According to Deputy Director of the Department of Finance Trinh Trung Tin, in the first 6 months of the year, the communes focused on leading and directing the synchronous and drastic implementation of the guidelines and resolutions of the Central Government, as well as the resolutions and plans of the province and the Commune Party Committee; the socio-economic situation continued to remain stable, and key tasks continued to receive attention and direction for implementation.

In addition, the site clearance volume for projects in the area has basically met the schedule; the rate of administrative procedure dossiers under their authority that have been processed reached 99% or higher; the reduction of administrative procedure processing time and the settlement of complaints and denunciations under their authority have been well implemented.

The fields of culture, education, health, and social security have been given attention; regimes and policies for people with meritorious services, social protection beneficiaries, poor households, and near-poor households have been fully and promptly implemented in accordance with regulations; the Commune Health Stations have been directed to effectively provide primary healthcare for the people and strengthen seasonal disease prevention and control; the material and spiritual life of the people has continued to improve.

Administrative reform and digital transformation continue to be promoted, improving the quality of service for citizens, enterprises, and cooperatives. National defense and security have been maintained, and social order and safety have been ensured. Administrative discipline and order have been strengthened; the responsibility of cadres and civil servants in performing public duties has been enhanced, and the work of arranging and organizing the apparatus has been implemented on schedule as required; citizen reception and the settlement of complaints and denunciations have been carried out in accordance with the law.

Specifically, the budget revenue in the first 6 months of 2026 shows that Binh Son commune had the highest collection progress, exceeding the estimate by 54.22%, followed by Hon Dat at 50.01%; Son Kien at 45.57%; My Thuan at 39.89%; and Binh Giang at 38.92%.

Regarding the public investment disbursement rate target as of June 22, 2026, the disbursement progress of the communes is as follows: Son Kien 44.85%; Hon Dat 28.97%, Binh Son 22.52%, My Thuan 19.72%, and Binh Giang 10.65%.

After listening to the reports from the Department of Finance and leaders of the communes, and the delegates' discussions at the working session, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Minh Thuy acknowledged and commended the efforts of the Party Committees and People's Committees of Binh Giang, Binh Son, Hon Dat, My Thuan, and Son Kien communes in implementing socio-economic development tasks in the first 6 months of 2026.

Regarding budget revenue tasks, the Vice Chairwoman of the Provincial People's Committee requested that the communes continue to focus on solutions to increase revenue in the last 6 months of the year, striving to fulfill the assigned estimates and the province's target; urgently complete planning within the stipulated timeframe and proceed with public disclosure so that citizens and enterprises can access it, serving as a basis to attract investment and implement socio-economic development projects.

The Vice Chairwoman of the Provincial People's Committee noted that during the planning process, local advantages should be promoted, especially in the field of agriculture, aiming to enhance added value, apply science and technology, and attract enterprises to invest in production and processing; accelerate the development of the land database, considering this an important task for digital transformation, improving state management efficiency, reforming administrative procedures, and better serving citizens and enterprises.

Regarding public investment disbursement, localities are required to review investment preparation work, especially the early preparation of dossiers and procedures; intensify the urging of contractors to accelerate the construction progress of commenced projects, ensuring the fulfillment of the 2026 capital disbursement plan…

Regarding the management of public assets, the Vice Chairwoman of the Provincial People's Committee requested that localities urgently review and develop plans for the management, use, and effective exploitation of housing and land facilities after reorganization; fully carry out procedures in accordance with regulations to prevent public assets from being left vacant or deteriorating, which would cause waste.

Regarding the health sector, the Department of Health is assigned to coordinate with relevant departments and agencies to provide guidance and resolve difficulties for localities in organizing and operating health stations; review staffing arrangements to ensure compliance with legal regulations. At the same time, it is crucial to continue to invest in facilities and equipment for deteriorated health stations to meet the people's healthcare needs.

Regarding the proposals from the communes, the Vice Chairwoman of the Provincial People's Committee requested that relevant departments, boards, and agencies coordinate with and guide localities within their assigned authority; matters beyond their authority must be reported to the Provincial People's Committee for consideration and resolution.
