Prime Minister commends An Giang Province for effective implementation of the Chau Doc – Can Tho – Soc Trang expressway project

(AG Provincial E-Portal) - On July 31, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Key National and Sectoral Transport Projects, chaired an online conference to review the first six months of 2025 and assess the progress of the emulation campaign “500 Days and Nights to Complete 3,000 km of Expressways.”

The conference was connected online from the Government Headquarters to 26 provinces and centrally-run cities. Also attending the conference were Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc; Minister of Construction Tran Hong Minh; and leaders of ministries, sectors, and government agencies.

According to the Ministry of Construction, as of now, 37 out of 95 component projects fall under the National Steering Committee for Key National and Transport Sector Projects. Among these, 35 are road projects and 2 are in the aviation sector, with a total investment exceeding 1 quadrillion VND. In the first half of 2025, with the strong leadership of the Prime Minister, Deputy Prime Ministers, and coordination from ministries and localities, the implementation of these projects achieved notable results.

In terms of construction, project owners directed contractors to work continuously across three shifts, including holidays and the Tet period, taking advantage of the dry season to accelerate progress. To date, four component projects have been completed and put into operation (Bai Vot – Ham Nghi, Ham Nghi – Vung Ang, Bung – Van Ninh, and 70 km of Van Phong – Nha Trang), totaling 208 km under the North-South Expressway (East) for the 2021–2025 period. In addition, 19 km of the Ben Luc – Long Thanh project and 10 km of Component 3 of Bien Hoa – Vung Tau were completed on April 30, raising the country’s expressway network to 2,268 km.

On August 19, 2025, another 208 km is expected to be completed, including the main route of Vung Ang – Bung (55 km), Van Ninh – Cam Lo (66 km), the remaining 13 km of Van Phong – Nha Trang, and segments of the Quang Ngai – Hoai Nhon, Hoai Nhon – Quy Nhon, and Quy Nhon – Chi Thanh sections. This will bring the total expressway length nationwide to 2,476 km. In the aviation sector, Terminal T3 of Tan Son Nhat International Airport has been put into operation. Component projects of Long Thanh International Airport are progressing as planned.

Reporting to the Prime Minister on Component Project 1 of the Chau Doc – Can Tho – Soc Trang Expressway (Phase 1), Chairman Ho Van Mung stated that the total length of the project is 188.2 km, with the section passing through An Giang Province (Component Project 1) extending 57.014 km and an approved investment of VND 13,526,192,000,000.

As of now, the overall progress has reached 53.77% compared to the planned 53.62%, exceeding the schedule by approximately 0.15%, in line with the directive to complete the project before June 30, 2026.

Following the Prime Minister’s directive during an inspection visit on July 21, 2025, to accelerate the timeline and strive for completion by December 19, 2025, the provincial People’s Committee promptly issued guidance instructing the project owner to urgently coordinate with contractors, project management units, and adopt appropriate technical solutions to ensure compliance with regulations and local conditions. Measures included mobilizing more equipment, labor, and materials, as well as expanding construction fronts. Simultaneously, efforts have been increased to accelerate the exploitation, transport, and stockpiling of materials (sand, stone) to meet construction schedules.

Regarding materials, Chairman Ho Van Mung confirmed that An Giang Province guarantees the supply of sand and stone for the expressway and other projects, in accordance with the instructions of Deputy Prime Minister Tran Hong Ha. 

Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated An Giang’s achievements, recognizing the province as the most effective among the four localities previously assigned as project investors. He urged the province to uphold this spirit. In response to An Giang’s proposals, the Prime Minister requested the Ministry of Construction to urgently guide the completion of load testing, land and stone mine exploitation, and to expedite coordination with contractors to ensure progress, technical standards, and construction quality, striving to finish within this year.

Prime Minister Pham Minh Chinh emphasized that only five months remain until December 31, 2025, while the workload is still substantial, and public expectations are high. Therefore, to fulfill the 2025 goals, all levels and sectors, from central to local, must maintain strong determination, make great efforts, and take decisive actions. It is vital to build upon the results achieved in the first half of the year and continue effectively promoting the “500 Days and Nights to Complete 3,000 km of Expressways” emulation movement.

The Prime Minister also assigned clear responsibilities to ministries, sectors, and localities to expedite the completion of planned tasks, race against time, focus solely on action without hesitation, and aim to do better—with the highest sense of responsibility, inspired by the spirit of the August Revolution and a heartfelt commitment to decisively achieve the goal of completing at least 3,000 km of expressways by the end of 2025, as set forth by the 13th National Party Congress./.
