Deputy Prime Minister Nguyen Chi Dung and his delegation on the inspection to the construction sites of key projects and works such as Phu Quoc International Airport, APEC Conference Center, Duong Dong 2 Lake and Cua Can Lake.

Working with the leaders of An Giang province and investors, Deputy Prime Minister Nguyen Chi Dung directed to decisively resolve all problems to speed up the progress of projects and infrastructure works serving the APEC 2027 Conference, which is assessed to have positive changes; the atmosphere at the construction site of the APEC project on Phu Quoc Island is very urgent and bustling, but the progress is still slow compared to requirements.

The Deputy Prime Minister emphasized that this is a particularly important political task, the province must be proactive and focus on implementing assigned tasks according to authority and regulations. It is required to do it correctly and sufficiently, but must do it quickly and closely follow the instructions to ensure the overall progress, not to rely on or delay due to small problems, if encountering technical difficulties, it is necessary to immediately ask the ministries and branches for guidance.

Besides, the Deputy Prime Minister reminded the province and ministries, branches, the Party and the State have shown their attention, created favorable conditions and provided all mechanisms and policies to make the most of these mechanisms in implementing tasks.

To resolve the problems in mechanism and finance, Deputy Prime Minister Nguyen Chi Dung has made decisions for a number of major projects. Specifically, the APEC Avenue was divided into two independent component projects, including: Project 1 (1.6 km), invested entirely by the state budget, in which the central government supports 70%, the local government 30%; Project 2 (1.4 km) invested by investors, the mechanism and support level of 70% remain as agreed. The unified metro project still maintains the old mechanism of 70% support.

Next, for Phu Quoc International Airport project, relevant ministries, branches and units need to quickly complete procedures to ensure the transfer of Phu Quoc International Airport infrastructure assets to investors and the handover time before October 01, 2025 to ensure the airport expansion progress to welcome APEC 2027. The asset valuation must be completed promptly to agree on the payment level; the transfer must be "in original condition" and complete with equipment, both human and equipment. The investor must be responsible for carrying out procedures according to legal regulations to take over and operate Phu Quoc Airport, ensuring normal business and flight safety.

Regarding the problems in site clearance and resettlement for projects and works, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to urgently report to the Government and at the same time gather common issues of the whole country, including Phu Quoc, An Giang province to advise on mechanisms and policies or issue a Resolution to handle this issue.

To overcome the remaining problems, the Deputy Prime Minister requested that the project has no investors yet, the province needs to quickly find investors for the remaining four projects, including: Two wastewater projects, one clean water project and a center. Ministries and branches must closely follow and review the assigned tasks, coordinate closely with the province to guide and handle, at the same time, the province must proactively coordinate with the branches when there are problems to avoid delays.

The Deputy Prime Minister acknowledged the province's proposal to invest in coastal roads on Phu Quoc Island using the budget. The province needs to recalculate the local balance, mobilization capacity, investment capacity in the 2026 - 2030 period and the ability to call for socialization. Then, work with the Ministry of Finance to consider the possibility of support. The Ministry of Finance will report to the Prime Minister for consideration and decision on this issue.

Reported at the working session, among 21 projects and infrastructure works serving APEC 2027, to date, the province has selected investors for 7 non-budget projects, approved and selected contractors for 8 public investment projects. Of these, 5 projects have achieved and exceeded the set progress, including: Phu Quoc International Airport expansion investment project, Bai Dat Do Urban Area project, Nui Ong Quan Urban Area project, An Thoi underground infrastructure construction project, Duong Dong underground infrastructure construction project . For 2 wastewater treatment plant projects that are selecting investors; urban metro line phase 1, APEC Conference Center, Duong Dong 2 Water Plant and approval of the remaining public investment projects to be completed before October 10, 2025.
