Deputy Prime Minister Bui Thanh Son: Making An Giang a dynamic, sustainable development hub of the Mekong Delta

(AG Provincial E-Portal) - On the afternoon of 09/11, at the Oc Eo Cultural Relics Management Board in An Giang Province, Member of the Party Central Committee and Deputy Prime Minister Bui Thanh Son, together with a Government working delegation, held a working session with the Standing Board of the An Giang Provincial Party Committee on the province’s 2025 socio-economic situation, national defense and security, and the rollout of the two-tier local government model.

Overview of the working session

Member of the Party Central Committee and Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai; Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Nguyen Thanh Nhan; Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee Ho Van Mung; along with the Standing Board of the Provincial Party Committee and leaders of departments and sectors of An Giang received and worked with the delegation.

Reporting at the session, Chairman of the Provincial People’s Committee Ho Van Mung said that in the first nine months of the year, socio-economic indicators rose sharply year-on-year: economic growth reached 7.85%—the highest among Mekong Delta provinces; the industrial production index rose 14.32%; tourism increased 18.7%, with total revenue of about VND 51,871 billion, exceeding the plan by 32% and up 75.9% over the same period last year. Total import–export turnover rose 7.65% year-on-year.

Budget revenue has reached over 80% of the estimate, ensuring the annual target is essentially achievable. Regarding public investment disbursement, allocations assigned by the Prime Minister since the beginning of the year have reached over 58%, with additional funds disbursed at over 50%. 

By October 2025, the province had nearly 3,500 newly established enterprises with total registered capital of nearly VND 27,000 billion. Both the number of enterprises and registered capital rose sharply year-on-year (up 56.48% in number and 65.72% in capital)

According to Chairman Ho Van Mung, An Giang has rigorously implemented the Politburo’s breakthrough conclusions and resolutions. The province focuses on governance and administration through the two-tier local government model, and has identified education and healthcare as two priority areas for digital transformation to strive for top-tier national performance. Emphasis is also placed on scientific research and the application of high technology in production—especially high-tech agriculture—to leverage provincial strengths.

In social security, health-insurance coverage has reached 95% of the target; the post-consolidation poverty rate is 1.27% (equivalent to 12,736 households)—a relatively low level compared to the national average. The province will continue to focus on sustainable poverty reduction. 

An Giang is defined as a critical area with a long border; therefore, the province consistently prioritizes solutions to ensure political security, social order and safety, and border security.

Regarding the two-tier local government model, Chairman Ho Van Mung said that 102 communes, wards, and special zones are basically operating smoothly; public administrative service centers are fully equipped with facilities and machinery to serve citizens quickly and effectively.

Regarding the progress of public-investment projects serving APEC, among 10 Group-1 public-investment projects, 8 have had investment approved and contractors selected; 1 project is completing approval procedures (Duong Dong 2 reservoir, expected to be approved before 10/11/2025); and 1 project—Urban Metro Line, Section 01—has received an investment policy decision and is carrying out special investor-selection procedures under the PPP modality.

For 11 Group-2 projects under PPP and business investment, 7 projects have selected investors; investor selection continues for the remaining 4.

On 24/9/2025, An Giang held the groundbreaking and kick-off for 10 projects serving APEC 2027. The remaining projects are expected to break ground in November 2025.

Concluding the session, Deputy Prime Minister Bui Thanh Son acknowledged and commended the tremendous efforts of the Provincial Party Committee, all levels of government, and the people of An Giang for achieving impressive socio-economic results, including the revised goal of raising GRDP growth above 8%. 

Deputy Prime Minister Bui Thanh Son particularly praised the province for expeditiously developing facilities for APEC 2027, with 10 eligible projects - 6 publicly funded and 4 off-budget—being implemented, achieving nearly 40% of the plan, which represents a major effort by the locality.

At the same time, he requested that An Giang focus on three priority areas: first, intensify mobilization and implementation of transport-infrastructure projects and public-investment disbursement; second, build closed value chains from production and processing to logistics to expand and strengthen exports; third, continue implementation of APEC-related works.

He emphasized that the province must maintain stable growth in two key sectors—aquaculture and agriculture—as pillars of the economy. 

He called for continued smooth, efficient operation of the two-tier local government without interruption or adverse impact on agencies, citizens, and businesses; and urged swift study and preparation of procedures to adjust An Giang’s new provincial plan immediately after the Planning Law is passed by the National Assembly. He noted the need to concretize the orientations, guidelines, and instructions of General Secretary To Lam for An Giang to “become a dynamic, comprehensive, and sustainable development hub of the Mekong Delta; play a strategic connecting role between East–West, sea–border, urban–rural, services–production–tourism; particularly strive to become a national maritime economic center with Phu Quoc as an international-class eco-resort tourism hub; and build the Long Xuyen Quadrilateral – Chau Doc – Rach Gia – Ha Tien as a driving force for regional industry, logistics, and culture, thereby reshaping An Giang’s role in the national economic structure and regional value chains.”

Secretary of the Provincial Party Committee Nguyen Tien Hai affirmed that An Giang will make every effort to achieve the key targets for 2025 

At the session, Deputy Prime Minister Bui Thanh Son took note of An Giang’s opinions and recommendations; he assigned the Ministry of Finance to coordinate with ministries, sectors, and localities to study and propose implementation solutions.

That afternoon, the Deputy Prime Minister visited the Oc Eo – Ba The archaeological site in An Giang Province. An Giang is currently working closely with the Ministry of Culture, Sports and Tourism and the Ministry of Foreign Affairs to finalize the dossier to submit to UNESCO for consideration of World Heritage inscription./.
