(AG Provincial E-Portal) - On March 24, Mr. Nguyen Thanh Phong, Member of the Provincial Party Committee Standing Board and Standing Vice Chairman of the Provincial People's Committee, chaired a meeting to hear reports on and approve specific proposals that give concrete form to the Action Programme for the implementation of the Resolutions of the Provincial Party Congress and the Party Congress of the Provincial People's Committee (3rd Congress).

At the meeting, the Department of Tourism presented and secured approval for the Proposal on Intensifying External Relations Activities; the Department of Home Affairs presented and secured approval for the Proposal on Developing High-Quality Human Resources to Meet the Requirements of Socio-Economic Development in the New Context.

In his directing remarks at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong stressed that external relations constitute one of the most important and pressing areas of work in the context of the country's increasingly deep and broad international integration; that in terms of economic diplomacy, it is necessary to build an independent and self-reliant economy; and that efforts to strengthen and promote information and communication on external relations activities must be intensified.
Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong requested that the departments and agencies assigned responsibility closely coordinate with consulting units to earnestly and fully incorporate the contributions and suggestions put forward by delegates at the meeting, and to continue reviewing, updating, supplementing, and finalizing the content of the proposals. On that basis, the relevant parties should promptly complete the documentation and carry out the necessary procedural steps to submit the proposals to the competent authority for consideration and decision in accordance with applicable regulations.

According to the draft proposal on "Intensifying External Relations Activities in An Giang Province for 2026–2030, with Orientations to 2035," the overall objective is to promote An Giang's external relations work toward unified management, ensuring a legal and political foundation for all external relations activities and guaranteeing the leadership of the Party; to enhance the effectiveness, efficiency, synchronization, comprehensiveness, and depth of external relations and international integration activities; to maximally mobilize international resources in service of the province's socio-economic development; and to improve the quality of human resources engaged in external relations.

Under the draft Proposal on "Developing High-Quality Human Resources to Meet the Requirements of Socio-Economic Development in the New Context," An Giang Province is oriented toward building a digital government and digital economy in which 100% of officials must be proficient in digital skills and the application of AI to management. The province aims to transition from traditional agriculture to organic and smart agriculture, and to vigorously develop border logistics and marine economy. The workforce must have a thorough understanding of international law, strong foreign language skills, and a global mindset in order to attract FDI and develop border trade.

Strategic targets by 2030 include: in the public sector, 100% of key officials meeting digital skills standards and modern governance competencies; in the social sector, a trained labour rate of 79%, of which 35% hold degrees or certificates. The objective is to build a workforce with comprehensive capacity, technological proficiency, sound public service ethics, and an innovative mindset.
