An Giang reviews one year of implementing the reorganization of administrative units at all levels and the operation of the two-tiered local government

(AG Provincial E-Portal) -On the afternoon of May 6th, Mr. Ho Van Mung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, chaired a conference to review the first year of implementing the reorganization of administrative units at all levels and the operation of the two-tiered local government; and to discuss solutions to promote administrative reform and improve the investment and business environment in An Giang Province.

Also attending were Mr. Nguyen Thanh Phong, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of An Giang Province; representatives from relevant departments and agencies; and the participation of the Phu Quoc Economic Zone Management Board through online attendance.

According to the preliminary report on one year of implementing the reorganization of administrative units at all levels and the operation of the two-tiered local government in An Giang province, after the reorganization, the streamlining of the organizational structure according to the two-tiered local government model has been implemented decisively; decentralization and delegation of power have been promoted, contributing to shortening intermediate steps, increasing the proactiveness and responsibility of agencies and units in resolving issues; the rate of timely and online applications is increasing, contributing to improving the efficiency of administrative procedures and transparency.

According to the assessment on the quality of services to citizens and businesses, as of March 07, 2026, An Giang province achieved 95.05 points, ranking 16th out of 34 provinces and cities nationwide. This is one of the positive indicators marking the quality of leadership, management, and the results of administrative procedure reform and digital transformation in the province. In addition, the work of arranging and training the staff basically meets the requirements; the investment and business environment has improved; and the development of a modern 5G telecommunications network in the province is being promoted, meeting the needs for high-speed, broadband connectivity for citizens and businesses.

In addition, delegates focused on discussing and proposing solutions to accelerate administrative reforms and improve the investment and business environment in the province in the coming period.

Following the reports and discussions of delegates, the Chairman of the People's Committee of An Giang province, Ho Van Mung, requested that the relevant departments and agencies adhere closely to the outline content and finalize the report to submit to the Department of Internal Affairs for compilation and reporting to the Central Government within the stipulated time.

The Chairman of the provincial People's Committee also noted that relevant departments and agencies must assess the impact of the model for rearranging administrative units at all levels and the operation of the two-tiered local government on capacity and socio-economic development management. Specifically: The Department of Internal Affairs should assess the number of personnel after the merger; the allocation of provincial and commune-level officials regarding local surpluses and shortages; the situation of recruitment, examinations, and training; and the handover of functions, tasks, and outstanding issues. Simultaneously, the Department of Internal Affairs should assess the digitization of documents and the archiving system; and coordinate with the Department of Science and Technology to evaluate the use of digital signatures, electronic documents, and electronic files.

Regarding the authority delegatio, decentralization, authorization, amendment and supplementation of legal documents within its jurisdiction, the Chairman of An Giang People's Committee assigned the Department of Justice to research and provide feedback, assess the implementation situation, and identify difficulties and obstacles; regarding physical facilities, housing support, equipment, and public assets, the Department of Finance is assigned to research, provide feedback, assess the current situation, develop a plan for handling them, submit it to the competent authority for approval, and finalize the report as soon as possible.

Regarding technology infrastructure, digital transformation, and administrative procedures, the Chairman of the Provincial People's Committee assigned the Department of Science and Technology to coordinate with the Provincial People's Committee Office to evaluate digital infrastructure, databases, and management software, administrative reform, and the handling of administrative procedures.

Regarding solutions to promote administrative reform and improve the investment and business environment in An Giang province, the Chairman of the Provincial People's Committee also requested good coordination between relevant departments and agencies with relevant ministries and agencies in administrative reform, including researching and advising the Provincial People's Committee on reducing administrative procedures by 50%; assigning the Provincial People's Committee Office to monitor and coordinate with relevant departments and agencies to advise the Vice Chairman of the Provincial People's Committee in charge on promptly resolving requests, proposals, as well as difficulties and obstacles of businesses; and researching the application of digital transformation for administrative reform and improving the business environment.
