At the Conference, numerous enterprises in the fields of aquaculture farming and processing and high-tech rice production petitioned the province to remove obstacles related to planning, land, transport infrastructure, the environment, investment procedures, credit, and mechanisms to support the development of raw-material zones.

In response to the questions, petitions, and proposals from the enterprises, the departments, agencies, sectors, and the State Bank Regional Branch No. 15 focused on addressing each item concerning administrative procedures, the relevant legal bases, and preferential policies for enterprises. At the same time, the departments, agencies, sectors, and the Bank pledged to accompany the enterprises in resolving the difficulties and obstacles in the fields of aquaculture farming and processing and high-tech rice production.

Delivering directing remarks at the Conference, An Giang Provincial People’s Committee Chairman Ho Van Mung acknowledged and commended the contributions of the business community to the province’s socio-economic development over the past period, while also speaking highly of the proactive spirit of the Department of Agriculture and Environment, together with the departments, sectors, and localities, in accompanying and supporting enterprises in overcoming difficulties.
The Chairman of the Provincial People’s Committee requested that the departments, sectors, and localities urgently finalize planning, invest in infrastructure, and shorten the time for resolving land and investment procedures; while also stepping up the attraction of enterprises, developing the processing industry, applying science and technology, and building production linkage chains, so as to turn the agriculture, forestry, and fishery sector into a driver of growth, contributing to the achievement of the province’s target of GRDP growth of over 10% in 2026.
Accordingly, the Chairman of the Provincial People’s Committee assigned the Department of Agriculture and Environment to take the lead and coordinate with the departments, sectors, and localities to review and give concrete form to the growth scenario for Sector I; to clearly identify each field, each enterprise, and each project contributing to growth, while clearly assigning responsibilities, timelines, and implementation results; and to review and fully update agricultural production zones, aquaculture zones, and high-tech agricultural zones into the local plans in line with the adjusted Provincial Master Plan, to be completed in the shortest possible time. For areas requiring the formulation of zoning sub-plans to implement projects, the relevant units must coordinate to accelerate progress and must not allow planning to become a bottleneck in investment attraction.
The Chairman of the Provincial People’s Committee emphasized that the province would give priority to investing in infrastructure serving production, especially the transport system connecting raw-material zones, aquaculture zones, high-tech agricultural areas, and processing industrial parks; while also mobilizing social resources to the maximum extent to meet development requirements.
With regard to the enterprises’ petitions related to land and investment, the Chairman of the Provincial People’s Committee requested that the specialized agencies focus on conclusively removing obstacles and shortening the time for processing dossiers, so as not to affect the progress of project implementation. In addition, the task forces supporting enterprises must operate substantively and proactively approach enterprises in order to promptly handle difficulties, creating favourable conditions for enterprises to operate with high effectiveness.
He assigned the Department of Finance to provide full guidance from the very first receipt of dossiers, while coordinating with relevant departments and sectors to minimize the appraisal time as much as possible before submitting the matter to the Provincial People’s Committee for consideration and decision.
