Every citizen is an "ambassador"

Speaking at the congress, Mr. Nguyen Tien Hai, Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee, pointed out that in the next 5 years, Phu Quoc special economic zone will continue to receive the attention and direction of the Central Government and the province and will be the venue for the APEC 2027 summit. 

This is a particularly important event, marking a historic turning point in developing Phu Quoc into an international tourism center, and at the same time an opportunity to complete socio-economic infrastructure, attract investment, increase tourism and services growth and comprehensive development in all fields.

He agreed with the 5 viewpoints, goals, 3 breakthroughs, and 4 main groups of solutions proposed by the congress. The Party Committee needs to focus on building a Party and a political system that is lean, compact, strong, efficient, effective, and equal to the task.

The special zone needs to urgently study and propose to the Provincial Party Committee and the Central Government a management model suitable to the characteristics and unique conditions of Phu Quoc special zone, so that Phu Quoc special zone can truly become a special administrative unit, a "green - clean - beautiful" tourist destination, an attractive destination not only for domestic people but also for international tourists.

Phu Quoc needs to fully recognize its potential and advantages to accelerate its development speed accordingly. To exploit the opportunities and potentials, the Phu Quoc Special Zone Party Committee needs to strongly innovate its thinking and vision, turn determination into practical action, and synchronously deploy breakthrough solutions to create a qualitative change for the development of the special zone in the coming term.

Mr. Nguyen Tien Hai, Secretary of the An Giang Provincial Party Committee, emphasized that Phu Quoc special zone needs to focus on developing culture and society, taking good care of people's lives. The Party Committee must pay attention to developing culture and society in a way that is commensurate, synchronous, and harmonious with economic development; building the image of each Phu Quoc resident as a "cultural - tourism ambassador". 

The special zone must pay special attention to consolidating and strengthening national defense and security, firmly protecting national independence, sovereignty and territorial integrity, protecting sovereignty over seas and islands; paying attention to building a strong national defense posture and people's security posture in the area. Leaders must build Phu Quoc special zone into a model unit in terms of security, order, and urban civilization.

Striving to become an ecological and resort center

According to the congress's political report, during the 2020 - 2025 tenure, the Phu Quoc City Party Committee (now Phu Quoc Special Zone) has led the implementation of the resolution of the 12th City Party Congress, achieving many important and comprehensive results in all areas. 21 targets were achieved and exceeded. The grassroots Party organizations completed their annual tasks well, reaching over 90.69%. The average number of Party members completing their tasks well each year reached 92.90%. The Party member development work exceeded the target, admitting 554 new Party members, reaching 110.80% of the resolution, bringing the total number of Party members of the entire Party Committee to 3,970 (an increase of 777 Party members compared to 2020).Phu Quoc's economy recovered and grew. 

Some important indicators contributed greatly to the province's development. Trade and services increased by 68.45% compared to the beginning of the tenure and increased by an average of 10.99%/year. Industry and construction increased by 9.75%/year. Agriculture, forestry and fishery increased by 1.14%/year. Mobilizing total social investment capital in the period of 2021-2025 is estimated at 110,886 billion VND. The budget revenue in 2025 is expected to reach 9,700 billion, an increase of 1.85 times compared to the beginning of the tenure. 

From an island district, Phu Quoc became the first coastal and island city in Viet Nam, recognized as a class I urban area in early 2025. Tourists to Phu Quoc by the end of 2025 are estimated to reach 8.5 million visitors (striving for 10 million visitors), an average increase of 48.35%/year, of which foreign visitors are estimated to reach 1 million, an average increase of 38.84%/year.The basic transportation system is complete and synchronized by road, sea and air, connecting with many domestic and international areas, the special zone has an average of 70 flights landing and taking off per day.Phu Quoc has 321 valid investment projects in the planning areas with a land use area of about 10,656.69 hectares, total investment capital of about 435,547.98 billion VND, 54 projects have been put into operation, 96 projects are under construction; 163 projects are implementing investment procedures.

Phu Quoc currently has 14/32 schools recognized as meeting national standards. The annual junior high school graduation rate is over 99%; high school graduation rate is 99.6%. The rate of students admitted to universities and colleges is over 60%. The poverty rate has decreased to 0.14%...In the 2025 - 2030 tenure, the Phu Quoc Special Zone Party Committee sets the goal of building a clean and strong Party Committee and political system; coordinating propaganda and mobilization work and successfully organizing tasks to serve the APEC 2027 conference. Striving to build Phu Quoc into an international ecological, resort and creative center. 

The total state budget revenue in the area by 2030 is estimated to reach 17,058 billion VND, an increase of 76.23% compared to 2025. The total value of products in the area (2010 comparable prices) by 2030 will reach 66,292 billion VND, an increase of 81.72% compared to 2025. Total tourist arrivals by 2030 will reach 15 million, an increase of 114.29% compared to 2025, of which international visitors will reach 2 million. Average income per capita in the area by 2030 will reach 16.54 million VND/person/month. The rate of poor households according to the multidimensional poverty standard by 2030 will be below 1%. The rate of population participating in health insurance will reach 100%...
