The meeting was also connected online to the communes and wards in the Western Sub-region of An Giang Province.

Over the first 7 months of 2026, the communes and wards in the Western Sub-region have effectively implemented the resolutions and programs of higher authorities. Socio-economic conditions remained stable, production and business activities recovered, and the election of delegates to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term was successfully organized, ensuring safety and compliance with regulations. Social welfare, healthcare, administrative reform, digital transformation, and organizational restructuring were carried out well. National defense, security, and social order and safety were maintained.

The Sub-region has a natural area of 1,868.64 / 9,888.91 km², accounting for 18.9% of the province’s total area; and a population of approximately 272,738 / 3,694,596 people, accounting for 7.38% of the province’s total population. It comprises: 02 wards: Ha Tien, To Chau and 12 communes: Vinh Gia, Ba Chuc, Giang Thanh, Vinh Dieu, Hon Dat, Binh Giang, Binh Son, Hoa Dien, Kien Luong, Hon Nghe, Son Hai, Tien Hai.

The development space is organized along the coastal axis combined with the border corridor, with the Ha Tien - Kien Luong - Hon Dat urban cluster serving as the growth nucleus. It is closely connected to marine economic centers, border gates, and the inter-regional transportation system, creating spillover momentum for development across the entire Sub-region…

Focus on developing a green technology corridor in the Ha Tien - Kien Luong - Hon Dat area, prioritizing the attraction of wind power and solar power projects, as well as research into and application of new forms of energy.

At the same time, develop supporting industries and the manufacturing of equipment and services for the energy sector. 

Promote marine economic development in association with resource and environmental protection and climate change adaptation; develop marine, island, eco-tourism and cultural tourism. 

Expand border trade, border-gate economy, and logistics services; and develop high-tech offshore aquaculture and coastal agriculture in a modern and sustainable direction;...

According to the report, as of July 31, 2026, the cumulative disbursement of public investment capital reached 73% in Kien Luong and 72% in Ba Chuc, leading the Sub-region. They were followed by Binh Son at 53%, Hon Dat at 48%, Vinh Gia at 47%, Giang Thanh at 42%, and Vinh Dieu at 41%.

Compared to the cumulative figure as of June 30, 2026, several localities recorded notable increases. Ba Chuc rose by 23 percentage points, Giang Thanh by 19 percentage points, and Kien Luong by 18 percentage points.

In terms of cumulative state budget revenue performance, 11 localities exceeded the average progress of 58.3% against the estimate, including: To Chau at 87.64%; Binh Giang at 75.52%; Binh Son at 376.07%; Giang Thanh at 67.88%; Hoa Dien at 90.29%; Hon Nghe at 449.14%; Kien Luong at 101.42%; Son Hai at 81.33%; Tien Hai at 125.76%; Vinh Dieu at 86.89%; and Vinh Gia at 94.67%;...

These are localities with strong revenue collection rates, demonstrating effectiveness in budget revenue management and in tapping revenue sources within their areas;...

Following the report and discussions by delegates, Mr. Ho Van Mung, Chairman of the People's Committee of An Giang Province, requested that departments, agencies and localities focus on effectively implementing the following key tasks:

First, regarding administrative management, the province will establish a Steering Committee for the Development of the Five Sub-regions. Each Vice Chairman of the Provincial People's Committee will be directly in charge of one sub-region to provide direction, monitor progress, and promptly resolve difficulties, aiming to enhance coordination effectiveness, increase proactiveness, and strengthen accountability in the implementation process.

Second, localities must focus on fulfilling the 2026 socio-economic development targets, particularly the GRDP growth rate, the disbursement of public investment capital, and state budget revenue collection. These are mandatory indicators for assessing the performance of both collectives and heads of agencies. Heads of localities that fail to meet the assigned targets will not be considered for an "excellent task completion" rating.

Third, regarding investment attraction, localities must change their mindset and proactively approach and invite investors in accordance with the planning orientations, without relying on departments and agencies. Priority should be given to production, business, trade and service projects that have the potential to create jobs, increase budget revenue, and contribute to the long-term economic development of the localities.

Fourth, it is crucial to continue to strengthen the management of natural resources, land, construction order, and urban development. Land use and the issuance of land use right certificates must be strictly controlled to prevent encroachment, illegal construction, or violations of the law in land management. In parallel, it is necessary to accelerate the adoption of waste treatment technologies, with the goal that by 2031, landfill will no longer be used for waste disposal in the province. It will be replaced by modern, environmentally friendly technologies.

Fifth, the task is to continue to firmly ensure national defense and security, maintain border security, and intensify the fight against crime, drugs, and social evils. Regarding the fisheries sector in particular, coastal localities must strictly implement measures to combat illegal, unreported, and unregulated fishing (IUU), with the determination to work with the whole country to have the European Commission’s “yellow card” warning lifted as soon as possible.

Sixth, heads of localities are required to strictly carry out citizen reception and promptly resolve complaints and denunciations at the grassroots level. They must also address emerging difficulties and obstacles in a timely manner, prevent the formation of hotspots, and thereby contribute to maintaining political stability and social order and security, creating a favorable environment for socio-economic development.

The Chairman of the Provincial People's Committee emphasized that following the meeting, departments, agencies and localities must urgently translate the assigned tasks into action plans with clear timelines, deadlines and responsibilities. They should take the initiative in coordination and be determined to effectively tap the potential and advantages of the Western Sub-region, thereby contributing to the successful achievement of the province’s development goals in the coming period.
