(AG Provincial E-Portal) - On October 9, Vingroup Corporation and the An Giang Department of Health jointly launched the Phu Quoc Outpatient Emergency Care Center at Phu Quoc Special Zone, An Giang Province. The center is designed to improve emergency response capabilities and provide critical care at the scene, ensuring timely medical intervention for patients before transporting them to hospitals for further treatment.
This initiative marks a significant milestone in the Ministry of Health's National Emergency Medical Services Project (2025-2030), which is receiving a substantial investment of 100 billion VND from Vingroup Corporation. The project seeks to establish a robust and sustainable healthcare system, ensuring the community's well-being and preparing for major international events, including APEC 2027.
Dr. Phung Nam Lam, Deputy General Director of Medical Affairs and Head of the Intensive Care Sub-Committee at Vinmec Healthcare System, shared: "Since the Ministry of Health initiated the project, Vingroup has recognized that this is not just a healthcare project, but a journey to protect the lives of Vietnamese people, where our company can contribute its capacity and resources to the community. We believe that emergency care capacity is a measure of a civilized healthcare system. A modern system is not just defined by equipment, but by the ability to deliver timely help to the right people, at the right place - this is the philosophy that Vingroup and Vinmec always adhere to.
Vingroup, through its Vinmec Health System and Vinmec Charity Fund, has pledged to support the National Emergency Medical Services Project with a contribution of 100 billion VND. The funding will be allocated towards providing specialized ambulances, state-of-the-art equipment, medical training, community first aid capacity building, and operational support in six pilot provinces: Phu Quoc, Khanh Hoa, Da Nang, Ha Tinh, Bac Ninh, and Hai Phong.

As of October 10, 2025, the 115 emergency hotline will be launched and fully operational in Phu Quoc Special Zone. In the event of a medical emergency, individuals can call 115, and a dispatcher will answer and coordinate with the nearest ambulance station, strategically located in key areas such as Duong Dong, An Thoi, and Ganh Dau.
The closest ambulance will be dispatched immediately to provide timely assistance, maximizing the chances of survival and effective treatment within the critical "golden hour".
During the ceremony, Vingroup transferred 8 ambulances and cutting-edge medical equipment to the An Giang Department of Health. Each ambulance is fully equipped with advanced life-saving equipment, including ventilators, defibrillators with integrated monitors, portable ultrasound units with FAST exam capability, 12-lead ECGs with remote connectivity, camera-assisted intubation kits, trauma immobilization splints, and comprehensive resuscitation tools. These vehicles meet international standards EN 1789:2020, adhere to WHO and American Heart Association guidelines, and comply with Vietnam's Ministry of Health regulations QCVN 31:2012/BYT. Designed to be rugged and reliable, the ambulances are waterproof, dustproof, and shock-resistant, making them well-suited for operation in island and coastal environments.
The Phu Quoc Outpatient Emergency Care Center is supported by a team of more than 40 medical professionals, including doctors, nurses, technicians, and ambulance drivers, who have undergone rigorous training in accordance with international standards. Their expertise encompasses advanced cardiac life support, multi-trauma care, marine emergency response, and critical care transport. The center aims to respond to emergencies within 8 minutes of receiving the 115 distress call, ensuring timely medical intervention and optimal patient care.
According to Ms. Nguyen Thi Minh Thuy, Vice Chairwoman of the An Giang Provincial People's Committee, emergency medical services, particularly in rural, remote, and border areas, continue to face challenges due to inadequate infrastructure, transportation, and specialized personnel. The inauguration of the Phu Quoc Outpatient Emergency Care Center and the donation of ambulances to An Giang's health sector represent a crucial milestone in establishing a seamless emergency response network. This initiative aims to enhance timely interventions, mitigate risks, and improve patient outcomes, especially during the critical "golden hour" of emergency care.
