Focusing on the implementation of Component Project 1 under the Chau Doc-Can Tho-Soc Trang Expressway Project, Phase 1, ensuring timely progress and quality

(AG Provincial E-Portal) - On the morning of October 22, Mr. Ho Van Mung, an alternate member of the Central Committee of the Communist Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the An Giang Provincial People's Committee, chaired a meeting to report on the progress of Component Project 1 under the Chau Doc-Can Tho-Soc Trang Expressway Project, Phase 1. Attendees included Mr. Le Van Phuoc, a Standing Committee member of the Provincial Party Committee and Vice Chairman of the An Giang Provincial People's Committee, and Ms. Nguyen Thi Minh Thuy, Vice Chairwoman of the An Giang Provincial People's Committee.

According to the report from the Project Management Board for Traffic and Agricultural Construction Projects in An Giang Province, as of October 21, the total work completed on the four main construction packages reached 32.88%, slightly surpassing the planned 32.79%, with a margin of 0.09%. To date, 389.36 hectares out of the required 391.8 hectares have been handed over, reaching 99%, corresponding to 56.6 km of the total 57.014 km of the route, also achieving 99%. Sand suppliers have provided 2,562,832 cubic meters of sand for Component Project 1, out of a total of 9,321,000 cubic meters required (based on reports from contractors and suppliers). The disbursement progress up to the time of the report stood at 3,132,459 million VND out of the 3,222,755 million VND planned, achieving 97%. It is anticipated that by the end of October 2024, the total disbursed amount will reach 3,222,755 million VND, fulfilling 100% of the allocated capital plan.

During the meeting, provincial department leaders, the project owner, and leaders from the Thoai Son and Chau Thanh districts discussed and proposed solutions to overcome difficulties and obstacles in the project's implementation, including issues related to the supply of construction materials (sand and stone), land clearance, and the disbursement of investment capital.

Speaking at the meeting, Chairman Ho Van Mung commended and highly appreciated the efforts of the project owner, contractors, relevant departments, and local governments in implementing the project. He urged the project owner and relevant agencies to oversee and urge contractors to adhere to the construction schedule and ensure capital disbursement in line with or exceeding the 2024 plan, while preparing favorable conditions for 2025.

Relevant agencies, units, local governments, and working groups must strengthen their monitoring of the project's progress to report promptly to the provincial People's Committee and the Standing Committee of the Provincial Party Committee. It is especially important to enhance accountability and coordination in performing assigned duties. The Project Management Board for Traffic and Agricultural Construction in An Giang Province should work closely with contractors to ensure the construction progress and disbursement of investment capital. In the event of difficulties, immediate collaboration with contractors, departments, or direct consultation with the provincial People's Committee should be carried out to resolve issues. In particular, a comprehensive system should be implemented for intelligent traffic management, rest stops, service roads for local residents, water drainage systems, and round culverts across the road to support agricultural production. Additionally, efforts should be made to address the challenges related to the supply of sand and stone materials. It is essential to ensure an adequate supply of sand for the project and its associated components.

The Department of Natural Resources and Environment should expedite the resolution of violations at mining sites as soon as possible and promptly report the outcomes to the provincial People's Committee, the Party Committee of the provincial People's Committee, and the Standing Committee of the Provincial Party Committee with detailed and comprehensive information. The department should also complete the necessary documents to seek approval for the resumption of mining activities. Furthermore, it is crucial to review and assess the environmental impact of each mining site currently in operation to propose an increase in extraction capacity, not exceeding 50%.

Concurrently, new mining areas with appropriate conditions for extraction should be identified and designated, and the department should advise the provincial People's Committee to request guidance from the Ministry of Natural Resources and Environment regarding the closure procedures for Antraco stone mining sites and the necessary steps to resume operations. It is important to ensure that sand and stone mining activities comply with legal regulations and avoid any violations.

Regarding land clearance, investors, contractors, and local governments should continue to persuade and support households to relocate in order to expedite the handover of the land. As for the six remaining cases that have not agreed on compensation plans, the provincial departments and local governments will continue to communicate, persuade, and concurrently complete all necessary documentation. When necessary, compulsory measures will be taken. Additionally, efforts will be concentrated on completing the resettlement area in Chau Phu district to ensure suitable living conditions for the relocated residents.
