(AG Provincial E-Portal) - On December 9th, the People's Council of An Giang province held its 6th session (special session) of the 10th term, 2021-2026, to consider and decide on a number of issues within the authority of the People's Council.
Speaking at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Thanh Nhan, emphasized that this session is of special importance, marking the beginning of 2026 - the first year of implementing the 5-year financial and budget plan, and the second year of implementing the new administrative unit model after reorganization.

According to the orientation of the 5-year financial plan 2026-2030, An Giang province aims to achieve an economic growth rate of 11% or higher, with a GRDP at current prices reaching nearly 2.4 trillion VND throughout the period; total state budget revenue is projected to exceed 162 trillion VND.
According to Mr. Nguyen Thanh Nhan, in order for An Giang to achieve a breakthrough and become a moderately developed province by 2030, in line with the spirit of the Resolution of the First Provincial Party Congress, it is necessary to combine many solutions synchronously, from perfecting institutions, improving the quality of governance and management capacity to ensuring resources and organizing effective implementation.
At the session, the People's Council delegates voted to approve four resolutions. Specifically: Regulations on the principles, criteria, and allocation norms for recurrent expenditures of the state budget in An Giang province in 2026; Regulations on the decentralization of revenue sources, expenditure tasks, and percentage (%) allocation of shared revenue between the provincial and commune budgets in An Giang province in 2026; Estimates of state budget revenue in the province and estimates of local budget revenue and expenditure in 2026; and Allocation of the local budget in 2026.
“The four resolutions presented at today’s session are among the particularly important factors – creating a legal basis and shaping the province’s financial and budgetary framework for 2026, and serving as a foundation for the entire 2026-2030 period,” Mr. Nguyen Thanh Nhan emphasized.
Accordingly, the session focused on resolving three key issues: a resolution on the decentralization of revenue sources, expenditure tasks, and regular expenditure norms, aiming to strengthen decentralization and expand the autonomy of localities, while simultaneously placing responsibility on balancing revenue and expenditure, improving discipline and order, and enhancing the financial autonomy of commune-level governments within the two-tiered government model.
The resolution on budget allocation and distribution for 2026 presents a relatively comprehensive financial picture: Total state budget revenue exceeds 32 trillion VND; total local budget expenditure exceeds 59 trillion VND, with a deficit of 87.2 billion VND within the permitted limit. Of this, over 15 trillion VND is allocated to development investment, focusing resources on infrastructure and growth-driven sectors; prioritizing increased spending on "science, technology, and innovation"; and over 13 trillion VND is allocated to education – a significant proportion of recurrent expenditure, demonstrating the province's determination to improve the quality of human resources, a decisive factor in development.
The report on the 5-year financial plan for 2026-2030 not only provides direction but also demonstrates the province's efforts in managing public debt safely and sustainably. The total maximum borrowing for the entire period is approximately 26 trillion VND; the outstanding debt at the end of the period is expected to be only 6.24% of the total local budget revenue - much lower than the prescribed ceiling, ensuring that it does not create a burden on the budget and future generations.
