At the working session, the Department of Finance reported that, in recent times, the direction and administration work of the communal People’s Committees had been carried out in a timely and synchronized manner, closely following the guidelines and resolutions of the Central Government and the province; the assigned tasks and proposed solutions had been seriously implemented and had achieved many positive results across various fields.

State budget revenue in the first six months of the year across the communes achieved positive results, essentially meeting and exceeding the targeted scenario, with 8 out of 13 communes reaching 53% or higher. In particular, Hoa Hung Commune achieved budget revenue of 174.77%, exceeding its plan and ranking first in the Southern Sub-region in terms of percentage (the sub-region averaged 108.01%); U Minh Thuong Commune recorded the lowest figure at 47%.

Regarding the disbursement of public investment capital, as estimated by June 30, 2026, the 13 localities had recorded positive results. Among them, Dong Thai Commune led with a disbursement rate of 100%; followed by 7 communes reaching a progress rate above 50%, including: Hoa Hung Commune at 78.61%, Ngoc Chuc Commune at 74.22%, Giong Rieng Commune at 68.88%, Long Thanh Commune at 60%, Hoa Thuan Commune at 57.67%, and Thanh Hung Commune and An Bien Commune both at 50%; while 5 communes had a disbursement rate below 50%, namely: Tay Yen Commune, Binh An Commune, U Minh Thuong Commune, Thanh Loc Commune, and Chau Thanh Commune. The volume of site clearance serving projects in the area essentially kept pace with the set schedule.

Administrative reform and digital transformation continued to be promoted, with the rate of administrative procedure dossiers under the communes’ jurisdiction being resolved reaching 99% or higher. The application of information technology in the handling of administrative procedures was carried out effectively in order to reduce processing time and to resolve complaints and denunciations within their jurisdiction, thereby improving the quality of service to citizens, enterprises, and cooperatives.

National defence and security were firmly maintained, and social order and safety were ensured. Administrative discipline and order were strengthened; the responsibility of cadres and civil servants in performing their official duties was enhanced; the arrangement and organization of the apparatus was implemented in accordance with the required schedule; and the reception of citizens and the resolution of complaints and denunciations were carried out in accordance with the law.

Delivering his concluding remarks at the working session, An Giang Provincial People’s Committee Vice Chairman Ngo Cong Thuc acknowledged the efforts of the localities, which had proactively implemented their socio-economic development tasks and achieved many positive results, closely following the resolutions, programmes, and plans of the Provincial Party Committee, the People’s Council, and the Provincial People’s Committee.

Regarding the goal of achieving double-digit economic growth, the Vice Chairman of the Provincial People’s Committee emphasized that this is a central task of the province in 2026. He requested that the localities review and closely follow the province’s adjusted 2026 Economic Growth Scenario, clearly identify the growth drivers of each locality (high-tech agriculture, marine economy, trade and services, eco-tourism, etc.) in order to devise specific measures to boost growth in the final six months of the year. He also called for accelerating agricultural restructuring toward enhancing added value and replicating effective production–consumption linkage models (the One Million Hectares of High-Quality Rice Scheme, the shrimp–rice model, and OCOP).

The Vice Chairman of the Provincial People’s Committee requested that communes with budget revenue rates below 50% of their plan urgently develop specific revenue plans for the final six months of the year, review and fully exploit revenue sources with remaining potential, and combat revenue loss, transfer pricing, and tax evasion; as well as strengthen coordination with tax authorities in revenue management.

With regard to the disbursement of public investment capital, the Vice Chairman of the Provincial People’s Committee assigned the Department of Construction to take the lead and coordinate with relevant sectors to urgently review, update, and adjust the announced prices of construction materials and the construction price index in line with market price levels, in strict accordance with the direction of the Ministry of Construction in Official Dispatch No. 4385/BXD-KTQLXD dated March 23, 2026; and to devise measures to stabilize the prices of basic construction materials, so as to avoid situations where bidding attracts no participating contractors due to unit prices that do not reflect actual conditions. At the same time, he assigned the Department of Finance to compile and report on the monthly disbursement situation of the communes to the Provincial People’s Committee, and to promptly propose measures to address cases of prolonged delayed disbursement.

In the coming period, in order to promote the socio-economic development of the localities, Provincial People’s Committee Vice Chairman Ngo Cong Thuc requested that the communes focus on effectively implementing the following four key groups of fields: With regard to planning, it is necessary to accelerate the formulation and approval of master plans through to 2050, in conjunction with the strict management of land and construction order, absolutely preventing new violations from arising; With regard to land and the environment, the specialized departments must urgently provide guidance and conclusively resolve obstacles related to land leasing, auctioning, and site clearance, while resolutely handling acts of encroachment that do not comply with regulations; With regard to social welfare, priority should be given to reviewing and proposing a roadmap for investment in upgrading the deteriorated facilities of schools and health stations based on capital balancing capacity; With regard to national defence and security, efforts should continue to effectively maintain political security and social order and safety, and to step up crime prevention and control in the area.

The Vice Chairman of the Provincial People’s Committee requested that the provincial departments, agencies, and sectors assigned to respond to and address the recommendations of the communes raised at the working session urgently issue official written responses to the communal People’s Committees, while also sending them to the Office of the Provincial People’s Committee for monitoring and consolidation; he assigned the Department of Finance to take the lead and coordinate with the Office of the Provincial People’s Committee to monitor and urge progress in implementing the conclusions, and to report to the Provincial People’s Committee at the periodic socio-economic briefing sessions.

At the same time, the Vice Chairman of the Provincial People’s Committee requested that the People’s Committees of the 13 communes — Giong Rieng, Thanh Hung, Long Thanh, Hoa Hung, Ngoc Chuc, Hoa Thuan, Thanh Loc, Chau Thanh, Binh An, Tay Yen, An Bien, Dong Thai, and U Minh Thuong — organize the strict implementation of the conclusions; and that, during the implementation process, should any difficulties or obstacles beyond their jurisdiction arise, they promptly report to the Office of the Provincial People’s Committee for consolidation and reporting to the competent authority for timely consideration and direction in accordance with regulations.
