(AG Provincial E-Portal) - The Provincial People's Committee requested that provincial departments, departments and branches, and the People's Committees of districts, towns, and cities concentrate on the implementation of solutions to alleviate obstacles and challenges for businesses and enhance the business environment on September 13.
Consequently, provincial Departments, branches, and People's Committees of districts, towns, and cities must proactively and urgently remove barriers to investment and business activities that are the result of overlapping, contradictory, unreasonable, and different legal provisions. Identify and report to the Provincial People's Committee, ministries, and central branches any obstacles in the process of implementing investment procedures and investment projects that are not within their area of expertise.
Provide proactive support and promptly resolve the recommendations of businesses and investors that are conducting operations in the region, particularly for initiatives that are not included in the state budget.
Improve the coordination responsibilities of departments, branches, and localities in the management of administrative procedures, thereby resolving the challenges and impediments that arise during the project implementation process for enterprises and investors. This is particularly relevant in the context of the coordination of bidding procedures for investor selection for land-based projects.
Furthermore, it is recommended that industries that are capable of more effectively implementing alternative management measures be excluded from the list of conditional business investment lines. This will be accomplished by conducting research, reviewing, and providing guidance on the contents of conditional business investment lines in the field of management.
Review legal documents related to the business investment environment on a regular basis and promptly recommend that competent agencies amend, supplement, and replace them as needed.
In the implementation of administrative procedures, improve the advice and proposals on decentralization, authorization, and resource allocation. Restructure the process, prioritize the consideration and settlement of administrative procedure dossiers ahead of the prescribed time for online dossiers, and provide online public services in a user-centric manner.
Furthermore, the Provincial People's Committee mandates that departments, departments, branches, and localities concentrate on the implementation of tasks and solutions to enhance component indicators and internal indicators under their jurisdiction; and continue to implement a variety of contents and solutions to facilitate the implementation of administrative procedure reform.
