(AG Provincial E-Portal) - On March 10, at the afternoon session, Ho Van Mung, a member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee, chaired a meeting to summarize the activities of the Steering Committee for Social Insurance and Health Insurance Policy Implementation in An Giang province (Provincial Steering Committee) in 2025 and deploy tasks for 2026.
Also attending and giving instructions were Nguyen Duc Hoa, Deputy Director of Vietnam Social Security; Le Van Phuoc, Vice Chairman of the Provincial People's Committee and Permanent Deputy Head of the Provincial Steering Committee; members of the Steering Committee as per Decision No. 2066/QĐ-UBND dated November 20, 2025. The meeting was attended online by 102 communes, wards, and special zones.
In 2025, the leadership and direction of party committees and local authorities at all levels were implemented regularly and promptly. The coordination between departments, sectors, and local authorities in implementing social insurance (BHXH), health insurance (BHYT), and unemployment insurance (BHTN) policies has become increasingly tight, creating a favorable basis for the Provincial Steering Committee to deploy tasks according to the plan. Despite the intertwined advantages and challenges, the implementation of BHXH, BHYT, and BHTN policies in the province in 2025 faced many pressures but basically ensured progress and met requirements, laying the foundation for continuing to implement tasks in the coming time. Local party committees and authorities have issued many guiding documents, raising awareness and response of people, enterprises, and workers about their rights and obligations when participating. The coordination between departments, sectors, and localities has been strengthened, contributing to improving the effectiveness of propaganda, mobilization, and policy implementation. In addition, some industries using a lot of labor, such as textiles, footwear, seafood processing, and tourism services, have maintained and had a positive impact on developing participants in BHXH and BHYT in the area.
According to the report, the number of people participating in social insurance (BHXH) is 333,168, accounting for 18.1% of the working-age population. Specifically: Compulsory social insurance: 252,212 people (102.65% of the plan, up 17,110 from 2024); Voluntary social insurance: 80,956 people (100.34% of the plan, up 18,539 from 2024)
For health insurance (BHYT): Participants: 3,506,706 people (up 79,909 from 2024); Coverage: 95% of the population (meeting the 2025 target set by the Provincial People's Committee); In 2025, 130,714 people received social insurance (BHXH) and unemployment insurance (BHTN) benefits, including: Monthly social insurance: 5,241 people; One-time social insurance benefits: 47,656 people; Sickness, maternity, and recovery allowances: 41,114 cases; Unemployment benefits: 36,653 people (including 2,993 receiving vocational training support).
The payment of social insurance and unemployment benefits via bank accounts was high: Monthly pensions and allowances: 29,479/36,957 people (79.77%); One-time social insurance benefits: 50,963/51,282 people (99.38%); Unemployment benefits: 93,117/93,180 people (99.93%).
Nguyen Duc Hoa, Deputy Director of Vietnam Social Security, gave instructions at the conference, praising An Giang province's achievements in social insurance (BHXH) and health insurance (BHYT) participation in 2025.
Looking ahead, Nguyen Duc Hoa, Deputy Director of Vietnam Social Security, suggested that the An Giang Provincial People's Committee and the Provincial Steering Committee continue to coordinate with relevant departments, agencies and sectors to implement tasks such as: Steering the implementation of social insurance (BHXH) and health insurance (BHYT) policies; An Giang Social Security continues to build on its 2025 achievements and strive to meet 2026 targets.
The Deputy Director of Vietnam Social Security instructed An Giang Social Security to follow the guidance of the Provincial Party Committee, People's Council, and Provincial People's Committee; proactively advise and coordinate with provincial departments, agencies, sectors and district-level People's Committees to achieve the province's development goals; synchronously implement measures to collect fees and review policies to develop plans for each village and hamlet; enhance the capacity of object development support teams; apply information technology to simplify administrative procedures for citizens; focus on innovative propaganda work.
Chairman of An Giang Provincial People's Committee, Ho Van Mung, responded to the guidance from the Deputy Director of Vietnam Social Security, instructing members of the Steering Committee to proactively advise the Provincial People's Committee on implementing specific measures. He emphasized regular evaluation of officials and the application of information technology in task implementation, including checks to prevent errors and insurance policy abuse./.
