(AG Provincial E-Portal) - On August 2, a working delegation of the National Assembly, led by Member of the Party Central Committee and Vice Chairman of the National Assembly Le Minh Hoan, conducted an inspection on the implementation of Resolution No. 66/2013/QH13 of the National Assembly regarding the Ho Chi Minh Road Project, section Rach Soi – Ben Nhut, Go Quao – Vinh Thuan, passing through An Giang Province.




The delegation inspected the Rach Soi – Ben Nhut – Go Quao – Vinh Thuan route at the intersection with National Highway 61 (Go Quao Commune) and Provincial Road 962 at the Xang Cut ferry area (Vinh Tuy Commune); and listened to reports from the Ho Chi Minh Road Project Management Board and the People’s Committees of An Giang and Ca Mau provinces on the project’s implementation.

According to the Department of Construction, the Ho Chi Minh Road Project has a total length of 51.94 km, of which 45.3 km passes through Kien Giang Province (now An Giang Province) and 6.67 km through Bac Lieu Province (now Ca Mau Province). The project is managed by the Ho Chi Minh Road Project Management Board, with a total investment of over VND 3,904 billion. Construction commenced in March 2024 and is scheduled for completion in 2025.
To date, 43.533 km out of 45.3 km of site clearance has been handed over to the investor, reaching 96.16%. The total recovered land area is 158.11 ha, affecting 2,156 households. Contractors have commenced work on 24 out of 25 bridges and the road sections handed over. Three resettlement areas (1.7 ha) have been developed for affected households.
In 2025, VND 177 billion was allocated for site clearance, of which over VND 109 billion has been disbursed, reaching 62%. The cumulative construction output to date is approximately VND 1,163.5 billion out of VND 2,800.67 billion, accounting for 41.54%. According to Vice Chairman of the An Giang Provincial People’s Committee Giang Thanh Khoa, the province is directing relevant agencies to provide necessary documents related to site clearance and resettlement for the Ho Chi Minh Road Project to expedite land handover. At the same time, the province has directed the transfer of approximately 200,000 m³ of stone from surplus supplies of the North-South Expressway Project to the Ho Chi Minh Road Project.
He also requested the Ministry of Construction and the Ho Chi Minh Road Project Management Board to promptly adjust the box culvert at Km59+482.76 to a bridge with technical specifications similar to the Ba Bang Canal bridge built on the North-South Expressway (East), as per the province’s official request. In addition, he proposed that the National Assembly approve additional funding to upgrade the road surface of the Ho Chi Minh Road section on National Highway 61 from Km67 to Km80, as the macadam asphalt pavement, in use for over 10 years, has deteriorated severely, posing potential traffic safety risks.

Concluding the session, Vice Chairman of the National Assembly Le Minh Hoan emphasized that the Ho Chi Minh Road Project is a project of the people, symbolizing national unity and territorial connectivity. Therefore, its implementation must be carried out decisively, methodically, and with close attention to every stage.
He requested the Ministry of Construction to prepare a dedicated report on the progress of the two segments, Rach Soi – Ben Nhut and Go Quao – Vinh Thuan, specifying each task and timeline, to be submitted to the National Assembly in October 2025.
The Ministry of Construction and the Ho Chi Minh Road Project Management Board were instructed to coordinate closely with the Ministry of Agriculture and Environment, as well as the authorities of An Giang and Ca Mau provinces, to grasp the actual situation and provide detailed progress reports, especially regarding site clearance and resettlement. He stressed the need to actively mobilize and assist residents in relocation, arrange resettlement areas, pay compensation in accordance with regulations, and provide housing rental support during the interim period. Each case must be carefully reviewed, ensuring that resolutions are both lawful and humane, taking into account the concerns and aspirations of the people./.
