(AG Provincial E-Portal) - On the afternoon of October 9th, Mr. Ho Van Mung, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee, chaired a meeting to listen to a report on the results of planning and state management in the construction sector.

Attending were Mrs. Nguyen Thi Minh Thuy, Vice Chairwoman of An Giang Provincial People's Committee; leaders of the Departments of Construction; Planning and Investment; Natural Resources and Environment; Agriculture and Rural Development; Finance; Industry and Trade; Culture, Sports and Tourism; Economic Zone Management Board; People's Committees of districts, towns and cities.

At the meeting, the provincial departments, branches and localities reported on the results of planning and state management in the construction sector; difficulties and obstacles; proposed a roadmap and progress of implementation and recommended the Central Ministries, branches and the Provincial People's Committee to remove, in order to better manage and implement planning in the coming time.

In recent times, the work of planning and management of construction planning and urban planning in the province has been paid attention to by all levels and sectors. It has been directed and implemented in accordance with regulations, achieving many results. However, the work of establishing, appraising and approving some plans is still slow; the quality is not high; the adjustment of construction planning and urban planning has not ensured the conditions, principles and adjustment procedures according to regulations; the review of planning in some localities is still slow…

At the meeting, the leaders of the Department of Construction reported on the State management of the construction sector. The province currently has 441 construction and urban plans that have been and are being invested in and managed according to the approved plans of competent authorities. Of these, there are 2 projects under the approval authority of the Prime Minister, including the General Construction Plan of An Giang Border Gate Economic Zone and the General Planning Project of Long Xuyen City.

Concluding the working session, Mr. Ho Van Mung, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee, emphasized that planning work is extremely important, therefore, he requested departments, branches and localities to identify awareness and responsibility in implementing planning and planning; improve the quality of planning work, and focus human and material resources on planning.

To effectively implement the planning in the coming time, the Chairman of the Provincial People's Committee requested that the Department of Planning and Investment assist the Provincial People's Committee in urging, inspecting the implementation and urgently focusing on and coordinating with central agencies to submit to the Prime Minister for approval of the province's planning plan in November 2024.

The Provincial People's Committee assigns provincial departments, branches, and sectors and People's Committees of districts, towns, and cities to be responsible for regularly reviewing, focusing on making plans, and adjusting plans (general, zoning, and detailed plans). At the same time, there must be a specific time for each task.

The Chairman of the Provincial People's Committee requested that, for the 2 plans under the Prime Minister's approval authority, for the planning of the provincial Border Gate Economic Zone, the Economic Zone Management Board should preside over and coordinate with the Provincial People's Committee to submit to the Provincial People's Council for approval at the thematic meeting in October 2024; complete and submit to the Prime Minister for approval of the Border Gate Economic Zone planning in December 2025. Request the People's Committee of Long Xuyen City to urgently complete the outline of the general planning task of Long Xuyen City by June 2025 and submit to the Prime Minister for approval.

Regarding district-level regional planning, it must be completed by the end of 2025. In particular, planning not affected by the planning of the Border Gate Economic Zone must be completed earlier.

Mr. Ho Van Mung, Chairman of the Provincial People's Committee, noted that during the planning process, departments, branches and localities must comply with legal regulations and implement the planning according to Decision No. 1369/QĐ-TTg of the Prime Minister approving the An Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050, especially not legalizing violations./.
