An Giang accelerates administrative reform to serve the people and businesses effectively

(AG Provincial E-Portal) - In 2025, An Giang province is determined to further strengthen the review, supplementation, and completion of institutional reforms; streamline and restructure the organizational apparatus of agencies and units in the province. At the same time, the province will apply science and technology in handling administrative procedures (AP), accelerate administrative reform (AR), and increase the percentage of people using online public services, contributing to better service for the people and businesses.

In 2024, An Giang implemented the administrative reform plan across departments, agencies, and localities in the province. They actively worked to gradually complete the tasks, proposals, and goals set in the AR plan of the provincial People's Committee. Additionally, the province enhanced the review and simplification of AP; maintained the effective operation of the An Giang Provincial Administrative Service Center and the Reception and Results Return departments at various levels; implemented solutions to improve AR indicators, the Provincial Competitiveness Index (PCI), satisfaction surveys, and Public Administration Performance Index (PAPI). The province also carried out successful administrative machinery reforms, civil service policies, public finance management; developed and advanced e-government and digital government systems. By now, all 66 tasks planned for 2024 have been completed as planned, achieving 100%.

The province reviewed and restructured AP processes available on the national public service portal, the provincial AP information system, with 759 full online public services (39.45%); 441 partial online public services (22.92%); and 724 services providing information online (37.63%). The percentage of files resolved on time across the province is 899,364/901,402 files, achieving a rate of 99.77%; the percentage of overdue files is 0.23%, equivalent to 2,038 files.
The province has implemented the digitization process for AP records and results, ensuring the reuse of previous AP results in 100% of departments, agencies, provincial administrative service centers, and local authorities. By the end of 2024, the province had digitized 80.1% of AP records on the national public service portal. Of these, 83.02% of AP records and results were digitized, and 83.85% of results were provided electronically. Additionally, the integration of online payment services for financial obligations related to land administrative procedures for businesses has been completed according to the roadmap.

To better serve the people and businesses, Chairman of An Giang People's Committee, Ho Van Mung requested that department heads and local authorities strictly implement the policies and instructions of the Prime Minister and the Provincial Party Standing Committee on administrative reform. Leaders are urged to enhance responsibility in the reform process, ensure strict compliance with administrative discipline, and foster a strong sense of duty among civil servants.

The Department of Home Affairs is urgently advising the Provincial People's Committee on implementing specific tasks; coordinating with departments, agencies, and local authorities to build a detailed, clear plan for improving AR indicators, such as the Provincial Administrative Reform Index (PAR), provincial competitiveness (PCI), public administration performance (PAPI), satisfaction with administrative services (SIPAS), and departmental and district competitiveness (DCCI). Moreover, solutions must be promptly devised to address existing limitations. Regular monitoring will ensure timely advice to the Provincial People's Committee on executing administrative reforms, coupled with assessments, staff evaluations, and promoting successful models. Furthermore, the province will continue to improve the citizen and business service indices.

The Department of Justice will advise the Provincial People's Committee on issuing timely and effective legal documents related to laws, decrees, and circulars. Departments and local authorities will also review legal documents to make necessary adjustments and focus on building a professional and stable legal team. The Department of Science and Technology will help implement e-government and digital government development, focusing on education, healthcare, and citizen services. Chairpersons of district, town, and city People's Committees are required to quickly review infrastructure and operational conditions of Reception and Results Return departments at local levels to improve service quality. The Provincial Youth Union will collaborate with the Department of Science and Technology and the Department of Education and Training to implement a "digital literacy" campaign for youth, students, and young people across the province.
