With the natural land area and favorable geographical location, large population, abundant labor force, developed transportation infrastructure system, An Giang has many favorable factors for agricultural and rural development, attracting businesses to invest in the agricultural sector. Specifically, in 2023, there were 7 projects invited for investment by the province and 12 projects invited for investment by localities in districts, towns and cities, typically: An Giang Provincial High-Tech Agricultural Park Project (to expand the Biotechnology Center of An Giang province); Investment project on the Key Center for Regional Rice Production and Distribution in An Giang province; Project on Linking chain for production, processing and consumption of fruit trees; Project on Linking chain for production, rice flour/sticky rice processing factory, vegetables, tuber and fruit processing; High-tech aquaculture complex project and breeding supply chain project - safe pig breeding farm - slaughterhouse...
In addition, the province's agricultural sector implements policies to support businesses, cooperatives and people in building new rural production models. Specifically, 253 models have been supported with a total cost of 56,830 billion VND. Of these, there are 16 provincial-level models, 70 district-level models and 167 commune-level models. The credit support policy for agricultural and rural development is also actively directed by the State Bank of Vietnam to commercial banks in order to create favorable conditions for people and businesses. As a result, in 2023, outstanding loans for priority areas of agricultural and rural development have reached 67,921 billion VND, accounting for 63.59% of total outstanding loans in the entire province. The Department of Science and Technology actively supports businesses and cooperatives to implement 5 projects in the agricultural sector, such as: Project on applying unmanned aerial vehicles to serve agricultural production at Son Hoa Agricultural Cooperative; project of applying automatic mixing line to the inorganic fertilizer production process" of An Giang Hoa Nong Joint Stock Company...
In addition, the Provincial People's Committee directs the agricultural sector to actively coordinate with relevant units and People's Committees of districts, towns and cities to support businesses in implementing activities in linking production and consumption of agricultural products. Specifically, in the field of cultivation, 59 agricultural cooperatives have been supported (accounting for 26.7% of the total number of agricultural cooperatives in the province), 2 Cooperative Unions have cooperated and linked with nearly 30 enterprises, a total of the linked area is about 101,237.04 hectares (of which the linked area for rice consumption is 97,601 hectares, vegetables is 5,599.74 hectares, and fruit trees is 3,072.3 hectares). In the field of fisheries, 19 seafood businesses have been supported to link seafood consumption with 97 farmer households and in 16 farming areas of the businesses with a total linked consumption area of 1,098.48 hectares (accounting for 73.04 hectares of farming area in the whole province). In the field of livestock production, cooperative groups and livestock households in 8 communes of Thoai Son, Chau Phu, Tri Ton districts, Tinh Bien town and Chau Doc city have been supported to participate in raising pigs, broilers and ducks for CP Vietnam Livestock Corporation and linked production and consumption of bird's nests with Vietnam Quoc Yen Joint Stock Company. At the same time, online public services have been promoting the performance, to date there are 90/104 administrative procedures in the field of agriculture and rural development at the provincial level applying online public services.
At the same time, the province also supports businesses in carrying out procedures for granting planting area codes. Specifically, for the field of cultivation, the whole province has issued more codes, with a total planting area of 18,160.67 hectares. Of these, 159 codes have been issued with an area of 9,380.27 hectares of rice; 279 codes with an area of 8,727.26 hectares of fruit trees; 7 codes with an area of 52.14 hectares of vegetables and 23 codes of packaging facilities. At the same time, 408 export planting area codes have been issued with an area of 16,629.41 hectares. For aquatic products, 146 certificates of raising objects identifying pangasius ponds with an area of 854 hectares have been issued. The area certified for standards reached 477 hectares (including ASC/BAP standards, certified according to VietGAP standards) with an output of 200,000 tons/year.
The District People's Committee has established a Business Support Committee to carry out investment promotion and invitation work and support for businesses and investors in the district and organized business meetings and dialogues to keep up, timely capture information and record difficulties and problems of businesses, in order to promptly support and resolve difficulties for businesses to continue investing and developing. As a result, 12 enterprises, production and business establishments, and business households in the province have been supported to build websites, build smart sales solutions, and build traceability solutions. In addition, regularly informing and supporting establishments and businesses to participate in fairs and exhibitions, such as: Hau Giang International Rice Festival organized by the Ministry of Agriculture and Rural Development and People's Committee of Hau Giang province, Mekong Connect; Supply and demand connection event between Ho Chi Minh City and Mekong Delta provinces...
At the same time, coordinating with the Department of Industry and Trade to support 100% of OCOP products participating in information registration and sales through e-commerce sites such as: Sendo, Vosco, Postmart, Tiki-BigC/GO; Shopee and Lazada; put nearly 150 OCOP products and agricultural products on http://sanphamangiang.com and http://ketnoiocop.vn to promote and introduce to domestic and foreign consumer organizations and individuals. At the same time, the People's Committees of Cho Moi, Thoai Son, Tinh Bien town, Long Xuyen city and Chau Doc city also established specialized pages to promote and introduce OCOP products, typical products associated with local tourism development.
With many guidelines and policies, priority is given to attracting businesses to develop synchronous value chains for products with local advantages, associated with raw material areas. At the same time, improving the open investment environment, simplifying administrative processes and procedures in the direction of proactively serving businesses; Integrating and effectively implementing incentives and policies of the Central Government and the province to attract and support businesses to invest in agriculture and rural areas, contributing to the overall development of the province./.
