Mr. Le Van Nung, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the An Giang Provincial People's Council, and Mr. Ho Van Mung, the Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the An Giang Provincial People's Committee, presided over the conference.  Attendees included members of the Standing Committee, the Provincial Party Committee, and representatives of the leaders of departments, branches, localities, and units.

The Provincial Party Executive Committee elected additional members of the Provincial Party Committee's Inspection Commission, evaluated the socio-economic situation, national defense and security, and Party building and Mass Mobilization work in 2024, as well as key directions and tasks in 2025, in accordance with the working program.

The Provincial Party Executive Committee reviewed, discussed, and provided opinions on two significant policies under its authority at the Conference. These policies include: Submission on reviewing and providing opinions on the draft Resolution approving the settlement of State budget revenue in the area and local budget revenue and expenditure of An Giang province in 2023; Submission on providing opinions on the summary of the implementation of Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure) on a number of issues related to the continued innovation and reorganization of the political system apparatus to ensure smooth, effective, and efficient operations; and submission on proposing and reorganizing the apparatus to ensure smooth, effective, and efficient operations.

Simultaneously, provide the Executive Committee with a report on the significant matters that the Standing Committee and the Provincial Party Committee Standing Committee have addressed between the 17th and 18th Provincial Party Committee Conferences. These matters include the following: Party building, Mass Mobilization, Propaganda, Inspection and supervision, Party discipline enforcement, Internal Affairs work in 2024, and any other pertinent matters.

In 2024, the Party Committee, government, and people of An Giang province will continue to promote the spirit of solidarity, actively innovate, and create. They will closely follow the Central Government's plans and directions to put in place a lot of drastic and simultaneous solutions that will help the province grow and develop as a whole, as well as "Creating momentum" to successfully carry out the Resolution of the 11th Provincial Party Congress, even though there are pros and cons.

The province has achieved and surpassed 13/15 targets outlined in the Provincial People's Council Resolution, with 05 targets being surpassed, 08 targets being achieved, and 02 targets not being achieved (GRDP growth rate and GRDP per capita). The results of the province's socio-economic picture are characterized by a multitude of bright and convincing colors. It is evident that the province's GRDP growth rate of 7.16%, which surpasses the national average (estimated increase of 7%), was achieved in the face of adversity. This achievement is a testament to the dedication and perseverance of the entire political system and the province's populace.

Many positive changes have occurred in the socio-cultural field, including the effective and coordinated implementation of social security policies, poverty reduction, and hunger eradication. National defense has been preserved, as well as social order and safety. Border security has been enhanced, ethnic and religious affairs are still being prioritized. Foreign affairs and international integration have been enhanced and expanded. Economic diplomacy and defense diplomacy have been encouraged, and a peaceful, friendly, stable, and developing border has been established.

The province has effectively organized numerous political, economic, and social events, including the announcement ceremony for An Giang Provincial Planning for 2021-2030, with a vision extending to 2050; a conference to showcase investment potential and promote An Giang's distinctive products in Ho Chi Minh City; the Mekong Connect Forum 2024 hosted by An Giang; and commemorations for the 200th anniversary of the completion of Vinh Te Canal (1824-2024) and the 198th anniversary of the death of Mrs. Chau Thi Te (1826-2024). Notably, the Festival of Lady Temple in Mountain Sam has been recognized by UNESCO as a representative intangible cultural heritage of humanity. The province also successfully coordinated the opening ceremony for the Chau Doc bridge and inaugurated the project connecting National Highway 91 with the Long Xuyen city bypass, thereby enhancing the province's image and status.

Party building and mass mobilization efforts have yielded numerous positive outcomes, with the quality of grassroots Party committee activities progressively enhancing; Party committees at all levels have proactively understood and closely monitored the responsibilities of localities and units. The efficacy of the activities conducted by People's Activities and People's Committees has been enhanced. The Fatherland Front and socio-political organizations have implemented numerous innovations; consequently, the grand national unity bloc continues to be fortified.

Mr. Le Van Nung, Chairman of the An Giang Provincial People's Council and Standing Deputy Secretary of the Provincial Party Committee, concluded the Conference by expressing his profound appreciation and commendation for the diligent efforts of all levels, sectors, and localities in completing their responsibilities in 2024. He urged Party committees, authorities, and sectors, particularly leaders, to maintain the spirit of responsibility, dynamism, and creativity, ensure the strict implementation of the information and reporting regime, and implement regulations, working order, discipline, and public ethics in order to successfully complete the established goals and tasks. He is committed to successfully fulfilling the political tasks in 2025 and the Resolution of the 11th Provincial Party Congress, term 2020-2025, with a particular focus on the key tasks:

To assist in the completion of the Provincial Party Congress Resolution for the 2020-2025 term, the 2025 plan's goals and targets will be reviewed and developed. The focus will be on the implementation of specific solutions to achieve low targets. Additionally, the province's socio-economic development plan for the 2026-2030 period will be developed.

In conjunction with the celebration of major holidays in 2025, prepare and organize party congresses at all levels in anticipation of the 12th Provincial Party Congress. In an effort to achieve the objectives, targets, and political responsibilities of localities and units, initiate patriotic emulation movements within the political system and among all strata of society.

Prepare meticulously for the organization of events and activities, including the 7th An Giang Provincial Patriotic Emulation Congress in 2025 and the ceremony to receive the UNESCO certificate recognizing the "Lady Temple-Sam Mountain Festival" as a representative intangible cultural heritage of humanity.

At the same time, establish emulation achievements to welcome the Party Congresses at all levels and the 12th Provincial Party Congress, while meticulously organizing activities to celebrate the Party and the Lunar New Year of the Snake in 2025. Formulate a strategy to mobilize and provide support to individuals in order to celebrate the New Year and the Spring Festival in a safe, healthy, and economical manner, in compliance with Directive No. 40-CT/TW of the Secretariat regarding the organization of the Lunar New Year of the Snake in 2025.

Execute tasks and solutions that are effective in the areas of party building and mass mobilization, leadership in socio-economic development, national defense - security, internal affairs, and foreign affairs.

The Provincial Party Committee unanimously adopted the policy of summarizing the implementation of Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure) on a variety of issues, including the ongoing innovation and reorganization of the political system apparatus to ensure smooth, effective, and efficient operations, as well as the enhancement of the leadership and governing role of the Party to meet the requirements of the new period. This determination was rendered in accordance with the viewpoints articulated during the Conference. Direct the Provincial Party Committee Standing Committee to ensure that the opinions and contributions of the Provincial Party Committee are incorporated by the appropriate agencies. Then, complete and submit the documents for implementation to the Provincial Party Committee Standing Committee for signature and promulgation.

The Provincial Party Committee, with a sense of responsibility to the Party and the People, calls on all cadres, party members, and individuals from all walks of life in the province to strengthen solidarity and consensus, strive to overcome difficulties and challenges, effectively implement the action programs and conclusions of the 18th Provincial Party Committee Conference, complete the Socio-Economic Development Plan, ensure national defense and security, build the Party and the political system in 2025, and successfully implement the Resolution of the 11th Provincial Party Congress, term 2020-2025.
