(AG Provincial E-Portal) - On July 24, Nguyen Thanh Phong, Member of the Standing Board of the Provincial Party Committee and Standing Vice Chairman of the An Giang Provincial People's Committee, chaired an online working session with Kien Hai special zone on the implementation of the socio-economic development plan for the first 7 months of the year and some key tasks for the remaining months of 2026.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong highly commended the efforts of the Kien Hai special zone. Amid general difficulties, the locality achieved good, consistent and fairly comprehensive results; it recorded outstanding socio-economic development outcomes and stood out in the disbursement of public investment capital among the province's 102 communes, wards and special zones.
Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong requested the Party Committee and People's Committee of the special zone to urgently review and complete the concretization and organization of the implementation of programs, projects, and plans to carry out the resolutions of Party congresses at all levels in accordance with the direction of the Provincial Party Committee and competent authorities.
Focus on economic development based on the locality's potential and strengths, with particular attention to developing the marine economy in a sustainable direction, and effectively tapping into island and coastal tourism potential in association with environmental protection. Strictly implement regulations on combating illegal fishing.

Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong requested the Kien Hai special zone to accelerate administrative reform, digital transformation, and effectively implement Project 06. Continue to consolidate the organizational structure, arrange, assign, and screen the staff in accordance with regulations; and improve the quality of personnel. Strongly innovate working styles and methods; enhance administrative discipline and order.
Closely monitor the area and stay firmly in control of the situation; strengthen coordination within the organization, among agencies, units and localities in the region, and with provincial departments and sectors; uphold internal unity, carry out Party and government building effectively, and step up communication to build consensus among the people.
In addition, the Kien Hai special zone needs to take the initiative in the formulation and approval of the general master plan and detailed plans for functional zones as a basis for preparing construction investment; proactively propose investment projects and submit them to the competent authorities for approval in accordance with regulations. At the same time, prioritize addressing the issue of clean water for residents, considering this an urgent task…

According to the report of the People's Committee of Kiên Hải special zone, in the first 7 months of 2026 the socio-economic situation of the special zone remained stable, with many areas achieving positive results. The economy continued to grow fairly well, with the estimated production value of economic sectors exceeding VND 2,517 billion, reaching 64.39%. The production value of fishing and aquaculture reached VND 875 billion, equivalent to 59.18% of the plan.
Total retail sales of goods and service revenue exceeded VND 1,395 billion, reaching 69.14% of the plan. The estimated number of tourist arrivals from the beginning of the year to date was over 397,000, reaching 60.69%. Total budget revenue exceeded VND 27,147 billion, achieving 97.66% of the target assigned by the Provincial People's Committee and 213.76% of the estimate set by the People's Council of the special zone.


Administrative reform and digital transformation achieved positive results. The rate of online application submissions reached 100%, the rate of applications processed on time or ahead of schedule reached 99.94%, and the rate of records digitized exceeded 99%. The work on organizational structure and management of officials and public employees was implemented comprehensively; the arrangement of hamlets was completed in accordance with regulations. The results of the data cleansing campaign were quite good (the rate of business and cooperative identification reached 100%; the rate of integrating health insurance into health records and the national database ranked among the highest in the province).
As of July 20, 2026, Kien Hai special zone had completed investment preparations for all 7/7 projects. The disbursement rate of public investment capital reached 68.46% of the plan, ranking 7th out of 102 communes, wards, and special zones. Alongside public investment, total social investment continued to maintain positive growth. Total social investment realized in the first 7 months of the year was VND 1,046 billion, reaching 85.46%.
The cultural and social sectors achieved many positive results, and social welfare was ensured. The high school graduation rate reached 100%. National defense, security, and sovereignty over sea and islands continued to be firmly maintained.
