Contribution of opinions to the draft Law on Health Insurance, Law on Officers

(AG Provincial E-Portal) - On October 8, the National Assembly Delegation of An Giang province organized a consultation on the Law amending and supplementing a number of articles of the Law on Health Insurance (HI) and the Law amending and supplementing a number of articles of the Law on Officers of Vietnam People's Army, as a basis for preparation for submission and approval at the 8th session of the National Assembly term XV. Attending were Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc; leaders of the provincial Fatherland Front Committee and provincial departments, branches and sectors.

Participating in contributing opinions on the Law amending and supplementing a number of articles of the Law on Health Insurance, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc said that in recent years, the Party and the State have issued many contents on health insurance policies to meet the changing requirements of practical life. However, the process of implementing the law has raised a number of problems and shortcomings that need to be overcome; some regulations are not synchronous, unified with the relevant legal system. Therefore, amending and supplementing a number of articles of the Law on Health Insurance is very necessary and urgent.

Vice Chairman of the Provincial People's Committee proposed that the National Assembly and the Government review the regulations on health insurance contribution rates in a direction that is beneficial to the people; adding subjects participating in health insurance to ensure consistency. The regulation on assigning "localities to allocate budget sources to support people paying health insurance" not only puts pressure on localities in difficulty, but also does not ensure fairness for the people...

In addition, delegates focused on giving opinions on the work of transferring treatment for patients; proposed to supplement emergency payment for the emergency system outside the hospital; deadline for reporting and settlement of health insurance payments; allowing students to choose to pay health insurance by school or by household; specific regulations on the method of providing health insurance information to patients, along with some difficulties and shortcomings in the implementation process.

Representatives of leaders of departments, branches, sectors, and armed forces participated in contributing opinions to the draft Law amending and supplementing a number of articles of the Law on Officers of Vietnam People's Army. Accordingly, delegates highly agreed on amending and supplementing the Law on Officers of Vietnam People's Army in 1999, the amended and supplemented laws in 2008 and 2014. The amendment of the law will create a legal basis for building a strong army of officers, as the core of building a regular, elite Vietnam People's Army, gradually modernizing, firmly protecting the Vietnamese Fatherland.

Some of the contents proposed by delegates include: Basic positions and equivalent positions and titles of officers; the highest age limit for officers to serve in the army; the highest military rank for officers' positions and titles is the general rank: some contents assigned to competent authorities to specify in detail the regime and policies for officers, such as military rank promotion, early salary increase, social insurance regime, housing regime, land, health care, responsibilities of the Government, ministries, branches, localities, etc.

Regarding the age of service of officers, delegates agree to amend in the direction of raising the maximum age of service for lieutenant officers to 50 years old; major officers to 52, lieutenant colonel officers to 54, senior lieutenant colonel officers 56, colonel officers 58; general officers 60. At the same time, it is propose to review, research, and supplement the principled regulations on criteria, standards, and conditions for considering the promotion of officers beyond the rank, as a basis for the Government and the Minister of National Defense to make specific regulations. Delegates also agree with the cases of being considered for promotion, salary increase before the deadline as in the draft law..../.
