(AG Provincial E-Portal) - On the afternoon of August 11, in Thoi Son ward, Mr. Ho Van Mung, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the An Giang Provincial People’s Committee, chaired a working session on the situation and results of political task implementation over the past seven months and the directions and tasks for the final five months of 2026, with the Party committees of the communes and wards of Tinh Bien, Thoi Son, Chi Lang, An Cu, and Nui Cam.

Delivering directing remarks at the working session, Provincial People’s Committee Chairman Ho Van Mung assessed that, since the beginning of the year, the Party committees of the five communes and wards of Tinh Bien, Thoi Son, Chi Lang, An Cu, and Nui Cam had comprehensively directed all areas of work, from Party building to socio-economic development and the maintenance of security and national defence. Many important targets had been met or exceeded.
On behalf of the Provincial Party Committee Standing Board, Chairman Ho Van Mung acknowledged and commended the positive results achieved by the five localities. At the same time, he highly appreciated the improvement whereby meetings no longer involved the reading out of lengthy reports, but instead applied AI technology to synthesize and analyse data in a visual manner.
Strengthening direction and the responsibility of the heads of agencies
According to Chairman Ho Van Mung, the implementation of political and socio-economic tasks is the responsibility of the entire political system under the leadership of the Party. The tasks from now until the end of the year remain very heavy, especially with respect to targets not yet achieved. The Party committees of the localities must continue to specifically review each target in order to direct implementation in the spirit of the “six clears,” successfully carrying out the tasks from now until the end of 2026.
Chairman Ho Van Mung requested that the Party committees of the localities regularly review, inspect, and direct the organization and implementation of the pillar resolutions of the Politburo, the Action Programme of the Provincial Party Committee, and the schemes and plans of the Provincial People’s Committee implementing the resolution of the Provincial Party Congress, as well as the tasks assigned under Decision No. 252/QD-UBND dated January 16, 2026, of the Provincial People’s Committee.

In addition, they should focus on providing comprehensive leadership of Party-building work across all fronts: ideology, organization, mass mobilization, inspection and oversight, and the prevention and combating of corruption and waste. No negative practices, corruption, waste, or serious violations must be allowed to occur.
Chairman Ho Van Mung called for the early completion of the targets for admitting new Party members in 2026, and for stepping up digital transformation in Party work. Accordingly, the localities should actively exchange experiences in order to enhance the effectiveness of their operations.
The Party committees of the communes and wards must devise resolute solutions to meet and exceed all socio-economic development targets, especially important ones such as economic growth, budget revenue, and public investment. They should focus on accelerating the disbursement of public investment capital, and strengthen leadership, direction, and the responsibility of the heads of agencies.
Promoting investment and pursuing double-digit economic growth
Chairman Ho Van Mung affirmed that without the private sector, the economy could not grow. Local Party committees and authorities must be dynamic in coordinating with departments and sectors to attract investment, ensuring the goal of double-digit socio-economic growth.
The Chairman of the Provincial People’s Committee assigned the localities to take the lead and coordinate with the Department of Construction to urgently complete the task of approving the general urban master plan and the general commune master plan. The Department of Construction was tasked with promptly completing the Nui Cam zoning sub-plan. The People’s Committee of Nui Cam Commune was to take the lead and coordinate with the Department of Finance to immediately prepare the necessary procedures to call for investment in the Nui Cam tourist area. Tinh Bien Ward was to proactively coordinate with the Provincial Project Management Board to promote logistics development and build border-gate area infrastructure in order to enhance competitiveness.

The localities should continue to focus on public healthcare, raise the coverage rate of health insurance, build a cultured way of life, and preserve heritage values. They should continue to promote and support the development of OCOP products in conjunction with expanding consumption markets, rather than small-scale production with low added value. They should proactively coordinate to organize vocational training and to inform and encourage residents to take up employment at local enterprises; learn from localities that are bright spots in administrative reform; and seriously rectify the situation of delays in resolving administrative procedure dossiers for the people.

The Chairman of the Provincial People’s Committee requested that the Party committee secretaries and chairpersons of the communal and ward People’s Committees strictly implement the periodic reception of citizens twice a month. Complaints and petitions should be resolved promptly at the grassroots level, minimizing to the greatest extent possible cases in which petitions are escalated to the provincial level only to be transferred back down to the locality.
The Chairman of the Provincial People’s Committee identified the communes and wards of Tinh Bien, Thoi Son, Chi Lang, An Cu, and Nui Cam as strategic areas of vital importance to national defence, and stated that the localities must continue to raise awareness, proactively make forecasts, and stay close to the on-the-ground situation. They should focus on firmly maintaining border security, social order and safety, and effectively promoting people-to-people external relations.

According to the report, in the first seven months of the year, the standing boards and executive committees of the Party organizations of the communes and wards of Tinh Bien, Thoi Son, Chi Lang, An Cu, and Nui Cam had led and directed the achievement of positive results across various fronts. The economy recovered strongly following the restructuring of administrative units, with the growth rate of product value in the communes and wards all reaching fairly good levels (Thoi Son 11.41%; An Cu 10.973%; Tinh Bien 10.30%).
Tourism activities recovered and boomed strongly, with Nui Cam welcoming 108,923 visitor arrivals (up 50.8%) and Thoi Son reaching 1,091,960 visitor arrivals. Administrative reform saw remarkable progress: Thoi Son and An Cu achieved an absolute 100% rate of dossiers resolved on time or ahead of schedule; Nui Cam excelled with a score of 97.73/100 on the Index of Service to Citizens and Enterprises (ranking 12th out of 102 commune-level units in the province); and Chi Lang ward achieved 99.89% of dossiers resolved on time or ahead of schedule and 100% online payment. Public investment disbursement was carried out fairly well in two localities: Thoi Son 51.5% and Chi Lang 51.0%.
