(AG Provincial E-Portal) - On March 10th, Mr. Ho Van Mung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, chaired a conference to deploy the economic growth scenario for Sectors II and III in An Giang province in 2026. Also attending were Mr. Nguyen Thanh Phong, Standing Vice Chairman of the Provincial People's Committee; leaders of departments and agencies; People's Committees of communes, wards, and special zones; and businesses.

An Giang's economic growth scenario (GRDP) for 2026 aims for a growth rate of 10.71% (striving for over 11%) in 2026, with Sector II accounting for 22.49% and Sector III for 11.36%. The province will implement strong and comprehensive reforms in economic management to meet the development requirements of the new situation. It will accelerate economic restructuring linked to the innovation of economic development models, industrialization, and modernization, with science and technology, innovation, and digital transformation as the main driving forces. The province will focus maximum resources on investment, gradually improving infrastructure, especially transportation and seaport infrastructure, to promote tourism, trade, and services, strengthen economic exchange, and promote regional linkages.
According to the An Giang Department of Industry and Trade, with the goal of innovating the industrial growth model, restructuring the industrial sector, increasing the value of the industrial sector, creating a breakthrough in growth for the secondary sector, and increasing the contribution of the industrial sector to the province's GRDP, the industrial production value in 2026 is expected to exceed VND 134,382 billion, with a growth rate of 13.84%; total retail sales of goods and service revenue is expected to exceed VND 385,500 billion; and export turnover is expected to reach USD 2,753 million.


According to Mr. Le Viet Bac, Director of the Department of Construction, the province is focusing on developing technical and urban infrastructure, regional transportation projects, and projects serving the development of the marine economy and tourism. There are 23 key projects under construction (including 8 APEC projects), with a total medium-term investment of VND 70,000 billion for 2026-2030, of which VND 19,000 billion is planned for 2026 (VND 11,000 billion for APEC projects). Investors and project management boards have developed implementation schedules and disseminated them to contractors. Two key projects are currently being accelerated: the Chau Doc - Can Tho - Soc Trang expressway (phase 1) and the bridge on the coastal road connecting An Bien - Rach Gia.
In addition, the province is focusing on reviewing, reorganizing, and improving the efficiency of road and inland waterway passenger and freight transport routes; developing multimodal transport, ensuring seamless connectivity between central cities, industrial zones and clusters, border gates, and major ports and cargo terminals. The goal is to achieve a freight transport volume of 75,889 thousand tons and a passenger transport volume of 339,172 thousand passengers by 2026.


The Department of Tourism is effectively implementing tourism stimulus programs, striving to achieve a total of 26 million tourists and tourism revenue of 72 trillion VND by 2026. The province is implementing the An Giang Provincial Tourism Development Plan for the period 2025-2030 and orientation to 2035 as a basis for developing tourism programs and establishing tourist destinations in the future; and implementing the Project "Developing Phu Quoc into a high-quality service and eco-tourism center, a national and international-level marine and island tourism destination" (after being approved by the Prime Minister).
Regarding science and technology, the province has effectively implemented Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. It has promoted the construction and development of e-government towards digital government, digital economy, and digital society, ensuring information security and network safety. The goal is for the digital economy's added value to reach 8% of the province's GRDP by 2026; for the local innovation index (PII) to rank 10th out of 34 and the digital transformation index (DTI) to rank 10th out of 34 nationwide. The province will continue to implement policies for supporting technology transfer, application, and innovation in the 2026-2030 period effectively and practically; creating momentum for technological innovation, enhancing competitiveness, and promoting socio-economic growth in An Giang province towards a modern and sustainable direction.

Speaking at the conference, Chairman of the Provincial People's Committee Ho Van Mung emphasized that the growth targets for sectors II and III are not just about numbers, but most importantly, about contributing to the socio-economic development of the locality, improving people's lives and the development of businesses.
Chairman of the Provincial People's Committee Ho Van Mung requested that departments, agencies, and localities thoroughly understand the current state of industry, construction, and services to develop strong solutions to achieve targets and plans; reduce procedures and processing time by 30%, focusing on upholding a high sense of responsibility in handling dossiers and procedures, preventing prolonged backlogs that could affect growth targets. At the same time, he encouraged businesses to set high growth targets to contribute to the province's achievement of its 2026 growth target.
Departments, sectors, and localities shall be urged to promptly implement provincial planning, completing adjustments and the preparation of sectoral and local plans no later than May. Regarding the disbursement of public investment capital, by June, any unit failing to disburse funds will be criticized, reprimanded, and the capital will be reallocated to other projects; priority will be given to allocating capital for technical infrastructure investment to support growth in the three economic sectors. They should simultaneously implement solutions to ensure the progress of key projects, projects serving APEC 2027, and construction projects in localities.

The province continues to direct relevant departments and agencies to definitively resolve obstacles and requests from businesses regarding production expansion, ensuring compliance with legal regulations. The focus is on attracting investment into industrial zones and clusters, establishing logistics centers and free trade zones within the province.
At the same time, foreign trade promotion must be substantive and effective, with particular emphasis on potential markets such as Halal markets, the UAE, Türkiye, and highly reputable diplomatic channels.
The province must also urgently establish a center for showcasing An Giang's OCOP products in the Phu Quoc Special Economic Zone to leverage its gateway to the world; Build national-level brands for the province's products and businesses, especially large and strong enterprises, to lead the economy; Apply science and technology to build smart border gates in Ha Tien, Tinh Bien, Vinh Xuong, and Khanh Binh to reduce time and costs for businesses; promote border trade and commerce across the Cambodian border.
At the same time, the province requested the State Bank of Vietnam and commercial banks to provide capital support for the production and business activities of enterprises.
