At the meeting, the Department of Home Affairs reported on the review and proposed cooperation programs for 2026-2030 and the implementation plan of the cooperation agreement between the province and UEH. UEH presented measures to improve the province's PCI, PII, and DTI indices; introduced the model of the Startup and Innovation Center to be transferred to An Giang; discussed the mechanism for science and technology cooperation under the PPP model; and outlined the training plan and human resource support in conjunction with the APEC Year 2027. Both parties focused on discussing and clarifying the proposed contents to agree on the implementation direction.

The project to transfer the model of the Startup and Innovation Center to An Giang Province is designed to establish a comprehensive support infrastructure, serving as a core driver for the local innovation ecosystem. The model aims to spread the spirit of innovation, promote the formation of new businesses, enhance provincial competitiveness, and attract high-quality investment, talent, and domestic and international cooperation.

The transfer content includes specific action programs tailored to the province's development needs: incubating and developing startup projects for youth; technology incubation and market expansion for households and businesses; connecting the ecosystem with investors; and operating a digital office to support incubation management, training, and network connection.

UEH commits to transferring the full process, tools, and operational standards of the center; sending experts to train local core teams; advising on development strategies for stages 1-3 years; collaborating on training, incubation, and investment connection programs; providing periodic consulting and evaluation, granting digital platform usage rights, and guiding operations to ensure a sustainable and scalable model.

According to the cooperation plan for the period 2026-2030, An Giang Province and UEH will collaborate on socio-economic research and development; training and development of public and private sector human resources; strategic consulting and socio-economic development projects; scientific research and technology transfer; smart city development; organizing regional economic forums; and training and supporting human resources for APEC 2027 in Phu Quoc special economic zone…

Speaking at the meeting, Provincial People's Committee Chairman Ho Van Mung emphasized that in January 2026, the province and UEH will issue a specific cooperation plan, assigning tasks according to the principle of "6 clear": clear person, clear task, clear timeline, clear responsibility, clear product, and clear authority. Chairman Ho Van Mung requested departments, agencies, and businesses to identify human resource needs for training orders, especially for APEC 2027, ensuring effective implementation of cooperation contents in the coming time./.
