An Giang: Reviews and finalizes the plan for the Special Administrative Authority of Phu Quoc, Kien Hai and Tho Chau

(AG Provincial E-Portal) - On December 15th, the Provincial People's Committee (PPC) held a meeting to discuss several key issues. The meeting was chaired by Mr. Ho Van Mung, Alternate Member of the Central Communist Executive Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee. Also in attendance were Vice Chairmen of the Provincial People's Committee Nguyen Thi Minh Thuy and Mr. Le Trung Ho.

At the meeting, the People's Committee of An Giang province gave opinions on the following contents: a report on the approval of the Government Plan for the three special zones: Phu Quoc, Kien Hai, and Tho Chau; a report seeking opinions on organizing a delegation to attend the National Emulation Congress; a report on the Rach Gia - Long Xuyen connecting road project; a report on the selection of the An Giang province tourism logo and slogan; and a draft submission and resolution on the land price list for 2026 in An Giang province.

According to the draft plan outlining the organizational structure of the political system and the functions, tasks, and powers of the Phu Quoc, Kien Hai, and Tho Chau special zones, the Phu Quoc special zone has a natural area of 575.29 km2 and a population of 157,629 people, comprising 51 residential areas and 585 self-governing residential groups. The organizational structure of the political system in the Phu Quoc special zone, including the Party and mass organizations, will remain largely unchanged from the current framework.

The administrative organization in Phu Quoc Special Zone is expected to establish 08 specialized departments (an increase of 03 departments compared to the current one) under the People's Committee of Phu Quoc Special Zone: (1) Department of Internal Affairs; (2) Department of Inspection and Justice; (3) Department of Finance; (4) Department of Education and Health; (5) Department of Economy, Infrastructure and Urban Development; (6) Department of Culture, Sports and Tourism; (7) Department of Agriculture and Environment; (8) Office of the People's Council and People's Committee; Public Administrative Service Center.

Seven sub-districts (equivalent to the current departmental level) to be established under the People's Committee of Phu Quoc Special Economic Zone: Duong Dong Sub-district (currently the administrative boundaries of the former Duong Dong ward); An Thoi Sub-district (currently the administrative boundaries of the former An Thoi ward); Bai Thom Sub-district (currently the administrative boundaries of the former Bai Thom commune); Cua Can Sub-district (currently the administrative boundaries of the former Cua Can commune and the former Ganh Dau commune); Cua Duong Sub-district (currently the administrative boundaries of the former Cua Duong commune); Duong To Sub-district (currently the administrative boundaries of the former Duong To commune); and Ham Ninh Sub-district (currently the administrative boundaries of the former Ham Ninh commune).

Regarding staffing, the current number of officials, civil servants, and public employees in the Phu Quoc Special Economic Zone will be maintained; at the same time, the number of provincial-level officials, civil servants, and public employees will be increased (prioritizing those with competence and experience in investment, planning, etc.) to fill the staffing quota for the Phu Quoc Special Economic Zone.

The Kien Hai Special Zone has a natural area of 24,749 km2, comprising more than 23 islands of varying sizes, with 11 inhabited islands (the furthest island being approximately 90km by sea from the administrative center (Nam Du Archipelago)), and a population of 22,358 people. The organizational structure of the political system in the Kien Hai Special Zone, including the Party and mass organizations, remains unchanged from the present.

The local government structure in the Kien Hai special zone will maintain the current number of specialized departments, the Public Administrative Service Center, and the Special Zone Military Command.

It is planned to establish 04 sub-districts directly under the People's Committee of the special zone (equivalent to the current departmental level), specifically: Hon Tre Sub-district, Lai Son Sub-district, An Son Sub-district, and Nam Du Sub-district.

Regarding the organizational structure of the political system in the Tho Chau Special Zone, a Special Zone Political Center will be established; the Fatherland Front and mass organizations will maintain their current organizational structure and number of leadership positions.

The administration of the Tho Chau Special Zone reorganized the Economic and Social Department into two departments: the Economic Department and the Culture and Social Department. Thus, the People's Committee of the Special Zone has three specialized departments (including: (1) Office of the People's Council and People's Committee; (2) Economic Department; (3) Culture and Social Department); Public Administrative Service Center; and the Military Command of the Special Zone.

The arrangement of public service units in the special zone will follow the policies of the Central Government and the province. It is planned to establish a Comprehensive Service Center; a Tho Chau Medical Center (based on the consolidation and reorganization of the Health Station and the addition of functions and tasks as prescribed); and a multi-level school to meet educational needs, in accordance with the scale of the Tho Chau and Kien Hai special zones.

In addition, the meeting heard reports from departments and agencies on the implementation of effective administrative judgments; and reports on the progress of implementing the conclusions of the Central Inspection Committee.

Speaking at the meeting, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, Ho Van Mung, requested that agencies and units seriously implement administrative judgments that have become legally effective, ensuring compliance with regulations.

The relevant units are focusing on reviewing and urgently implementing judgments that require administrative decisions, striving to complete this by December. Regarding compensation-related matters, the Chairman of the Provincial People's Committee has assigned relevant agencies, including the Department of Finance, to proactively coordinate and advise on securing funding to ensure compliance with legal regulations.

Regarding the draft regulations on the organizational structure of the political system and the functions, tasks, and powers of the governments of the special zones: Phu Quoc, Kien Hai, and Tho Chau, the Chairman of the People's Committee of An Giang province, Ho Van Mung, instructed the Department of Internal Affairs to urgently finalize the drafts related to the organizational structure.

The Department of Internal Affairs is focusing on supplementing and clarifying the functions and tasks of the new apparatus; and will soon advise the Provincial People's Committee to submit a report to the Provincial Party Standing Committee to seek opinions on the plan regulating the organizational structure of the special zones. This includes categorizing the content to seek opinions from the Ministry of Internal Affairs and submitting it to the Government for the issuance of a decree within its authority regarding the organizational structure of the Phu Quoc and Kien Hai special zones. Regarding the Tho Chau special zone, the Chairman of the Provincial People's Committee requested that the Department advise on seeking opinions from the Provincial Party Standing Committee regarding its organizational structure in accordance with its authority…
