(AG Provincial E-Portal) -In an effort to promptly and comprehensively implement solutions to ensure supply-demand balance, stabilize market prices, and meet the consumption needs of the people before, during, and after the Binh Ngo Lunar New Year 2026, the People's Committee of An Giang Province has issued a market stabilization plan.

The program aims to promote the proactive role of businesses in stockpiling, producing, circulating, and distributing essential goods; linking market stabilization efforts with the campaign "Vietnamese people prioritize using Vietnamese goods." It contributes to inflation control, economic and social stability, and ensures social welfare in the province. The plan follows Directive No. 18/CT-BCT from the Ministry of Industry and Trade regarding measures to ensure supply-demand balance and market stabilization at the end of 2025 and during the Binh Ngo Lunar New Year 2026.
The program seeks to ensure adequate supplies of essential goods, prevent shortages, supply disruptions, and unreasonable price hikes. The distribution network will extend to communes, wards, and special zones, with priority given to rural, border, and island areas. Promotional and consumption stimulation activities will be boosted to increase total retail sales and service revenues. Target participants include enterprises, production and business establishments, distribution systems, trade centers, supermarkets, markets, and related organizations and individuals within the province. Market stabilization will be implemented from December 30, 2025, to February 20, 2026; monitoring and inspection activities will continue until March 15, 2026.
Goods included in the program must fall within the regulated list of stabilized items: food staples (rice, sticky rice); essential foods (livestock and poultry meat; poultry eggs); processed foods (candies, Tet preserves, dried foods); essential consumer goods (cooking oil, sugar, milk and dairy products; spices, sauces); beverages for essential consumption; fuels for production and daily use (petrol, liquefied petroleum gas - LPG); and other essential items as directed by the provincial government during market fluctuations. Products must be diverse in type, quality-assured, food-safe, reasonably priced, and manufactured by reputable Vietnamese businesses within or outside the province, to meet the demand during late 2025 and the Binh Ngo Lunar New Year 2026.
Businesses participating in the program must have experience supplying stabilized goods to rural, border, and island areas; possess financial capacity and inventory resources to ensure adequate supplies both at their headquarters and for market stabilization efforts locally. Enterprises are expected to proactively develop production, storage, and supply plans for essential goods, monitor market supply-demand and price developments, and promptly implement measures to regulate and address emerging situations, ensuring smooth goods circulation and meeting consumer needs. Credit support and other resources will also be provided to assist businesses in implementing inventory and distribution efforts.
Furthermore, the distribution network will be expanded through both fixed and mobile sales points; Vietnamese goods will be brought to rural, border, and island areas to ensure people have access to essential, affordable, quality goods. Businesses are encouraged to conduct promotional programs, discounts, and customer incentives, while also selling online via e-commerce platforms and social networks. They will be supported in participating in trade promotion activities, fairs, and supply-demand connection events to boost sales and stimulate consumption during the vibrant shopping season leading up to the Binh Ngo Lunar New Year 2026.
The provincial People's Committee has requested that relevant departments and local governments in communes, wards, and special zones coordinate market stabilization activities, facilitate enterprises in setting up stabilized and mobile sales points, and ensure uninterrupted goods circulation to meet local demand.
Authorities are to actively monitor local supply-demand and pricing, promptly report and propose solutions for arising issues in accordance with legal provisions. They are also to organize and manage spring flower markets and Tet business locations as per regulations, ensure safety, order, hygiene at marketplaces and trade centers, and coordinate with functional forces to enhance fire safety inspections at crowded venues.
Local enterprises are expected to proactively develop and execute production, inventory, and supply plans to ensure stable supplies during the end of 2025 and Binh Ngo Lunar New Year 2026; strictly post and sell goods at listed prices; and comply with all legal regulations on pricing, product quality, food safety, and other relevant laws. They should organize stabilized sales points, bring Vietnamese goods to rural, border, and island areas, implement promotional campaigns as regulated, and develop online sales channels to broaden distribution and improve consumer access.
Businesses receiving transport cost support for market stabilization must register prices as required and commit to selling at prices equal to or lower than at their headquarters. They must cooperate with authorities in effectively implementing the market stabilization program before, during, and after the Binh Ngo Lunar New Year 2026.
