Closing Ceremony of the 1st Congress of An Giang Provincial Party Committee, Term 2025–2030

(AG Provincial E-Portal) - After two days (October 2–3) of active, urgent, and serious work conducted in a democratic and united atmosphere, with a strong sense of responsibility towards the Provincial Party Committee and the people of An Giang, the 1st Congress of An Giang Provincial Party Committee for the 2025–2030 term successfully completed all proposed agendas and contents.

At the Congress, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Mr. Nguyen Thanh Nhan presented the draft Resolution of the 1st Congress of An Giang Provincial Party Committee for the 2025–2030 term.100% of delegates attending the Congress unanimously approved the Resolution of the 1st Congress of An Giang Provincial Party Committee for the 2025–2030 term, which outlines 36 specific targets, 3 breakthrough areas, and 3 key solution groups aimed at promoting the province’s tradition of unity and strong determination to advance into a new era.

According to the draft Resolution of the Congress, by 2030, An Giang aims to become one of the well-developed provinces in the country; a strong national marine economic center; Phu Quoc Special Zone will reach international stature; Rach Gia will serve as a political-administrative, commercial-service, general and specialized center; the Long Xuyen – Chau Doc – Rach Gia – Ha Tien quadrangle will be a driving force for industrial development, logistics, and cultural-ecological tourism, as well as a hub for research and development of crop varieties, agricultural production, aquaculture, and medicinal materials applying high technology. 

The province will promote border trade economy, act as a key gateway for trade and cooperation with the Kingdom of Cambodia; develop a synchronized socio-economic infrastructure system adaptable to climate change; lead the country in digital transformation in education and healthcare; preserve and promote traditional cultural values; maintain national defense and security; pursue proactive and open foreign relations; ensure stable social order and safety; and guarantee social welfare, improving both the material and spiritual life of its people.

Key development targets for the 2025–2030 period: The Gross Regional Domestic Product (GRDP) at current prices is expected to reach VND 630,370.27 billion by 2030; the average annual GRDP growth rate over five years will be at least 11%; the Human Development Index (HDI) will reach 0.75; an average of 40,000 new jobs will be created annually; 100% of communes will be recognized as new-style rural areas; over 6,000 units of social housing will be completed; forest coverage will reach 8.9%; 100% of hazardous waste will be collected and treated; over 90% of Party members and grassroots Party organizations will fulfill their annual tasks well; and at least 18,000 new Party members will be admitted during the term.

The Resolution outlines three breakthrough areas: 

First: Focus on developing the marine economy to become a strong national marine economic center. Emphasis will be placed on promoting marine tourism, with Phu Quoc Special Zone as the core, operating under distinctive and superior mechanisms to serve as a driving force that spreads development to other regions and sectors.

Priority will be given to developing coastal urban areas and infrastructure supporting the marine economy, such as transportation systems and seaports, as well as fostering the growth of marine aquaculture.

Second: Complete and upgrade infrastructure systems. Finalize regional expressways, seaports, and airports in Phu Quoc and Rach Gia, and conduct studies to build an airport in the Tho Chau Special Zone to meet socio-economic development needs and ensure national defense and security. Develop multifunctional seaports and river ports to support logistics, import-export activities, and tourism. Advance digital infrastructure to lay the foundation for national digital transformation, gradually fostering the development of a digital economy and digital society. 

Third: Make breakthroughs in applying science and technology, promoting innovation, and accelerating digital transformation across economic sectors. Implement comprehensive digital governance reforms, focusing on digital government (serving the people and supporting leadership and administration) and digital economy (serving production and business, with emphasis on deep processing industries for agricultural, forestry, and aquatic products). Prioritize training, attracting, and utilizing high-quality human resources. 

The three main solution groups include: strengthening Party building and rectification efforts to ensure a clean, strong, and comprehensive political system; promoting socio-economic development; and ensuring national defense and security.

In his closing remarks at the Congress, Member of the Party Central Committee and Secretary of the An Giang Provincial Party Committee, Mr. Nguyen Tien Hai, expressed his hope that by 2030, An Giang will become one of the well-developed provinces in the country and a strong national marine economic center. The province will have a synchronized socio-economic infrastructure system that is adaptable to climate change; lead the nation in digital transformation in education and healthcare; preserve and promote traditional cultural values; maintain national defense and security; pursue proactive and open foreign relations; ensure stable social order and safety; and guarantee social welfare, thereby improving the material and spiritual well-being of its people.

To achieve these urgent goals and tasks, it is essential that every official and Party member - especially the delegates attending the Congress - reach consensus in both awareness and action, uphold a strong sense of responsibility, promote unity, lead by example, and strive to cultivate political courage and ethical conduct. They must develop a working style that is close to the people and grounded at the grassroots level, strictly adhere to regulations, procedures, programs, and work plans, and firmly maintain the principle of democratic centralism.

In management and task execution, it is essential to act promptly, dynamically, and creatively - with the courage to think, to act, to take responsibility, and to make breakthroughs for the common good. There must be a firm determination to build a more prosperous An Giang Province, guided by the motto: 'One An Giang – One Vision – One Will – One Winning Belief,' advancing in step with the nation into the new era.
