(AG Provincial E-Portal) - The 1st Provincial Party Congress for the 2025–2030 term was successfully and completely organized. Although it took place over only 1.5 days, the congress embodied the intellect, effort, and sense of responsibility of each delegate, organization, and individual involved.

From this, it reviewed and comprehensively evaluated the previous term when An Giang and Kien Giang were still separate provinces; and set forth development directions for “One An Giang” after the merger—steadily stepping into a new era.
Connecting numbers
The congress had 448 delegates, including 65 ex officio delegates and 377 delegates nominated and appointed from 107 delegations of affiliated Party Committees; and 6 alternate delegates replacing official ones. The Politburo and the Secretariat appointed the Provincial Party Executive Committee for the 2025–2030 term, consisting of 66 members; and the Provincial Party Standing Committee, consisting of 16 members. 100% of the delegates unanimously voted to approve the Resolution of the 1st Provincial Party Congress.

The 1st Congress has become a new milestone in the development history of the An Giang Provincial Party after the merger, emphasized by the motto: “One An Giang – One Vision – One Will – One Faith in Victory.” Contained within these 14 words is a single, highest determination: the political system, enterprises, and people will join efforts and hearts, unite in will, promote the power of solidarity, and build a province that develops rapidly and sustainably—sharing a clear vision, acting consistently, determined to overcome limitations and shortcomings, and successfully achieve the identified goals and tasks.
Along with that is the congress theme, in which every word was carefully considered, refined, “added and adjusted” until the 66 words reached the highest consensus: “Building a clean, strong, and comprehensive Party organization and political system; promoting the tradition of unity; strengthening national defense, security, and foreign affairs; developing science, technology, innovation, and digital transformation; mobilizing all resources to build An Giang Province into a rapidly and sustainably developing province, together with the nation entering a new era.”

The political report presented at the congress was regarded as a collective intellectual product, full of creativity, based on the synthesis of 13,915 opinions from officials, Party members, and people—collected directly at meetings and through written feedback via letters and the press. Most opinions agreed that the report provided a comprehensive assessment of the advantages and challenges in the upcoming term; identified new development spaces; proposed synchronized solutions; and expressed the determination and unity of the Provincial Party entering a new era. The report identified the theme, motto, four groups of indicators, six key task groups, three breakthroughs, and four main solution groups. These contents are systematic, scientific, easy to remember, and convenient for dissemination and implementation—marking an innovative highlight of the An Giang Provincial Party, highly appreciated by the Politburo.
A total of 122 journalists, reporters, and technicians from nearly 40 press agencies registered to cover the congress, diligently and creatively providing comprehensive media coverage. According to our record, within just one week before, during, and after the congress, nearly 500 journalistic works across four media types (print, online, radio, and television) were published. The image of An Giang—thriving in the past, full of current potential, and rising to become a well-developed province in the future—was vividly and continuously reflected by journalists from multiple perspectives. During the congress, there was seamless coordination between the Press Center and the Congress Organizing Committee. “We received the best support and conditions for our work from the provincial leaders; the Subcommittees for Propaganda, Protocol, and Ceremonial Affairs of the Congress; and relevant departments and agencies,” affirmed journalist Van Duong from Doanh Nghiep va Tiep Thi Magazine.
United for the Future
The congress dedicated two-thirds of its time to summarizing the implementation of the Resolution of the 2020–2025 term; identifying directions, tasks, and solutions for the 2025–2030 term; and discussing and contributing opinions to the draft documents of the 14th National Party Congress. As a result, 45 papers covering various fields were submitted to the Congress Organizing Committee, seven were presented at the congress, and 99 discussion turns took place across 12 groups.
From the local and sectoral realities and understanding of An Giang’s post-merger characteristics, many delegates thoughtfully proposed solutions to guide the province’s development in the next five years. For example, in the previous term, the province’s average GRDP growth rate reached 5.68% per year. Reflecting the Politburo’s directive for “double-digit growth,” and after reviewing the province’s resources, An Giang set a target for the new term to achieve growth of 11% or higher. General Phan Van Giang, Politburo Member, Deputy Secretary of the Central Military Commission, and Minister of National Defense, stated: “With its vast potential and resources, An Giang is fully capable of achieving this growth rate.”

The “destination” is clear—what remains is the method. According to the Department of Finance, achieving double-digit economic growth requires comprehensive innovation in thinking, models, and methods of economic governance. In addition to the nine tasks and solutions proposed by the sector, the participation of the entire political system, the support of the business community and people, and close coordination among all levels and sectors are needed to develop implementation plans and roadmaps.
“Breakthroughs in science and technology application, innovation, and digital transformation” are among the three breakthroughs proposed. According to the Department of Science and Technology, this is the inevitable path for An Giang to reach a prosperous future. With sound orientation, strong and effective implementation in this field could directly contribute about 5% to the province’s GRDP. Specifically, if invested in and applied effectively, science and technology could directly contribute about 1% through commercialization of research products. With appropriate support mechanisms, innovation could contribute about 3% to GRDP. If implemented resolutely and synchronously, digital transformation could add about 1% to GRDP through overall system efficiency improvement.
Another notable and new target (among the 36 specific indicators) is: “By 2030, achieving universal health insurance coverage and ensuring that 100% of citizens receive periodic or free annual health checkups or screenings,” concretizing the directive in Politburo Resolution No. 72-NQ/TW. According to the Department of Health, the sector has identified its core task for the 2025–2030 period as: building a fair, modern, and humane healthcare system centered on the people; focusing on grassroots healthcare and disease prevention over treatment; and ensuring that all citizens, regardless of location, receive comprehensive, continuous, and equal healthcare.
The Provincial Party Congress is an occasion to look back on the previous term’s efforts, reaffirm the position of the Provincial Party and locality within the country’s development process, and set higher goals, clearer solutions, and stronger actions for the coming term - especially within the new development space. As the Congress program concludes, it officially opens a new term, paving the way for outstanding achievements to be recorded in the golden pages of the future.
