Le Hong Tham, Member of the Provincial Party Committee Standing Board and Standing Vice Chairwoman of the An Giang Provincial People’s Council, together with the Vice Chairpersons of the Provincial People’s Council, chaired the session. Also in attendance were Le Quang Tung, Member of the Party Central Committee and Secretary of the An Giang Provincial Party Committee; Ho Van Mung, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the An Giang Provincial People’s Committee; and Tran Thi Thanh Huong, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of An Giang Province.

Delivering the opening remarks, Standing Vice Chairwoman of the Provincial People’s Council Le Hong Tham stated that the 4th Session of the Provincial People’s Council carried great significance. This was a session to comprehensively evaluate the implementation of the tasks of socio-economic development, national defence, security, and state budget revenue and expenditure in the first six months of the year; to discuss the results achieved, as well as the shortcomings, limitations, causes, and lessons learned; and, on that basis, to decide on the key tasks and solutions for the final six months of the year in order to strive for the highest possible fulfilment of the goals and targets of 2026.

At the session, the Provincial People’s Council would consider reports from the Standing Board of the People’s Council, the People’s Committee, the Boards of the People’s Council, the judicial agencies, and other relevant bodies in accordance with regulations; conduct discussions and questioning; and consider the adoption of 20 important resolutions. These are all matters that have a direct impact on the management and administration work of the government, on the investment and business environment for enterprises, and on the lives of the People, and therefore require careful study, democratic and objective discussion, and decisions made with the highest sense of responsibility.

Delivering directing remarks at the session, Provincial Party Committee Secretary Le Quang Tung requested that the Provincial People’s Council continue to vigorously renew its thinking and modes of operation; proactively conduct surveys and refine its system of resolutions; and promptly amend or repeal inappropriate regulations in order to create an open legal corridor. He also called for enhancing the quality of oversight in conjunction with the responsibility of the heads of agencies.

He requested that the Provincial People’s Committee focus on leading and directing socio-economic development solutions in a resolute, synchronized, and effective manner; regularly review each target and project in order to remove difficulties, with a determination to achieve the highest possible fulfilment of the 2026 goals; and implement the strategies and breakthroughs of the Politburo.

The Party Committee of the Provincial People’s Council should study and advise the Provincial Party Committee Standing Board on issuing a Directive to strengthen the Party’s leadership over the activities of People’s Councils at all levels, ensuring synchronized, unified, regular, and timely leadership, with a view to renewing and enhancing the quality and effectiveness of the operations of People’s Councils at all levels in the locality; while at the same time directing the intensified application of information technology, digital transformation, and artificial intelligence (AI) in its activities.

People’s Councils at all levels need to vigorously renew their modes of operation, closely following the Party’s guidelines and the aspirations of voters in order to issue timely and feasible resolutions that create momentum for the province’s sustainable development. Above all, it is necessary to enhance the effectiveness of oversight, focusing on important areas (such as public investment, land management, and the management of assets following restructuring), and to effectively carry out the coordination and harmonization among agencies so as to ensure in-depth and effective oversight activities while avoiding overlap.

According to Provincial Party Committee Secretary Le Quang Tung, delegates of the Provincial People’s Council should regularly stay close to the people, listen to their thoughts and aspirations, and uphold their sense of responsibility before the People; faithfully convey the opinions of voters to the competent authorities; concentrate on carefully studying the reports, submissions, and draft resolutions; discuss frankly, objectively, and in a constructive spirit; ensure that decisions on the province’s matters strictly comply with the law and are highly feasible, and absolutely not sacrifice quality for the sake of progress; and, at the same time, closely oversee the implementation of the Provincial People’s Council’s resolutions after they are issued.

At this morning’s session, delegates of the Provincial People’s Council heard the Provincial People’s Committee present the Report on the socio-economic situation over the six months and the directions and tasks for the final six months of 2026; and the Standing Board of the Provincial People’s Council present the Report on the oversight of the results of resolving voters’ recommendations before and after the 7th Session (the regular late-2025 session) of the Provincial People’s Council.

At the same time, the Provincial People’s Committee submitted 19 submissions and draft resolutions; the Boards of the Provincial People’s Council presented their appraisal reports; and delegates held discussions in the plenary hall.

In the afternoon of the same day, the session would conduct questioning and responses to questions, and vote to adopt the Resolutions of the Provincial People’s Council.
