving as a vital catalyst for the green and sustainable evolution of the Phu Quoc Special Zone./.
