Functions

Department Of Planning And Investment is the professional agency under the Provincial People’s Committee of An Giang province which advises the Provincial People's Committee in performing the state management of the investment and planning including following fields:

1. Advising socioeconomic planning and development; organizing the implementation, recommendations and proposals on mechanisms and policies of socioeconomic management in the province.

2. Organizing the implementation of domestic and foreign investment in the area; the managment the official development assistance ODA; reviewing investment projects, bidding documents and bidding results.

3. Managing, testing and licensing business registration to enterprise types; public services under the management of the Department according to the provisions of law.

4. Performing a number of tasks and powers under the authorization of the provincial People's Committee and according to the provisions of law.

5. Department of Planning and Investment under the direction and management in the organization, staffing and work of the provincial People's Committee, concurrently under the direction, guidance and inspection on specialty and working skills of Department of Planning and Investment.

Duties

1. Submiting to the provincial People's Committee for issuing Decisions and Directives on the management of the areas of planning and investment under the management of the Department according to the provisions of law, assigned by the Ministry of Planning and Investment and responsible for the document contents submited.

2. Submiting to the provincial People's Committee for deciding the assignment of division and management in the areas of planning and investment of the People's Committees of districts, towns and cities and provincial departments and agencies under the provisions of law; responsible for guiding and inspecting the implementation of regulations of that decentralization.

3. Organizing , guiding , inspecting and being responsible for the implementation of legal documents on local planning and investment; including strategies, planning, socioeconomic development plans of the country  in the provincial area and the issues related to the organization and implementation of plans and the use the resources for socioeconomic development of the province .

4. As regards plans:

4.1 Presiding and submitting to the provincial People's Committees overall planning, long-term plans,  five-year plans and annual plans, arranging plans of local budget’s investment; the principal balance of economy  and society of the province.

Monitoring the implementation of the overall socioeconomic development planning of the province after the provincial People's Committee approve according to the provisions of law.

4.2- Submiting to the provincial People's Committee the socioeconomic development program pursuant to the Provincial People's Council’s  resolution and taking the responsibility to monitor and compile the implementation of monthly, quarterly and annual plans to report to the provincial People 's Committee and the Ministry of Planning and Investment. Taking the responsibilty of managing aspects of implementation of the plan assigned by the provincial People's Committee.

4.3 Guiding departments, agencies and People's Committees of districts, towns and cities to make plans in accordance with approved socioeconomic development plans of the province.

4.4- Reviewing plans of departments, agencies and People's Committees of districts, towns and cities to ensure the conformity with the general socioeconomic development plans of the province and submit to the chairman of the provincial People's Committee for approval.

4.5- Coordinating with the Department of Finance to estimate the provincial budget and distribute budget for units in the province to submit to the provincial People's Committee.

5. As regards domestic and foreign investments:

5.1- Leading in coordination with agencies to propose to the provincial People's Committee the list of domestic investment projects and projects attracting foreign investment for each plan and adjusting when necessary.
5.2- Leading and submiting the provincial People's Committee the total invested capital of the province; structural arangement of investment by agencies and areas, arrangement of portfolio and capital for each project under the state budget managed by the local authority; total annual state credit support, equity capital and joint venture of the state; compiling plans for allocating invested capital and business capital of the national target programs and other programs managed by the province .
5.3- Leading and coordinating with the Department of Finance and relevant departments and agencies in monitoring, inspecting and evaluating investment effectiveness of basic constructing projects, national target programs and other projects and programs managed by the province.
5.4- Reviewing investment projects under authority of the Chairman of the provincial People’s Committee. Issuing investment incentive licences for investment projects into the province.
5.5- As a focus to help the provincial People's Committee manage the operation of domestic investment and direct foreign investment into the province according to the provisions of law; coordinating with agencies and functional units to organize investment promotion activities, guiding investment procedures and issuing investment licenses under their jurisdiction.

6.  As regards capital management of ODA and non-governmental aids:

6.1- As the focusing agency mobilizing, attracting and coordinating ODA fund management, guiding departments and agencies to build portfolio and content of ODA fund utilization programs;  non-governmental aids; compiling projects and programs utilizing ODA to submit to the provincial People’s Committee and report to the Ministry of Planning and Investment.
6.2- Leading, monitoring and evaluating the implementation of ODA programs, jurisdictionally handling or proposing to the Chairman of the People’s Committee to handle entanglements between Department of Finance and Department of Planning and Investment in counterpart fund arrangement, disbursement for implementing ODA projects relevant to departments and agencies of district level, town level and commune level; periodically reporting the situation and operation of attracting and utilizing ODA.
7. As regards bidding management:
7.1- Leading, reviewing and taking responsibility of document contents submitted to the Chairman of the People’s Committee about bid results and bid evaluating results of projects or packages under authority of the Chairman of the provincial People's Committee.
7.2- Guiding, monitoring and inspecting the implementation of conforming law in bidding and compiling the implementation of approved projects and bidding operation.
8. As regards industrial zone management:
8.1- Coordinating with relevant departments and agencies to review and submit to the provincial People’s Committee general plans of industrial zones in the area in order for the People’s Committee to submit to the Government and the Misnister.
8.2- Coordinating with departments, agencies and locals to submit to the provincial People’s Committee industrial zone development plans, small scale industrial groups and management mechanism appropriate with local reality.
9. As regards enterprises, business registration and cooperative economy:
9.1-Coordinating with relevant departments and agencies in implementing, planning, arranging, reforming and developing state enterprises authorized by the province; management mechanism and supporting policy for arranging state enterprises and developing small and average enterprises belonging to economic components in the area.
9.2- Coordinatin g with relevant departments and agencies reviewing schemes of establishment, organization and restructuring of state-owned enterprises managed by the province; reviewing the situation of organization, innovation and development of state-owned enterprises and the development of enterprises of other economic components. 
9.3- Organizing business registration for subjects in the areas under the jurisdiction of the Department guiding professional management skills in planning and investment of district level, town level and city level; coordinating with agencies in inspecting, monitoring, reviewing the situation and handling under the authority violations following business registration of local enterprises; collecting, storing and managing information about business registration according to the provisions of law.
9.4- Coordinating with departments and agencies to propose models, mechanisms and policies for the development of cooperative and household economy; guiding, monitoring, reviewing and reporting to the provincial People 's Committee and the Ministry of Planning and Investment about the economic development of cooperatives and household economy in the province .
10. Directing and guiding professional skills for specialized agencies of the People's Committees of districts and towns and performing tasks of state management and investment and planning in the province; monitoring and supervising the implementation.
11. Organizing and directing the research and application of advanced science - technology; implementing international cooperation in the field of planning and investment according to the provisions of law; organizing management and direction for activities of the providing organizations of the public service of the Department.
12. Jurisdictionally inspecting, testing and handling violations in the implementation of policies and legislation in the field of planning and investment under the state management of the Department; handling complaints and denouncing according to the provisions of law.
13. Compiling periodic and extraordinary reports of the implementation of assigned tasks according to the provisions of the provincial People's Committee and the Ministry of Planning and Investment.
14. Taking management of organizational structure, staffing, officials and public servants according to the provisions of law and the decentralization of the provincial People 's Committee; training and fostering professional skills for officials and civil servants under the management of the department and developing human resources of local planning and investment branch.
15. Taking management of allocated finance and asset and taking implementation of the allocated budget according to the provisions of law and the decentralization of the provincial People's Committee.
16. Performing other duties assigned by the Chairman of the provincial People 's Committee.
