(AG Provincial E-Portal) - An Giang has the opportunity to ascend and break through through digital transformation. The Digital Transformation Program is one of six key programs to be implemented in the period of 2021-2025, with a vision to 2030, as determined by the Resolution of the XI Provincial Party Congress (term 2020-2025). Particularly, the three primary pillars of digital government development—digital economy, digital society, and digital government—are the focus.

Implementation of the resolution

The Digital Transformation Program for the 2021–2025 period, as outlined by the Department of Information and Communications, comprises 15 targets and six groups of key tasks and solutions. The program is centered on the three primary pillars of digital government development, digital economy, and digital society. Simultaneously, an implementation budget of over 389 billion VND is allocated to 53 projects and tasks, as well as six groups of critical tasks and solutions. The province's digital transformation program has yielded numerous exceptional outcomes following its two-year implementation. Specifically, 18 projects/tasks on information technology and digital transformation were executed, with a total budget of nearly 56.85 billion VND. The program's objectives were achieved in 11/15 of the targets. By 2025, the objective is for digital economic development to account for 10% of GRDP, which is currently estimated to be 7.18% of GRDP.

The following targets are being pursued by An Giang in order to implement the theme of digital transformation in 2024: "Developing the digital economy with 4 pillars of the information technology industry, digitizing economic sectors, digital governance, and digital data - An important driving force for fast and sustainable socio-economic development," as stated by Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy: Fostering the growth of digital technology enterprises in the province; 60% of enterprises in industrial parks and border-gate economic zones utilize digital platforms in management and production to modify production and business processes, enhance operational efficiency, increase productivity, and reduce emissions. Additionally, 40% of adults utilize online public services.

Furthermore, endeavor to finalize the implementation of 53 essential public services, including 25 public services under Project 06/CP and 28 essential public services in accordance with Decision 422/QD-TTg, dated April 4, 2022, of the Prime Minister. Simultaneously, the provincial Administrative Procedure Settlement Information System must be closely integrated with the EMC System, which is responsible for monitoring and evaluating the quality of service provision and utilization. 100% of concave areas in the province are covered by mobile broadband. The platform should be utilized to effectively manage information security by level, as well as to assess organisms that are detrimental to crops in the province.

The checkinangiang.vn Smart Tourism Portal and the checkinangiang Smart Tourism Application were launched by the Provincial People's Committee on mobile devices at the end of March 2024. The event represents the transition from traditional tourism to information technology applications, thereby promoting the growth of a smart, convenient, and effective tourism industry that serves individuals, businesses, and tourists. The An Giang Smart Tourism Portal is available at https://checkinangiang.vn, and the An Giang checkinangiang Smart Tourism Application is developed for Android and iOS operating systems. In particular, the An Giang smart tourism portal and application integrate a variety of tourism databases, including entertainment, cultural, and artistic attractions; tour operators, hotels, and culinary restaurants; shopping centers, sports centers; traffic instructions related to flight schedules and bus routes; vehicle rental points; and all instructions on the Administrative Court.

The portal also incorporates virtual reality technology, multimedia content (e.g., images, videos, 360-degree cameras), digital maps, voice search, language conversion, information reflection, and personalized schedules. Visitors can experience the attractions of An Giang Tourism in a vivid manner by utilizing these features on a small screen. The database on the portal and application is categorized into static and dynamic data to facilitate the search and utilization of the data by users, particularly visitors.

Furthermore, the Provincial People's Committee, the Provincial Steering Committee for Digital Transformation, and all levels, branches, and localities in the province are perpetually enhancing mechanisms and policies, thereby establishing a legal framework for digital transformation in the province. The provincial administrative information system offers a total of 2,135 public administrative services, which is the total number of administrative services in the province. The National Public Service Portal has been used to synchronize the implementation and integration of all partial and full-process online public services in the province.

The province currently has 188/188 medical examination and treatment establishments that have implemented the receipt of medical examination and treatment dossiers with identity cards instead of health insurance cards. The successful search rate is 2,423,428/2,951,892 times, which equates to 82.09%. Additionally, 100% of medical accommodation and treatment establishments have implemented online accommodation notifications through the VNeID application, the National Public Service Portal, or ASM software. The National Population Database has authenticated 1,626,938/1,661,286 health insurance and social insurance data, resulting in a 97.93% accuracy rate. The entire province has received and registered 1,682,402 accounts, achieving a rate of 163.85%, and activated 1,115,782 accounts, achieving 108.67% of the assigned target, in relation to the group serving digital citizen development, registering and activating electronic identification accounts, as of August 18, 2024.

National Digital Transformation Day was designated for October 10, and it is observed annually to expedite the execution of national digital transformation initiatives, effectively execute the National Digital Transformation Program through 2025, and establish a vision for 2030. In 2024, the theme of National Digital Transformation Day is "Universalization of digital infrastructure and digital application creativity to develop the digital economy - A new driving force for economic growth and labor productivity." Activities during "October - Digital Consumption Month" concentrate on the fundamental sectors of the digital economy in order to generate value that meets social needs. This enables individuals to take advantage of preferential policies when utilizing digital products and services.
