(AG Provincial E-Portal) - On the morning of December 20th, at Ham Ninh (Phu Quoc Special Economic Zone), the Southern Power Corporation (EVNSPC) solemnly held the groundbreaking ceremony for the Phu Quoc 220kV Substation – an important energy project with practical significance for the socio-economic development, national defense, and security of the Phu Quoc Special Economic Zone.
Attending the groundbreaking ceremony were Mr. Nguyen Thanh Phong, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the People's Committee of An Giang Province; and Mr. Le Van Trang, Chairman of the Board of Members of EVNSPC. Also present were leaders of EVNSPC, An Giang Power Company; and departments and agencies of An Giang Province and Phu Quoc Special Economic Zone.
According to the Southern Power Project Management Board under EVNSPC, the Phu Quoc 220kV Substation project has a total investment of over VND 877 billion, with a total length of 19.2km, including 2.65km of underground cable and 15.5km of overhead line, with a capacity of 3x250MVA.
Upon commissioning, the Phu Quoc 220kV Substation will receive power from the Kien Binh - Phu Quoc 220kV transmission line and switch from operating at 110kV to 220kV, completing the connection of the 110kV power grid throughout the Phu Quoc Special Economic Zone, ensuring power supply during normal operation with the N-1 criterion.
Over the years, in accordance with the policies of the Party and the State, EVNSPC has coordinated with An Giang province to invest in electricity infrastructure, promptly meeting the needs of socio-economic development, national security and defense, and the lives of the people in the province. From 2021 to 2025, EVNSPC has allocated over VND 11,740 billion to invest in the development of the power grid system in the province. Of this amount, Phu Quoc received VND 4,033 billion, accounting for 34% of the total investment. Specifically, in 2025, 12 110kV power grid projects and 2 medium-low voltage power grid projects will be completed and put into operation, while 18 power grid projects with a total investment of VND 6,116 billion are currently underway.
In the Phu Quoc Special Economic Zone, over the past 10 years, EVNSPC has invested in many strategic power projects such as: the 110kV Ha Tien - Phu Quoc submarine cable project, commissioned in 2014, and the 220kV Kien Binh - Phu Quoc transmission line project, commissioned in 2022, which are the two longest underwater power lines in Southeast Asia. In addition, EVNSPC is currently implementing component projects, substations, and 110kV power lines throughout the special economic zone.
According to Mr. Hoang Huu Thoi, Director of the Southern Power Project Management Board, the Phu Quoc 220kV Substation project took more than two years to prepare, from securing investment capital, selecting a suitable substation location and route, to approving the feasibility study report, designing construction drawings and cost estimates, and selecting a capable and experienced contractor.
The Phu Quoc 220kV Substation is expected to be commissioned in Q4/2026, which will help strengthen power supply capacity, complete the connection to the 110kV grid, ensure safe and continuous power supply, contribute to socio-economic development, ensure energy security, national defense and security, and attract investment to the Phu Quoc Special Economic Zone. The Southern Power Project Management Board is committed to working alongside the construction contractor and relevant units to ensure the project is constructed safely, with quality, and on schedule.
Speaking at the ceremony, Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong said that An Giang province has a particularly strategic location, with a system of 143 islands of various sizes, among which Phu Quoc Island plays the role of a special zone, a center for the development of marine economy, tourism and high-quality services, and is also a key area for national defense and security in the Southwest region of the country.
Over the years, thanks to the close attention and guidance of the Government and the Prime Minister, and the investment of the Vietnam Electricity Group, including the 220 kV submarine power transmission line project, Phu Quoc Special Economic Zone has experienced strong and comprehensive development: rapid economic growth, breakthrough tourism, and improved living standards for the people, making a significant contribution to the province's growth and development. Along with this rapid development, the demand for electricity on the island has increased rapidly, requiring continued investment in a synchronized, modern, and long-term-oriented power grid system.
According to the Standing Vice Chairman of the Provincial People's Committee, Nguyen Thanh Phong, investing in the Phu Quoc 220kV Substation is an essential, strategic, and urgent requirement. This is not just a simple engineering project, but also a crucial link in completing and improving the power grid capacity of the Phu Quoc Special Economic Zone; a solution to ensure stable and safe electricity supply, meeting the increasing load demand in the coming period.
Simultaneously, it is a crucial element for connecting and operating the loop between power sources, enhancing system reliability; an essential infrastructure foundation, contributing to ensuring electricity supply and safety for the APEC 2027 event and long-term development goals in the upcoming take-off phase.
On behalf of the An Giang Provincial leadership, the Standing Vice Chairman of the Provincial People's Committee, Nguyen Thanh Phong, acknowledged and commended the sense of responsibility and efforts of the Vietnam Electricity Group, the Southern Power Corporation, and related units in implementing this project of special importance.
To ensure the project is implemented effectively, completed on schedule, and with absolute quality and safety, the Standing Vice Chairman of the Provincial People's Committee, Nguyen Thanh Phong, requested the investor, construction units, consultants, and supervisors to focus their resources to the fullest extent, strictly adhere to technical regulations, safety and quality standards, and strive to complete the project 2-3 months ahead of schedule.
The departments, agencies, and authorities of the Phu Quoc Special Economic Zone continue to closely coordinate with the electricity sector, promptly resolving difficulties and obstacles that arise, creating the most favorable conditions for the project to be implemented quickly and ahead of schedule, especially ensuring that all entitlements and policies for affected households are properly and fully addressed. The people of Phu Quoc continue to stand alongside, support, and monitor the construction process, contributing to bringing the project to completion on schedule.
