The council approved regulations on fees and charges in business registration, environment, and labor; finalized the list of projects earmarked for land acquisition in 2026; and introduced policies on social welfare, population management, and support for ethnic minorities. Additionally, measures were passed to provide investment support for technical infrastructure in industrial clusters, alongside the repeal of obsolete legal documents to ensure regulatory compliance.

Accordingly, one of the key contents of the session was to decide on the regulations for collecting and managing various fees and charges, ensuring they are consistent with practical realities and new legal regulations. Regarding the fee for issuing work permits to foreigners, the Provincial People's Council agreed on a fee of 600,000 VND per new permit; and 450,000 VND per permit for renewal and extension. 100% of the collected funds will be deposited into the state budget.

In environmental management, fees for the appraisal of Environmental Impact Assessment (EIA) reports are categorized by project classification and total investment capital, ranging from 5 million to 32 million VND per dossier. Meanwhile, fees for issuing environmental licenses vary between 2.5 million and over 19 million VND, depending on the project type and location - whether onshore or on offshore islands.

Specifically, to drive the digital economy and support startups, the business registration fee for household businesses and cooperatives has been fixed at 100,000 VND per issuance. Meanwhile, to promote sustainable tourism, the admission fee for scenic spots at the Phu Quoc Marine Protected Area is set at 30,000 VND per person per visit, with 90% of the proceeds retained by the management unit for reinvestment and conservation efforts.

In preserving the culture of ethnic minorities, the An Giang Provincial People's Council approved a policy to provide financial support to teachers of the Khmer, Hoa, and Cham languages and scripts at religious institutions and community teaching centers. The support level is set at 30,000 VND per lesson, with a maximum of 24 lessons per week and a support period of 10 weeks per year. This policy not only encourages teachers but also plays a crucial role in maintaining the mother tongue for the younger generation of ethnic minorities in An Giang.

In addition, to meet the requirements for developing technical infrastructure in the area, the Provincial People's Council has approved the addition of 7 projects to the list of works and projects requiring land acquisition in 2026, with a total area of over 140 hectares. These projects focus on key areas such as: 3 transportation projects to strengthen inter-regional connectivity, 1 irrigation project to ensure water security, 1 resettlement project to stabilize people's lives, 1 energy and public lighting project, and 1 mineral processing project linked to mining. Furthermore, the Provincial People's Council also decided to change the land use purpose of 9.4 hectares of protective forest in Tay Yen commune to implement the bridge construction project on the An Bien - Rach Gia coastal road, a key transportation infrastructure project that will break the isolation and open up new development opportunities.

The Provincial People's Council issued a resolution stipulating policies to support investment in building technical infrastructure of industrial clusters in An Giang area. Support 30% of the total investment capital of industrial cluster technical infrastructure investment projects (excluding compensation costs, site clearance and resettlement support). Funding for implementation is balanced by the provincial budget in accordance with the provisions of law on state budget and other relevant legal regulations.

In addition, the People's Council of An Giang province abolished many documents that are no longer appropriate to build a new, more consistent legal framework, creating a transparent legal environment for both people and businesses.

Speaking at the session, Mr. Nguyen Thanh Nhan, Chairman of the An Giang Provincial People's Council, emphasized that the Provincial People's Council had considered and approved 19 resolutions in many important fields. These are all urgent issues that need to be considered and decided promptly to meet the requirements of state management, improve mechanisms and policies, and contribute to creating a more favorable environment for investment, production and business, as well as ensuring good social welfare policies and stable national defense and security in the province.

The adopted resolutions serve as an essential legal foundation for multi-level implementation in the upcoming period. However, the true efficacy of these measures depends on their timely enforcement, aimed at fostering administrative reform and generating measurable benefits for both the public and enterprises

Mr. Nguyen Thanh Nhan, Chairman of the An Giang Provincial People's Council, requested the Provincial People's Committee, departments, agencies, and localities to urgently organize the implementation of resolutions passed by the Provincial People's Council; proactively develop specific plans and action programs; clearly define responsibilities and implementation timelines; and ensure that policies are put into practice as soon as possible.

The Chairman of the An Giang Provincial People's Council has urged the Council's Standing Committee, boards, delegate groups, and individual representatives to strengthen their supervisory roles and closely monitor the implementation of passed resolutions. He emphasized the need for prompt reporting on practical challenges to enable timely intervention by relevant authorities, ensuring maximum policy effectiveness. This effort aims to refine the province's regulatory framework, unlock resources, drive economic growth, and elevate living standards, thereby building a solid foundation for An Giang's future development goals.
