(AG Provincial E-Portal) - On the morning of June 22, 54 new communes and wards in An Giang province simultaneously conducted a trial operation, before officially operating on July 01. According to the An Giang Newspaper's reporters, the working atmosphere at the new administrative units was serious. Officials were present in full, ready to handle administrative procedures for the people. Authorities at all levels also increased propaganda so that people could clearly understand the new model and feel secure when coming to contact for work.
According to the province's instructions, the trial operation includes: Organizing the first conference of the Party Executive Committee at the commune level (announcing relevant decisions, approving the working regulations of the Party Executive Committee), the first session of the People's Council at the commune level, the first session of the Vietnam Fatherland Front Committee, the first session of the People's Committee at the commune level, and trial operation of the public administrative service center at the commune level.
Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of An Giang Provincial People's Committee Ho Van Mung attended the opening conference and trial operation of the Party, government and Fatherland Front agencies of Long Xuyen ward. Also attending were representatives of provincial leaders, departments and branches; cadres and party members of the ward.
Speaking at the opening of the conference, Member of the Provincial Party Standing Committee, Secretary of Long Xuyen City Party Committee Huynh Quoc Thai (Head of the Preparatory Committee of Long Xuyen Ward) said that the trial operation aims to fully grasp the requirements and contents of the implementation of the task of reorganizing the apparatus and administrative units according to resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and the provincial direction. For the trial operation to be successful, comrade Huynh Quoc Thai requested that members of the Preparatory Committee - the core force that determines the success of the organization of the trial operation assigned to them - must promote a sense of responsibility and well complete the assigned tasks .
Speaking at the conference, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of An Giang Provincial People's Committee Ho Van Mung praised the efforts of Long Xuyen ward in carefully preparing conditions for the pilot implementation. During the past time, the provincial departments, branches and sectors, especially the cadres and civil servants of Long Xuyen ward, have made continuous efforts to urgently complete legal documents and professional procedures, while increasing investment in facilities, information technology infrastructure, especially in staff training.



Immediately after the opening conference, Long Xuyen Ward Preparatory Committee urgently started the pilot operation of the two-level local government model. Participants at Long Xuyen Ward bridge point and other localities in the province are key officials whose personnel plans have been approved by the Provincial Party Standing Committee, ensuring the representativeness and practicality of the implementation of the new organizational model. After the pilot operation is completed, relevant agencies and units will organize a summary, evaluate the advantages and shortcomings; and make recommendations to continue perfecting the model.
Chau Doc City Party Committee and People's Committee direct Chau Doc Ward and Vinh Te Ward to simultaneously pilot the new local government model. Chau Doc City Party Secretary Lam Quang Thi (Head of the Preparatory Committee of Chau Doc Ward) affirmed that delegates contributed their enthusiasm and responsibility to the new unit's Working Regulations, creating a premise for their promulgation and official implementation on July 01, without wasting the waiting time. Relevant units are responsible for reviewing, recording delegates' opinions, and specifying the authority of each unit and individual leader in the spirit of the new Law on Organization of Local Government.
Tan Chau Town is piloting a two-level government model in five new administrative units (two wards and three communes), after reorganizing the previous 14 communes and wards.
In preparation for the trial phase, Tan Chau Town has proactively completed technical infrastructure, equipped machinery, Internet, reviewed and simplified administrative procedures. The operation is not just a formality, but is carried out seriously and substantially, in line with the motto "trial operation but real work".
Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Tan Chau Town Nguyen Thanh Lam (Head of the Preparatory Committee of Chau Phong Commune) said: "The testing phase aims to check the entire system, detect problems when removing the intermediate level, promptly adjust, ensure the new apparatus operates smoothly, without causing disruption to the people".
Ms. Nguyen Thi Lan (a resident of Tan An commune) shared: “I went to do land paperwork in the new commune, the staff guided me very enthusiastically. I hope that in the future, they will continue to maintain this spirit of service.”
The wards of Tinh Bien, Thoi Son, Chi Lang; An Cu, Nui Cam communes hold the first meeting of the Party Executive Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee... to approve important contents, in order to operate the new apparatus effectively.



Coming to carry out administrative procedures at the Thoi Son Ward Public Administration Service Center, Mr. Pham Hong Trung felt very secure because of the newness and professionalism in the service work. He said: “Before coming here, I was a bit worried, because I didn't know if after the administrative unit arrangement, the procedure implementation would be more difficult. However, after approaching, I was very excited because the ward officials and civil servants were very open, friendly, and enthusiastic in supporting me. In addition, the facilities at the center are also complete and spacious. I hope that people will benefit even more after the new administrative unit officially operates."
Secretary of Tinh Bien Town Party Committee (Head of the Preparatory Committee of Tinh Bien Ward) Nguyen Hong Duc informed that the Standing Committee of the Town Party Committee has actively directed and guided communes and wards to prepare documents, programs, and scenarios to operate the new apparatus in accordance with regulations and instructions of the Central and the province. Through the trial operation, the team of cadres, civil servants, and public employees have well implemented the requirements and tasks set out, ensuring effective operation when officially deployed on July 01.
In An Phu district, all 5 communes (including An Phu, Vinh Hau, Nhon Hoi, Khanh Binh, Phu Huu) organized a trial run of commune-level government activities. From early morning, all cadres, civil servants, and public employees were present and immediately started their new tasks.
Trial operation is an opportunity for cadres, civil servants and public employees to get acquainted with the new process, operate smoothly in accordance with assigned functions and tasks, ensuring continuity and efficiency in handling work.





An Phu District Party Secretary Quach To Giang (Head of the Preparatory Committee of An Phu Commune) requested that each cadre, civil servant and public employee must clearly define their functions, tasks and powers and those of the agency or unit in charge. Test the model but at the same time still ensure work at the agency or unit. With a large amount of work, each comrade needs to determine their ideology, promote all internal strength and responsibility to ensure the most effective implementation of work.
Five new communes in Chau Phu district (including Chau Phu, My Duc, Vinh Thanh Trung, Binh My, Thanh My Tay) simultaneously tested the operation of the new organizational apparatus according to the 2-level local government model.
Chau Phu commune was established on the basis of merging Cai Dau town and 2 communes Binh Long and Binh Phu; My Duc commune was established on the basis of merging 2 communes My Duc and Khanh Hoa; Vinh Thanh Trung commune was established on the basis of merging My Phu commune and Vinh Thanh Trung town; Binh My commune was established on the basis of merging 3 communes Binh My, Binh Thuy and Binh Chanh; Thanh My Tay commune was established on the basis of merging 3 communes Thanh My Tay, Dao Huu Canh and O Long Vi.
At Chau Phu commune, the trial operation was organized seriously and methodically, fully simulating the processes and operations of local political institutions, including: Conference of the Party Executive Committee of the commune, term I (term 2025 - 2030); the first session of the People's Council of the commune, term I, term 2021 - 2026; the first meeting of the People's Committee and the Vietnam Fatherland Front Committee of the commune; operation of the Commune Public Administration Service Center; conference to summarize and draw experiences.
Standing Deputy Secretary of Chau Phu District Party Committee (Head of Chau Phu Commune Preparatory Committee) Thi Hong Thuy said: “The trial operation of the new commune organization helps key cadres and commune civil servants get familiar with the operating process in accordance with the regulations and instructions of the Central and the province. Thereby, we can draw lessons, promptly adjust and perfect the new commune organization.”

6 new communes in Cho Moi district (Cho Moi, Cu Lao Gieng, Hoi An, Long Dien, Nhon My, Long Kien) are piloting the 2-level government model.
An Giang Newspaper reporters present at Long Kien commune recorded that, at exactly 7:30 a.m., all assigned cadres and civil servants were present and immediately started their new tasks. Chairwoman of An Giang Provincial Women's Union Phan Thi Diem (Head of the Preparatory Committee of Long Kien commune) chaired the first meeting of the commune Party Executive Committee. Deputy Director of An Giang Department of Industry and Trade Nguyen Minh Triet attended and supervised the trial operation meetings.



Although it was a trial run, in the spirit of “doing it for real, with real quality”, each cadre, the Preparatory Committee and civil servants worked with a high sense of responsibility and a real working attitude. Each meeting content was carried out seriously, responsibly, democratically, urgently, in accordance with procedures and regulations. The discussion statements were serious and methodical.

In Cho Moi commune, Cu Lao Gieng commune, Hoi An commune, Long Dien commune, Nhon My commune, the working spirit is also serious.
Thoai Son District Party Secretary Thai Minh Hien (Head of the Preparatory Committee for the new Phu Hoa commune) said: “After the process of merging administrative units, Thoai Son district has 6 new communes. Specifically, Thoai Son commune was formed from Thoai Giang commune, Binh Thanh commune and Nui Sap townlet; Oc Eo commune from Vong The commune, Vong Dong commune and Oc Eo townlet; Dinh My commune from Dinh My, Dinh Thanh, Vinh Phu commune; Phu Hoa commune from Phu Thuan commune, Vinh Chanh commune and Phu Hoa townlet; Vinh Trach commune from Vinh Khanh, Vinh Trach commune; Tay Phu commune was merged from An Binh, Tay Phu, My Phu Dong communes. On June 22, all new communes tested the government apparatus, checked the working process, handled administrative procedures and held meetings to evaluate the initial performance”.
Comrade Thai Minh Hien called on cadres, civil servants and public employees to immediately focus on their work, maintain solidarity with the highest determination, and avoid work backlogs or interruptions.




Mr. Pham Van Nhieu (Trung Son hamlet, Oc Eo town), one of the first people to coming to do procedures at the new Oc Eo Commune Administrative Service Center, said: “I came to do procedures for certifying documents. Although it was the first day of trial operation, I found the new workplace facilities to be very spacious, clean, and comfortable. The staff here guided me very enthusiastically and thoughtfully, and I did not encounter any difficulties in the process of completing the documents. The attitude of the civil servants here was very enthusiastic and professional, making me feel respected and secure.”
According to the reporter's records, in the new communes of Chau Thanh district, the trial operation went smoothly, completing the program and plan as scheduled.
Coming to An Chau Commune Public Administration Service Center, Mr. Le Van Thanh said that he strongly agreed and supported the work of arranging and organizing the two-level local government apparatus. He believed that streamlining the apparatus would help serve the people better and meet the needs and aspirations of the people.

The Preparatory Committee of 6 new communes in Phu Tan district, including: Phu Tan, Phu An, Cho Vam, Binh Thanh Dong, Phu Lam and Hoa Lac, conduct a trial operation.
In Phu Tan commune, the trial operation went smoothly, completing well the program. Phu Tan District Party Secretary Le Nguyen Chau (Head of Phu Tan Commune Preparatory Committee) requested the Party Committee of the commune to promote the sense of responsibility, strength and collective intelligence in leading, directing, advising, organizing and implementing tasks well from now until July 01. In particular, it is necessary to unite to carry out all assigned tasks, contributing to improving the effectiveness and efficiency of tasks in Party building, socio-economic development, national defense, security, etc. Cadres need to approach work in a service-oriented manner, contributing to building a new government apparatus that operates effectively and efficiently as soon as it officially comes into operation.
