(AG Provincial E-Portal) - On February 10, the 10th An Giang Provincial People's Council held its 9th session (an extraordinary session) to review and approve a range of important contents related to the provincial master plan, the public investment plan, and key infrastructure projects.



Standing Deputy Secretary of the Provincial Party Committee and Chairperson of the Provincial People's Council Nguyen Thanh Nhan, together with the Vice Chairpersons of the Provincial People's Council, chaired the session.
Attending the session were Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairperson of the Provincial People's Committee Ho Van Mung; also present were Vice Chairpersons of the Provincial People's Committee Nguyen Thanh Phong, Ngo Cong Thuc, and Le Trung Ho.
At the session, the Provincial People's Council approved the draft Resolution on adjusting the An Giang Provincial Master Plan for the 2021 - 2030 period, with a vision to 2050. Accordingly, by 2030, An Giang is oriented to become a fairly developed province nationwide, with dynamic growth; maintaining its role as a service center and a strong national marine economic hub; a sea-island tourism and border economy hub; and a center for agriculture and fisheries as well as a river–sea–border trade logistics nexus connecting the Mekong with domestic and international markets.

The economic structure will shift toward a modern, green, and sustainable direction, based on pillars including high-tech agriculture associated with deep processing; tourism, trade, and logistics services; clean industry and bio-industry; the digital economy; and the sea–island economy. Socio-economic infrastructure will be invested in synchronously and modernly; economic development will go hand in hand with social development, improving people's living standards, protecting the environment, adapting to climate change, and ensuring national defense and security across sea–island–border areas. In particular, the adjusted master plan emphasizes developing an effective linked development space along the sea–island–river–border–urban axis. In this, Phu Quoc and Tho Chau are oriented to become an international tourism and high-end services center; the Tan Chau - Chau Doc - Tinh Bien area will serve as a growth driver for the border economy.

Target indicators include: average GRDP growth in the 2026 - 2030 period of 11% per year or higher; GRDP per capita by 2030 of over USD 6,300; total social investment capital over five years of VND 650 - 660 trillion; an urbanization rate by 2030 of over 50%; and maintaining multidimensional poverty reduction at 0.3 - 0.5% per year through 2030…
The Provincial People's Council unanimously approved the draft resolution adjusting and supplementing the 2026 public investment plan funded by the local budget. Specifically, it adjusts upward allocations for 16 tasks and projects with a total of more than VND 1,335 billion. This adjusted funding will be distributed to the transport sector with projects such as the Cai Lon riverside road, the D3 trunk road, the Phu Quoc international passenger port…; to agriculture and environment, focusing on anti-erosion embankment works in Rach Gia and Kien Luong and clean water supply systems for water-scarce areas and areas affected by salinity intrusion…; and to education and social welfare, investing in facilities for the new general education program in Tinh Bien, building schools in Binh Phu, and expanding the provincial martyrs’ cemetery…


Next, the session resolved to extend the time for capital allocation for project implementation through the end of 2026 for 27 projects using the local budget. Specifically, extended transport projects include: the coastal road from Hon Dat to Kien Luong, the Long Dien A-B canal road, My Thai Bridge, upgrading Provincial Road 949, Rach Gia passenger port, Phu Quoc international passenger port, and the road to the Ha Tien international border gate… Health and education projects include: Kien Giang Provincial Oncology Hospital (400 beds), Vinh Xuong Primary School A, Vinh Hoa Primary School B, My An Kindergarten, and several other local schools… Agriculture projects include flood control for the West Hau River area, and investment in constructing 18 sluices along the sea dyke and coastal dyke routes in the province...
Also at the session, the Provincial People's Council passed a resolution deciding the investment policy to convert 0.46 hectares of protection forest to other purposes to implement the project to expand Phu Quoc International Airport. This airport expansion is assessed as a necessary step to enhance passenger handling capacity, promote tourism and high-end services in line with the master plan orientation, especially in service of the APEC 2027 leaders’ meeting.

In his closing remarks, chairperson of the Provincial People's Council Nguyen Thanh Nhan emphasized that the four resolutions passed by the Provincial People's Council carry practical significance, providing a legal basis for organizing the implementation of socio-economic development tasks, mobilizing and allocating resources effectively, contributing to accelerating the progress of key projects, and realizing the province’s development goals in the early stage of the 2026 - 2030 five-year plan.
The Provincial People's Council requested the Provincial People's Committee to direct departments, sectors, and localities to urgently develop implementation plans, clearly assign responsibilities, and ensure progress, quality, and effectiveness; while strengthening information and communication work to build broad public consensus. The committees and delegates of the Provincial People's Council will continue to promote their supervisory role, monitor implementation of the resolutions, and promptly recommend solutions to address emerging difficulties and obstacles./.
