Promoting the meaning and purpose of APEC 2027

Speaking at the meeting, Chairman of the Provincial People's Committee Ho Van Mung requested the Subcommittee on Training and Human Resources Development to urgently complete the human resources training project, focusing on training the community, tour guides, taxi drivers and direct service groups.

The propaganda and culture subcommittee needs to step up propaganda work on the significance and goals of the APEC 2027 Summit, both to help Phu Quoc complete works and projects serving APEC 2027 and to serve socio-economic development, perfecting transport infrastructure, resettling people, developing trade and services, providing clean water, protecting the environment, treating wastewater, etc; Strengthen propaganda on urban beautification, preserving cultural lifestyles, preserving the environment to people and tourists; participate in ensuring security and order, the Phu Quoc special economic zone project model on security and order; build a cultural lifestyle, a good image; potentials and advantages for the development orientation of Phu Quoc and An Giang province; work to prepare for the organization of the APEC Summit; fight against bad and toxic information, etc.

Regarding the Sub-project on upgrading and beautifying the infrastructure of Phu Quoc special economic zone, Chairman of the Provincial People's Committee Ho Van Mung directed to focus on 5 key groups of tasks: Implementing new investment projects; beautification and upgrading projects; State management tasks on land, construction order, urban aesthetics; list of tasks related to propaganda and promotion including clusters of billboards, street name signs, etc.; Phu Quoc shall study and propose check-in points; Phu Quoc special economic zone shall coordinate with relevant departments and branches to develop a green transformation project, especially the conversion of green means of transport,...

Chairman of the Provincial People's Committee Ho Van Mung assessed that up to now, the works and projects serving the APEC 2027 conference have basically ensured the general progress according to the plan. The remaining task of the units is to resolve professional and technical problems; speed up the progress.

Chairman of the Provincial People's Committee Ho Van Mung requested investors and project owners to regularly and continuously check the progress and implement APEC projects and works in the most urgent spirit; determined to complete the projects and works from 3 to 6 months (April - May 2027) before the APEC 2027 conference takes place.

Every month, investors shall make detailed plans for project implementation progress, report detailed results, clearly assess the volume of work done, and the work behind schedule. Phu Quoc Special Zone shall coordinate with the Department of Construction, the Department of Finance and relevant departments and branches to complete the approval of the resettlement project before December 10, 2025.

Departments, branches and units shall proactively coordinate to remove difficulties and obstacles with the spirit that the investor must take primary responsibility, and coordinating units must jointly take responsibility if progress is delayed; in cases beyond authority, consult the Provincial People's Committee.

The Special Working Group shall strengthen inspection and direction to resolve difficulties and problems in Phu Quoc special economic zone, especially compensation and resettlement support; strictly handle land acquisition issues, in compliance with legal regulations.

Agencies and units must work together, make efforts, and be determined to ensure progress, not allowing projects to be completed after the 2027 APEC conference.

Synchronous deployment of many tasks

According to the draft report on the overall preparation for the APEC 2027 Conference by November 24 of the People's Committee of An Giang province, in order to promptly direct and operate, An Giang province has issued and established Steering Committees, Working Groups, sub-committees, ... to serve the preparation for the APEC 2027 Conference, and is perfecting the Decisions to suit the current situation and general context.

The Provincial People's Committee has issued a document requesting the Sub-committees to urgently develop detailed sub-projects for each assigned task, clearly defining goals, tasks, milestones and products to ensure effective implementation of tasks serving APEC 2027.

The progress of implementing 21 projects serving the APEC Conference is divided into 2 groups: 10 public investment projects and 11 investment projects under the public-private partnership (PPP) and business investment methods.

For the group of 10 public investment projects, 9/9 projects are classified as urgent works and have been issued construction orders according to regulations; all 9 projects have been approved for investment and completed the selection of construction contractors. In particular, the Urban Railway Line Project (section 01) is implemented under the PPP method, so no Emergency Construction Order has been issued; currently, there is a Decision approving the investment policy and a Decision approving the form of investor selection and the results of investor selection in special cases.

For the group of 11 investment projects under the public-private partnership (PPP) and business investment methods, investors have been selected in accordance with regulations, ensuring full implementation of procedures according to the PPP Law, the 2023 Bidding Law and implementing guidelines, ensuring requirements on progress and compliance with the law.

Public investment projects serving APEC have been allocated a total capital plan of VND 4,296.27 billion in 2025, including: central budget capital of VND 2,751 billion and local budget capital of VND 1,545.27 billion.

By November 17, 2025, the cumulative disbursement reached VND 1,666.5 billion, reaching 39.53% of the plan. Of which: central budget capital: VND 1,346.3 billion/VND 2,751 billion (reaching 48.94%); local budget capital: VND 320.15 billion/VND 1,545.27 billion (reaching 21.85%)./.
