(An Giang E- Portal) - On May 21, the An Giang Provincial People's Council, 11th tenure, 2026–2031 term, held its 2nd Session (a thematic session) to examine and decide on a number of contents falling under the authority of the Provincial People's Council. Mr. Nguyen Thanh Nhan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, chaired the session. Mr. Ho Van Mung, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, attended the session.

Delivering the opening remarks at the session, Chairman of the Provincial People's Council Nguyen Thanh Nhan stated that the session is taking place at a time when An Giang Province is intensively focused on the goal of accelerating socio-economic development in 2026.
After the first quarter, with considerable pressure remaining on the growth target, the province has urgently reviewed and adjusted its development scenario, more clearly identifying its growth drivers, the areas still holding untapped potential, key projects and works, and the tasks that need to be focused on for immediate implementation in the second quarter and the remaining quarters of the year.
"This is the time when every policy decision must strongly target the requirements of removing difficulties, unlocking resources, and creating substantive changes in implementation. Determination must extend not only to the goals but also to the actions taken with resolve. It is not enough to issue mechanisms; the mechanisms must be put into practice. And the final results must be measured by the development of the province," Chairman of the Provincial People's Council Nguyen Thanh Nhan emphasized.


At the session, the Provincial People's Council resolved to relieve Mr. Nguyen Van Nganh, Major General – Commander of the An Giang Provincial Military Command, from his position as a Member of the An Giang Provincial People's Committee for the 2026–2031 term, as he has been transferred and appointed to the position of Commander of the Ca Mau Provincial Military Command. At the same time, the Council elected Major General Nguyen Van Hung – Commander of the An Giang Provincial Military Command – as a Member of the An Giang Provincial People's Committee for the 2026–2031 term.

In addition, the Provincial People's Council examined and decided on personnel matters within its authority, and passed 12 important resolutions to serve the requirements of directing the province's socio-economic development.
Accordingly, the Provincial People's Council passed the following resolutions: a Resolution stipulating support policies for combating illegal, unreported, and unregulated (IUU) fishing in An Giang Province; a Resolution stipulating a zero-dong collection rate for fees and charges falling under the deciding authority of the Provincial People's Council when carrying out online public services in An Giang Province; a Resolution issuing provisions on the principles, criteria, and norms for the allocation of public investment capital from local budget sources for the 2026–2030 period in An Giang Province; a Resolution on extending the implementation and disbursement period of the 2025 central budget investment plan into 2026 in An Giang Province; a Resolution on deciding the policy of converting forest use to other purposes for the implementation of the Duong Dong 2 Reservoir Investment Project – a component project for the construction of works; a Resolution deciding the policy of converting forest use to other purposes for the implementation of the Phu Quoc – North Phu Quoc 110kV Power Line Project, Kien Giang Province (now An Giang Province); a Resolution on adjusting and reducing lending interest rates for several policy credit programs from local budget sources entrusted through the An Giang Branch of the Vietnam Bank for Social Policies; a Resolution stipulating expenditure levels to support international agreement work in An Giang Province; a Resolution stipulating expenditure levels for the implementation of the tasks of the National Program to Support Enterprises in Improving the Productivity and Quality of Products and Goods in An Giang Province for the 2026–2030 period; a Resolution stipulating the level of support for health insurance premiums for prestigious persons in ethnic minority areas who are not among the subjects already having their health insurance premiums paid or supported by the state budget in An Giang Province; and others.

Delivering the closing remarks at the session, Chairman of the Provincial People's Council Nguyen Thanh Nhan stated that the resolutions passed at this session not only address immediate requirements but also further refine the mechanisms and conditions necessary to promote growth, unlock resources, improve the effectiveness of management and administration, and lay the foundation for implementing the key tasks of the new term.
In particular, the issuance of policies supporting the fight against illegal, unreported, and unregulated (IUU) fishing reflects the political determination and responsibility of the province in joining the entire country to soon have the European Commission's yellow card warning lifted. This is not merely an issue for the fisheries sector or the livelihoods of fishermen, but is also directly linked to national prestige and to Vietnam's commitments to the international community in developing responsible, sustainable fisheries that comply with international law.
The Chairman of the Provincial People's Council called on the Provincial People's Committee, departments, sectors, and localities to urgently translate the resolutions into concrete plans, action programs, and implementation solutions; ensuring clarity in tasks, in progress, in responsibility, and in results. He also called on the Committees, Delegate Groups, and members of the Provincial People's Council to continue promoting their supervisory role, closely monitoring the implementation of the resolutions; and to promptly reflect difficulties and obstacles arising in practice so that they can be jointly resolved and appropriately adjusted./.
