Attending the forum were Mr. Ho Van Mung, Member of the Central Committee of the Communist Party, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang Province; Mr. Le Minh Hoan, former Member of the Central Committee of the Communist Party, former Vice Chairman of the National Assembly; Mr. Le Trung Ho, Vice Chairman of the People's Committee of An Giang Province; along with representatives from various departments and agencies; economic experts and scientists; representatives of business associations and entrepreneurs; and a large number of business people in the province.

This program is part of VPSF 2026 – a key policy dialogue forum organized by the Viet Nam Young Entrepreneurs Association, aiming to create a substantive, multi-faceted dialogue space between the private business community and government at all levels; thereby promoting the development of a transparent, favorable, efficient, and sustainable investment and business environment.

In his welcoming remarks, Chairman of the An Giang Provincial People's Committee, Ho Van Mung, emphasized that the private sector plays a crucial role in driving the economic growth of the province, the Mekong Delta region, and the country as a whole. Consequently, the success of businesses is intertwined with the development of An Giang. He affirmed that the provincial government is committed to listening to, standing by, and promptly resolving difficulties for businesses, thereby creating the most favorable conditions for enterprises to securely invest, expand operations, innovate, and achieve sustainable growth.

Through this forum, An Giang province hopes to receive suggestions and insights from former leaders, speakers, and experts to continue institutional breakthroughs and strengthen public-private partnerships, promoting the development of the private economy.

Chairman of the An Giang Provincial People's Committee, Ho Van Mung, stated that in recent times, An Giang province has implemented numerous solutions to improve regulations, mechanisms, and policies to promote public-private partnerships, unlock resources, and create new impetus for the development of the private economy.

In 2025, An Giang province was projected to achieve a growth rate of 8.39%, the highest in the Mekong Delta region. Among the socio-economic indicators for An Giang province in 2026, the total social investment capital to be mobilized was 113,000 billion VND. Of this, public investment accounts for 28,000 billion VND, while the remaining approximately 85,000 billion VND would mainly rely on other economic sectors, especially the private sector.

Following the merger, An Giang now boasts the largest area in the Mekong Delta (approximately 10,000 sq km) and ranks third nationwide in population (around 5.92 million). The province has announced adjustments to its master plan for the 2021–2030 period, with a vision toward 2050. This updated blueprint introduces several novel strategies, focusing on five key economic zones and positioning the Phu Quoc Special Economic Zone as the "locomotive" driving economic growth. Additionally, An Giang is accelerating major transport infrastructure projects. Notably, these include the Chau Doc – Can Tho – Soc Trang expressway and the N1 highway running parallel to the border. The province is also collaborating with relevant ministries and sectors to submit the Ha Tien – Rach Gia – Bac Lieu expressway project to the National Assembly for approval.

To ensure agriculture remains the "backbone" of the economy and drives growth targets, Chairman of the An Giang Provincial People's Committee Ho Van Mung stated that the province must restructure its economy by gradually increasing the share of industry while reducing dependence on agriculture. This strategy includes linking agriculture with deep processing - such as producing collagen, omega-3, and medicinal herbs from the Bay Nui region. Furthermore, the province must accelerate the transition toward a multi - value agricultural economy, integrating rice cultivation and agro-processing with on-farm tourism and services.

In his opening remarks, the Vice President of the Viet Nam Youth Union and President of the Viet Nam Young Entrepreneurs Association, Dang Hong Anh, emphasized: The An Giang Province dialogue session is taking place in the context of the locality facing many great development opportunities from the new development space after the merger. With its unique advantages combining border, delta, island, agricultural, logistics, border trade, tourism, and marine economy, An Giang possesses great potential to form new growth drivers for the private sector.

Mr. Dang Hong Anh stated that the challenge is how to transform potential and advantages into real competitiveness and growth momentum for businesses and people. It's not just about highlighting difficulties or receiving suggestions, but about genuine dialogue between businesses, the government, experts, and scientists to jointly identify bottlenecks, propose solutions, and promote policy improvements. The Vietnam Young Entrepreneurs Association hopes to continue partnering with An Giang in three areas: policy connectivity, market connectivity, and building a new generation of entrepreneurs – more resilient, creative, and responsible.

Within the framework of the program, experts and scientists offered deep insights and suggested key development strategies for An Giang province. Discussions focused on analyzing macroeconomic trends, investment flows, and new growth drivers, as well as the locality's development potential within an expanded development space.

According to experts, An Giang holds a distinct competitive edge driven by a rare convergence of delta terrains, border areas, islands, agriculture, tourism, logistics, and border-gate economic sectors. This strategic foundation is expected to drive new growth engines for the province through the effective exploitation of comparative advantages and boosted competitiveness.

Presentations by experts and scientists highlighted the need to transition towards a green, sustainable, and innovation-driven growth model. In this shift, high-tech agriculture, deep processing, logistics, high-quality tourism, and digital transformation were identified as sectors with immense potential for breakthroughs.
